The Nashville School Board is Exciting Again

And for all the wrong reasons.

TC Weber breaks down what’s going on at MNPS in his most recent post that follows last night’s highly contentious School Board meeting.

Last night’s Metro Nashville Public School’s board meeting was an abhorrent display that should embarrass all of us. I try and instill in my children that making a mistake is not the defining moment, but rather what you do with the mistake. Last night, the MNPS board decided that when others go low, it will go even lower.

 

Some took to social media to further attempt to discredit Speering because she was not in attendance at last night’s board meeting. I’ll give the benefit of the doubt and assume that all aren’t aware that Speering recently had open heart surgery. She attended all committee meetings during the day. My supposition is that she chose to protect her health and decide to go home instead of facing a hostile crowd. That’s not cowardice, that is just good sense.

Leadership is a lot like MAP testing, it’s an intuitive assessment. What that means is that you start off with a challenge that is perceived to be at your level. How you answer that challenge determines whether you move on to harder challenges or not. Get the question right and the assessment continues. Get too many challenges wrong and the assessment ends. Last night was a leadership challenge for Dr. Joseph. One that will not lead to the next level.

MNPS and A Few Good Men

Nashville resident David Jones takes a moment to compare the MNPS School Board to the movie “A Few Good Men.” In short, he’s arguing that some on the board “can’t handle the truth.” He raises concerns that have been brought up by board member Amy Frogge but have yet to result in a change of course.

Here’s his letter:

There’s a melancholy scene in “A Few Good Men” in which two officers are found guilty of conduct unbecoming a United States Marine and are dishonorably discharged. Exasperated, Pfc. Louden Downey asks, “What did we do wrong? We did nothing wrong!” A somber Lance Corporal Harold Dawson explains, “Yeah we did. We were supposed to fight for people who couldn’t fight for themselves.”

Nashville schools currently find themselves at a crossroads. Though sitting in a city so vibrant and prosperous, MNPS has been clouded with controversy and disappointment. While many were hopeful when Dr. Shawn Joseph took over as director in 2016, that hope soon eroded and was replaced by fear due to the actions (and inaction) of the director.

Over the past two and a half years, teachers, parents, and students have watched as Dr. Joseph not only has turned a blind eye to the indiscretions of his coworkers, but has been complicit in covering up their crimes as well. When Dr. Sam Braden, principal of JFK Middle School, was accused of multiple charges of sexual harassment, it was Shawn Joseph who promised he would work to make those files confidential in the future. When Arnett Bodenhamer, a former teacher and coach at Overton High School, attacked a student, it was Shawn Joseph who overruled the suggested firing and allowed Bodenhamer to continue teaching in MNPS. When an allegation of sexual harassment was made against Mo Carrasco, executive director of priority schools, it was Shawn Joseph who ignored MNPS rules and bypassed human resources, instead going straight to Carrasco. And to top it off, Shawn Joseph has failed to report at least 20 instances of misconduct to the state, which is required by state law.

Shawn Joseph’s refusal to do what is right has created a culture of fear in Nashville schools. Teachers are now scared about what might happen if a colleague sexually harasses them. Teachers have even expressed that they might not report harassment because not only will their complaint not be taken seriously, but they might face retribution from Shawn Joseph if they file a complaint against one of his friends.

Yet in a time when teachers are fearful, employees are being harassed, and leadership is absent, our board members do nothing, pretending the problem will get better while it only gets worse. Like Harold Dawson explained, our community looks to the board to fight for the people who can’t fight for themselves. If our board truly puts children first, they should be demanding accountability, protection, and responsibility.

Instead, we’re given excuses. At a time when our schools desperately need leaders, at a time when teachers are scared their harassment claims won’t be taken seriously, at a time when a large portion of our students fail to read at their current grade level, at a time when priority schools have doubled and funding has all but disappeared, we’re left with enablers—enablers who give Shawn Joseph free rein to waste money, protect the powerful, and exploit the most vulnerable.

It’s time to put an end to this charade. We deserve better. We demand better. It’s time the Board of Education starts fighting for the people who can’t fight for themselves. It’s time the board votes to remove Shawn Joseph as director and puts us back on a path to success.

Amy Frogge Speaks Out

MNPS Board Member Amy Frogge speaks out about the behavior of Director of Schools Shawn Joseph:

Take a moment and watch this interaction between Director of Schools Shawn Joseph and a female reporter. It’s important to note that this reporter was actually invited to the MNPS press conference, where she asked a perfectly reasonable (and pretty predictable) question: What would you tell the parents of children in priority schools?

Joseph is quick to put this female reporter in her place with a rude and unprofessional response. Rather than answering her question, he turns the tables on her, trying to bully her. After the press conference, Joseph’s fraternity brothers followed this reporter into the parking lot to harass her, telling her that her questioning of Joseph was not appropriate.

Joseph’s frat brothers had been asked to stack the press conference to show support for Joseph, lending a rather tone-deaf atmosphere to the event. Although the press conference was held to address the fact that the number of “failing” schools has more than doubled under Joseph’s watch, Joseph began the conference by saying, “Can I get an amen?!” The conference, which should have been quite serious, was strangely filled with cheers for Joseph himself. (Joseph, through fliers distributed with his photo on them, often requests that his frat brothers show up to board meetings and other events to cheer him on or to go after anyone who questions him.)

Certainly, people have bad days, and I would perhaps just disregard Joseph’s testy interaction with this reporter under another circumstance. But I have seen this sort of behavior repeatedly from our Director. While he can be very nice toward those to do not question him, he changes his demeanor toward those who raise questions about problems in the district. (It took me a long to time to see the problem, since I was very supportive of Joseph for the first year and a half of his tenure.) He particularly does not tolerate questions from females (no matter how professional or polite) and uses bullying tactics to avoid answering them. This sets a poor tone for the district, as it is his job to answer questions.

Joseph has tried to put my in my place (by threatening lawsuits, by telling me what I can and cannot say on the board floor and by inviting his frat brothers to meetings to call me out). He has tried to put Jill Speering in her place by cutting Reading Recovery (her favorite program that she championed for decades), thereby suddenly firing 87 Reading Recovery teachers, many of whom were Jill’s friends, with no plan in place to repurpose them. And Joseph is already starting to go after Fran Bush, the newest board member to question him. Joseph loves to use race as a weapon to protect himself, quickly labeling anyone who disagrees with him a “racist,” but I think he will find this tactic increasingly difficult to utilize as more begin to speak up.

This is the behavior of a bully, plain and simple. Joseph has banned employees from speaking to board members. And just yesterday, he actually banned employees from writing anything negative on social media about the district or its leadership. These are crazy times.

Since I have begun speaking up against problematic practices in the district, I have received hundreds of thank-yous from MNPS employees and parents, including flowers and gifts. Not a day goes by that I do not receive a call or message from a grateful employee. The usual message is: “We are hanging on by a thread. Please, please keep it up!” I have suggested that others must start using their own voices to address problems, but employees- and amazingly even parents- respond, “Oh, no- we know how vindictive he is!” Teachers, bus drivers, and other staff members know they will lose their jobs for voicing problems (they’ve seen what Joseph did with Reading Recovery as vengeance against Jill), and parents actually fear that Joseph will take funding from their schools or try to punish their children in some way if they speak up. Something is seriously wrong when we have arrived at this place.

Jill, Fran, and I am more than happy to keep standing up and to serve as a voice for the voiceless. I have stood up to bullies before; I have no fear and absolutely nothing to lose. I always outlast them. But for things to truly change, Jill, Fran and I cannot continue to be the only voices speaking for the community. We are doing all we can, but we need help. Please consider speaking up, even if you must remain anonymous and ask someone else to serve as your voice.

Battle Lines Being Drawn

Last week, the School Superintendents in Memphis and Nashville wrote a letter to Commissioner of Education Candice McQueen calling for a pause in TNReady. The letter indicated the leaders had “no confidence” in TNReady. Following the letter, the Knox County School Board voted 8-1 to send a letter to Governor Haslam stating they had “no confidence” in the Department of Education. Later that week, the Director of Schools in Maury County said he agreed with the idea of pausing TNReady and suggested moving to the ACT suite of assessments.

Today, Commissioner McQueen issued a response. According to Chalkbeat, her response indicates that pausing TNReady would be “illegal and inconsistent with our values as a state.”

McQueen cites federal and state law requiring test administration. Here’s the deal: The entity that determines the penalty for violating state law regarding testing is the Department of Education. The penalty they can use is withholding BEP funds. This is the threat they used back in 2016 to force districts to back down on threats to halt testing then.

Let’s be clear: The Tennessee Department of Education is the enforcer of the state testing mandate. The DOE could refuse to penalize districts who paused testing OR the DOE could take the suggestion made by Dorsey Hopson of Memphis and Shawn Joseph of Nashville and just hit the pause button for this year and work toward an effective administration of testing for 2019-20.

Next, McQueen cites federal law. I’ve written about why this is misguided. Here’s more:

There’s just one problem: The federal government has not (yet) penalized a single district for failing to hit the 95% benchmark. In fact, in the face of significant opt-outs in New York last year (including one district where 89% of students opted-out), the U.S. Department of Education communicated a clear message to New York state education leaders:  Districts and states will not suffer a loss of federal dollars due to high test refusal rates. The USDOE left it up to New York to decide whether or not to penalize districts financially.

That’s right, the federal government tends to leave decisions regarding punishment up to the states. Of course, Tennessee could also request a 1-year waiver of ESSA requirements in order to further clarify the need to get testing right. In short, the only problem now is McQueen’s unwillingness to admit failure and take aggressive steps to make improvement.

McQueen also says that halting testing is “inconsistent” with Tennessee values.

While in McQueen’s world, halting testing is inconsistent with our state’s values, lying about why testing isn’t working is apparently perfectly fine. Oh, and playing a game with testing vendors? No problem!

McQueen claims that we need the tests to help identify gaps in education delivery in traditionally under-served students. Yes, having a working annual assessment can be a helpful tool in identifying those gaps. But, when the test doesn’t work — when students get the wrong test, when the testing climate is not consistent — then we get results that are unreliable. That helps no one.

What should be consistent with Tennessee values is taking the time to get testing right. That means ensuring it’s not disruptive to the instruction process and the results are useful and returned to students, teachers, and parents in a timely fashion.

Will McQueen’s letter deter other district leaders from speaking out on TNReady? Will there be additional fallout from the DOE’s failure to effectively administer Pre-K/K portfolios?

Blood in the Water

The Director of Schools in Maury County has joined those in Memphis and Nashville in calling for a pause in TNReady as a result of repeated problems with the testing platform.

The Columbia Daily Herald reports Maury County Director of Schools Chris Marczak said he agrees with the letter sent by Dorsey Hopson of Memphis and Shawn Joseph of Nashville. Marczak offered an alternative:

“I believe it would be best for us to focus solely on the ACT and align ourselves with outcomes that can affect students’ college acceptance and scholarship ability,” Marczak said.

Maury County district leadership has indicated the results from this year’s botched test administration are of limited value:

“Due to the issues with testing, we will not be adding TNReady/EOC data to the Keys’ scorecards for either the district or the school levels when they eventually come in,” Marczak said in an email sent to staff in July. “In light of the numerous testing issues, please know that the results of the assessments will be used to inform conversation only. These are the conversations we will have with principals and the principals will have with teachers/staffs.”

In response to the ongoing testing issues, Marczak shared accounts of students completing 75-minute long examinations in 10 minutes. When reviewing the examinations, Marczak said the district had over 600 missing scores. Questar, the contractor hired by the state to administer the test, reported that 600 individual assessments were incomplete.

Despite the growing concern over the inability to effectively administer the TNReady test, Commissioner of Education Candice McQueen has said the test is still an important tool:

TNReady serves as a vital feedback loop for teachers, parents, and administrators to tell us where we are, and the results inform what steps we need to take to help all students and schools succeed.”

TNReady might be an important feedback loop if it ever worked the way it was intended. But it hasn’t. Instead, it’s been fraught with problems since the beginning. Now, education leaders are standing up and speaking out.

The push to pause TNReady and possibly move forward with a different measure comes at the same time the TDOE is being taken to task for a failure to properly execute Pre-K/Kindergarten portfolios. Knox County’s School Board last night voted to send a message that they have “no confidence” in the portfolio process or in the TDOE.

The push against TNReady from key district leaders figures to make the test and overall administration of the Department of Education a key issue in the 2018 gubernatorial and state legislative elections.

“No Confidence” in TNReady

Just days after members of the Knox County School Board took the Tennessee Department of Education to task for “incompetence” and an “abject failure” to measure student achievement or teacher performance, the Directors of the state’s two largest school districts, Nashville and Memphis, sent a letter to Education Commissioner Candice McQueen and Governor Bill Haslam stating they had “no confidence” in TNReady and asking the state to pause the test.

The letter, signed by Nashville’s Shawn Joseph and Shelby County’s Dorsey Hopson, says in part:

“We respectfully ask the State to hit the pause button on TNReady in order to allow the next Governor and Commissioner to convene a statewide working group of educators to sort out the myriad challenges in a statewide, collaborative conversation.”

The two leaders, whose districts represent 20 percent of all students in Tennessee, note:

“We are challenged to explain to teachers, parents, and students why they must accept the results of a test that has not been effectively deployed.”

The language from these two directors is the strongest yet from any district and the first to call for an outright stop to administration of the TNReady test while the state explores other options. Johnson City’s school board sent a proposal asking for a significant reduction in testing while Wilson County is exploring the possibility of administering a different test altogether. At the same time, Williamson County Director of Schools Mike Looney expressed concern about the poor administration of this year’s test.

It seems clear there is growing concern among educators about the continued use of TNReady. As Joseph and Hopson note, taxpayer resources have been invested in a test that is poorly implemented and yields suspect results. Taking their suggestion of a pause could give the state and a new Governor and Education Commissioner time to actually develop a process for administering an aligned assessment that does not disrupt instruction and does return useful, meaningful results to teachers, parents, and students.

Frogge on the MNPS Budget

Nashville School Board Member Amy Frogge yesterday outlined some concerns she has as the school system’s proposed budget faces tough choices ahead:

MNPS will receive a $5 million increase this year, rather than the $45 million increase requested by the board. Mayor Briley is doing his best with limited funding, as this article explains, but there just isn’t enough money to go around.

For the first time in my school board career, I voted against a budget proposal. After weeks of receiving conflicting and inaccurate information from the administration, I lost trust in the budget process. The administration still will not answer many of my questions, which is unacceptable.

So where will the cuts come from?

They will not come from the charter sector. Under state law, charters must be paid, so the $5 million increase must first go toward the $14 million increase in charter school costs this year. While other schools may suffer, charter schools will remain fully funded.

Cuts are not likely to be made at the top levels of administration. While cutting paper from classrooms and proposing to cut seven social workers from schools, Dr. Joseph pushed for a pay raise for himself and his top administrators. In the wake of the budget shortfall, he chose to keep his personal chauffeur. Dr. Joseph also pushed to pay friends brought to Nashville extra, unexplained stipends and high salaries off the pay scale.

Under the current budget proposal, Dr. Joseph will earn $346,000 next year. This amount includes his salary plus vacation days and deferred compensation, but doesn’t include his benefits or any consulting fees that he may earn per his contract. (The administration will not disclose how much MNPS employees are earning in consulting fees, even though I have repeatedly requested this information.) Dr. Joseph has added top level administrators and will pay four of his five Chiefs $190,000 each next year. (The fifth earns approximately $170,000.) To provide context for these salaries, Dr. Register earned $266,000 per year and paid his top administrators $155,000 each. Jay Steele, who earned $155,000, was alone performing the same job that now is fulfilled by two Chiefs, each earning $190,000.

Cuts are also not likely to come from consultants. The year before Dr. Joseph and his team arrived, the district paid outside consultants approximately $5 million dollars. Next year, it appears the district will pay consultants somewhere in the range of $14 million to $30 million. Again, I can’t get a straight answer from this administration on proposed consultant costs, so this is my best guess. What’s clear is that consultant costs have increased substantially under this administration, which begs the question: Why must we pay outsiders so much to guide the district’s work while also increasing salaries for those already paid to lead the district? Do our current leaders not have the necessary expertise? When they were brought to Nashville, they were certainly billed as experts deserving of higher salaries.

Some of the cuts will surely come from Dr. Joseph’s firing of nearly 100 Reading Recovery teachers. Although Dr. Joseph promised a plan to “repurpose” these teachers, it’s become clear that there is no such plan, and in fact, schools don’t have any money in their budgets to re-hire these teachers. There are also limited positions available for these teachers. So ultimately, it’s most likely that our very best and most highly trained literacy teachers will leave. Many are already retiring or headed to other districts. Despite an ongoing teacher shortage, this doesn’t seem to bother Dr. Joseph and his team, who were actually caught celebrating the firing of these literacy experts after our board meeting.

Finally, the $27.2 million increase requested for employee compensation, including pay raises and step increases, seems impossible now.

This budget season has been a disaster- unlike anything I’ve ever seen. I hope the Metro Council is prepared to ask the hard questions.

 

A few comments:

First, the reason Mayor Briley is having a tough budget season is because the two previous mayors (with approval from Metro Council) spent heavily from reserve funds to balance budgets. Now, that savings account is depleted and absent new revenue, there’s just not any extra money. Yes, Metro Council needs to ask tough questions of the school budget, but they should also be asking questions about how Nashville got here.

Second, as Frogge notes, it seems likely that two things will happen: Some teachers will lose their jobs and there will be no raises. Both are incredibly problematic. Nashville is experiencing a teacher shortage that has resulted in a shift toward what I’ve called “virtual equality.” Nashville teachers are already underpaid, and not giving raises would only exacerbate this problem.

Third, one reason the MNPS budget is facing problems is a “surprising” drop in students. Somehow, this drop was both unanticipated and created a budget emergency this year.

By way of her post, Frogge points out some possible alternatives. It’s up to the School Board to make a proposal to the Metro Council based on these new numbers. The revisions Dr. Joseph proposes to the MNPS Board will say a lot about his priorities. Metro Council can’t revise the school system’s budget, they can only vote it up or down. However, a budget document that doesn’t address the concerns Frogge raises should be rejected and sent back to MNPS for improvement.

Amy Frogge on the MNPS Budget

This week, MNPS Board Member Amy Frogge raised concerns about the budget and spending in the district. Here are her full remarks from the most recent budget meeting:

“A budget is a moral document. As an elected official representing all of Nashville’s children, it matters to me that our budget reflects our morals. We must be good stewards of our schools’ resources, and we have an obligation to ensure that the funds entrusted to us are properly spent. Our budget discussions are not personal. They are about the policies that we enact as a board which will affect our community for the next decade or more, and it’s our job to ask the hard questions.

This year’s budget has kept me up at night. Never before have I received so many concerns and questions about the budget, and not just about the changes to Title I funding. A wide variety of concerns about this budget and the district’s spending have been raised.

In pouring over budget materials these last several weeks, I have found more questions than answers and have noted what appear to be a number of financial red flags.

These are the issues that have come to my attention:

1. Over the past two years, there has been a dramatic increase in unauthorized purchase requests in the district. An unauthorized purchase request, or UPR, is just what it appears to be: an unauthorized expenditure. Ideally, a UPR is never used because a purchase order should always proceed any purchase, and the only time a UPR should be used is in the case of an emergency, such as broken pipes.

During this administration’s first year, the number of unauthorized purchases increased more than sevenfold – from approximately $300,000 to $2.3 million. The trend continues this year. I am aware that sometimes URPs are triggered by accidental errors, and in a school district as large as ours, there is a certainly a human error percentage to take into account. But the ballooning number of unauthorized expenditures is a very serious problem that warrants investigation.

2. The administration entered into a no bid contract- or some sort of agreement- with Research for Better Teaching, and has paid this company over $100,000 without the required board approval, which is in violation of our board policies. I’ve heard more than one explanation from the administration about the lack of board approval, but the fact of the matter is that this contract was placed on the consent agenda for approval and then pulled immediately when a board member began asking questions. Paying vendors before seeking board approval has been an ongoing problem for this administration.

3. There is an appearance of nepotism happening within our district in a way that benefits a few but that does not benefit our children. New employees with close ties to the new administration are being paid more money for less work, including unexplained stipends and salaries outside the salary schedule. For example, one Chief’s spouse is making a $24,000 stipend in addition to her salary, even though she has less job duties and less employees to supervise than others. Another Chief’s friend is making more than any other elementary school principal, including those with more credentials. MNPS is also paying half the cost for this principal to receive her doctorate. Furthermore, the first draft of this year’s budget proposal reflected much higher pay increases for those at the top of the pay scale than the 2% raise offered to teachers. This was changed when a board member noticed the problem and pushed back.

4. In the first year of this administration, consultant costs grew from $5.1 million to $8.6 million, and some of the new consultants appear to be problematic. For example, last August, the board approved a literacy contract with R.E.A.D. America, LLC, for $150,000. When I searched for information about this company, I was unable to find a website or any other information online. The company appears to be one-woman operation run out of someone’s home in Chicago, and MNPS seems to be the sole source of this person’s income. I also received complaints about another consultant, Bruce Taylor, and decided to look into his background. From Mr. Taylor’s marketing website, I learned that he has no background or training in education, but is instead an actor who now promotes Common Core. The district has paid Mr. Taylor over $100k without board approval, and according to a Channel News 5 story, Mr. Taylor worked in the district six months without a contract.

I am also concerned because I recently learned that an outside organization has brought in the former superintendent of Knox County schools to work with MNPS. He is now attending all executive leadership meetings. According to Knoxville board members, this man ‘left a trail of disaster in his wake.’ Knoxville colleagues tell me their former superintendent spent too much and started too many unsustainable programs, leaving the school system in financial straits. Now that this superintendent is gone, Knox County Schools must cut key programs to make up for the deficit.

5. The administration is piggybacking substantial service contracts, some worth over a million dollars, from contracts in other counties. Piggybacking is a procurement tool that allows for no bid contracts. Piggybacking service contracts, as MNPS has done, is problematic because of the inherent risk of fraud and the potential to get less than the best price. One such no-bid service contract with Performance Matters was piggybacked from contracts in Shelby County, TN and Orange County, FL, for a total of $1.1 million. Yet, the Performance Matters contracts filed with the Metro Clerk’s office show that the contracts with Performance Matters are not to exceed $1.8 million. I want to know why the board was not consulted on this change.

Performance Matters is affiliated with non-profit company called Education Research and Development Institute, ERDI. According to a News Channel 5 story last week, Dr. Felder has received consulting fees from ERDI. ERDI partners include a number of other companies to which the district has awarded large contracts, including Discovery Education, for $13 million, and Scholastic, which hosted 10 Metro employees, including Dr. Felder, at the Ritz-Carlton on Amelia Island in February 2017. According to a News Channel 4 story, MNPS helped pay for the Amelia Island conference, but Scholastic also comped rooms for MNPS employees at the five-star hotel, where rooms typically cost $700 per night. Contract discussions with Scholastic took place on Amelia Island, and immediately after the conference, administrators tried to place an extremely large contract with Scholastic on the board agenda. It was pulled when a board member questioned it. A couple of months later, in April 2017, the board approved a two-month contract for Scholastic to supply classroom libraries for $140,000. I would like to know how much Scholastic paid for the Amelia Island conference and for MNPS attendees specifically, including room fees, meals, drinks, or any other perks, as well as any consulting fees.

We need an investigation into all consulting fees garnered by MNPS employees, particularly those related to companies affiliated with ERDI. I would also like to know which contracts with ERDI partner companies were no-bid contracts.

So in sum, these are the problems as I see them: questionable contracts, consultants, and expenditures; overpaid employees; and at the very least, a disregard of proper procurement procedures. These problems have been amplified in light of the way the budget has been handled this season. With regard to contracts and consultants, the common theme seems to be avoidance of board scrutiny. That is the very opposite of transparency.

Due to ‘budget constraints’ this year, the district has already cut paper, toner, and other basic supplies from schools, curtailed professional development trainings starting in February, removed funding for school plays, cut out year-end student celebrations, and in general defunded the efforts of those on the ground- the very people who touch children’s lives daily. And now this administration has proposed cutting seven social workers and our free and reduced lunch program next year. It would be possible to make up for much of the shortfall just by cutting salaries and raises at the top of the scale. For example, excluding benefits, vacation days, raises, consulting fees and other perks, our Director and his five Chiefs alone earn salaries totaling over around $1.2 million dollars. This would pay for 22 social workers. Of course, we must pay our leaders reasonable salaries, but in a budget crunch, it’s critical that we keep our priorities straight.

All of this is disappointing and distressing because I have placed my full support behind this administration. I believe the board and administration have done excellent high-level work during the last two years, and it’s difficult to reconcile the work we’ve done with the issues I’ve raised. But it turns out that where the rubber meets the road, the focus is not really on students.

This board must engage in difficult conversations about the district’s spending, and we have an obligation to make policy corrections wherever necessary. I propose that we immediately reduce the amount on contracts that the board approves, that we prohibit any further consulting fees by district employees, at least until the audit is complete, and that we discuss installing an internal auditor that reports directly to the board to oversee MNPS spending. This board has a fiscal obligation to do the right thing, and I hope we will take swift corrective action.”

Rally for Raises

Tonight’s MNPS Board meeting includes discussion of a revised budget that includes taking proposed employee raises from 3% down to 2%.

UPDATE – 3:20 PM: Jason Gonzales reports that the reworked budget keeps the original 3% raises as proposed.

Middle Tennessee CAPE is also organizing a “Rally for Raises” which is described this way:

Join MNPS teachers and staff as we rally at the MNPS budget hearing. Dr. Joseph recently stated that the district would not be able to provide the 3% raises he promised due to cuts to his requested budget from the mayor. However, we believe that people are our district’s most powerful resource. Both the Tennessean and TEA now rank MNPS teacher salary between 12th and 17th in the state, and many of our support staff receive wages that place them below the federal poverty line for a family of 4. These facts, combined with the astronomical rise in housing costs in Nashville hurts our district because our employees literally cannot afford to work for MNPS any more.

Our city has enjoyed unprecedented economic growth and garnered interanational attention as the new “it city” of the South. We ask that our leaders in the district and the city work to make our public schools reflect our civic pride by paying employees the wages that reflect a respect for our professionalism and that allow us to live in the city we love to serve.

Changes Are Coming To Nashville Middle Schools

Dr. Joseph heard a lot of critiques about Metro Nashville’s middle schools when he arrived in Nashville. He later found out that those critiques were spot on, according to Nashville Public Radio.

The newly-hired administrative team held 30 parent listening sessions over the first few weeks. And moms and dads kept talking about middle schools and how they’d like to see them add rigor, more advanced courses and even just a bit more homework.

As a former middle school principal, superintendent Shawn Joseph thought maybe parents were just misunderstanding their pre-teen children. But then he visited many of the district’s middle schools, and the concerns about academics were “validated.”

As a middle middleprepschool teacher, I’ve clearly seen the need for the transformation of middle schools. The district spent so much time transforming high schools that it felt like they forgot about middle schools.

While elementary schools are now getting more resources, middle schools got a new name in 2014 (Middle Preps) and were left alone. It’s like needing stitches and throwing a bandaid on it. It’s time for a real transformation and not just a quick fix. It didn’t work in 2014 and it won’t work now.

As I wrote in September following the release of ACT scores,

Preparing our students for graduation starts before the students even get to the high school level. MNPS transformed our high schools years ago towards the academy model. I think it’s time to start looking at the transformation of elementary and middle schools.

Elementary and middle schools need more supports in place to help close the gaps before students move on to high school. I don’t have all the answers, but I hope MNPS will be looking into ways to give more support to our lower grades.

It looks like Dr. Joseph is answering this call. I think too many students are still coming to middle school without basic skills that middle school teachers are not usually equipped to handle. I hope Dr. Joseph will continue to add more support to elementary schools while he is working to transform middle schools.

So when will these changes start to take place?

“Now is the time to give middle schools the love and attention they need to help strengthen our high school programs,” Joseph says.

Joseph cautions that he doesn’t anticipate any “mid-year, shoot-from-the-hip shifts.”

“We’ll take a bite at the apple next year with more comprehensive plans in year two and three,” he says.
