TC Weber Shares His Anger

Blogger TC Weber has some anger to share and raises some interesting and valid points about public school advocacy in his latest post.

Here are a couple highlights:

We all seem to be willing to work harder when there is a boogeyman to face. Charter schools make for a convenient boogeyman in the same way that the cartels do for the war on drugs – now before everybody loses their mind, know that I am not equating charter schools to drug cartels in any way but in their use as scapegoats. There wouldn’t be cartels in the illegal drug trade if there were no demand, and the same goes for charter schools in that there wouldn’t be charter schools if the demand wasn’t there. I do have to ask, though, what if the boogeyman is really us and our inability to provide equitable educational opportunities for all children? Case in point: have we expended as much energy in improving our schools as we have in fighting against their takeovers? Can we look at parents who are considering sending their children to a charter school and honestly say we’ve done everything to make the public option better? It is time to get beyond this single hot-button issue and focus on the inequities that exist in our schools.

Later, he adds:

It is vital that as we fight off corporate attacks on our public schools that we are not just focusing on the supply, but have an equally diligent focus on the demand. We need to make sure that we are not falling into the trap of rewarding perks to adults while children are asked to make sacrifices. We need to ensure that we are applying every possible resource to directly impact the educational opportunities for our children

TC Weber recently interviewed MNPS Board Member Jill Speering and it’s up on his blog.

Here’s an excerpt about what makes Jill Speering want to serve:

Well, a community representative came to me and said she was aware Mark North was not going to seek reelection, and a group of Madison residents were trying to think who might be a good school board representative. My name came up and so they called me and asked if I would consider running for school board. I really didn’t know what that would entail, but as I pondered it, I thought, well, I could make a difference in reading for children. My experience with board members was they wanted to talk with teachers but then would easily dismiss any advice given. For example, I suggested that we needed a common definition of reading so that we could pick and choose the programs that work with what we believe reading is, and a board member said, “that will never happen.” But my first year being on the board, that’s exactly what did happen. In looking back on things, that’s what made me decide, Yes! I want to run. I can make a difference in the lives of kids!

Understanding Amy Frogge

TC Weber talks to animal rescuer and MNPS school board member Amy Frogge about how she got involved in local education policy. The interview explores her two campaigns and her time on the board.

Here’s what she has to say about how she got started:

Well, I had been doing a lot of work at my children’s elementary school. When my daughter started at Gower Elementary, we had a very small PTO. The year after she got there, we were flooded in 2010 [Nashville was the victim of a flood in 2010], and we ended up having an immense amount of help from our neighbors and people throughout the city – and even people from other states – who were willing to come and help us rebuild our house and clean up the mess after the flood. There was just an immense amount of support, and I decided, in that process, that I wanted to give back to people. So I decided to become more involved at the school. The PTO had recently died out, and so essentially two of us parents offered to try to rebuild parent engagement at the school. We started small, but the more we did, the more exciting it became, and the more we were able to accomplish. We ended up building about 15 new community partnerships for Gower over the course of about a year, and we dramatically increased parent engagement through that process. We learned what an impact that had on the school’s performance and the atmosphere and culture of the school. Five years later, that school had a wait list and its performance improved. People in the neighborhood were excited about the school.

So having seen what happened at the local level, I hoped when I ran the first time that I would be able to do that sort of work on a larger level and support the schools in my area and throughout the city. That’s why I ended up running for school board.

TC Takes on the ASD

Nashville parent and blogger TC Weber attended the National Charter School Conference in June and has some thoughts on a panel that featured Tennessee’s Achievement School District (ASD).

Specific to Tennessee, Weber notes comments by the ASD’s Superintendent, Malika Anderson:

Malika Anderson spoke next and spun the narrative that the Achievement School District was a success in Tennessee because schools in Memphis’s Innovation Zone, or iZone as it’s commonly referred to, along with statewide priority schools, were performing so well. She stated that schools had years to improve and had failed to do so until now, and it was only because of the fear of a state takeover that made this happen. She glossed over how far the ASD was from reaching their goals. She completely ignored the fact that many were ready to see the ASD go the way of the RSD and have schools brought back under local oversight. Her argument was that in spite of failing to make real progress, the ASD should still be rewarded with more time for inspiring through fear.

TC provides a comprehensive analysis of the ASD session and issues a warning for other states considering adopting a similar reform model. It’s all well worth a read.

TC Weber, Amy Frogge, and The Tennessean

TC Weber is up with a post today on the Tennessean’s recent endorsements in Nashville’s School Board races.

He provides a thorough rundown of each endorsement, but I want to focus on his comments regarding Amy Frogge and the Tennessean’s decision to not only endorse her opponent but also chastise her for her social media and other behavior.

Here’s what TC had to say:

This brings us to District 9, quite possibly the most egregious of all the endorsements. The Tennessean chose to endorse challenger Thom Druffel over incumbent Amy Frogge. In doing so, they didn’t only endorse Druffel, but utilized this opportunity to take Frogge out to the proverbial woodshed in a manner that runs counter to their call for greater civility among board members and honestly, came off as a personal attack. They wrote, “A passionate parent and attorney, Frogge also has served as a disruptive force unwilling to step outside her box and has shown a pattern of being responsive and respectful only when constituents agree with her. Whether it involves social media behavior like writing acerbic posts and deleting comments that are critical of her, this behavior is not conducive to productive community engagement.”

Hmmm… let’s take a look at some of those posts and you be the judge. There was a piece Frogge wrote on excessive testing that was picked up by the Washington Post, another from The Tennessean about the importance of teacher voice in the national discussion on education, and one that Diane Ravitch picked up on her blog where Frogge discusses discipline issues in a local charter school. The tone throughout these posts is direct, factual, and research-based. The one on discipline caused the most uproar, but tell me, how is that different from the what Secretary of Education John King has been recently saying about discipline practices in charter schools? I guess when the Secretary of Education says it, it’s thought provoking, but coming out of the mouth of an intelligent and vocal woman, it’s being a disruptive force. (emphasis added)

Here, TC nails it. In the same endorsement piece where the Tennessean endorses Will Pinkston in spite of what they claim is his bad behavior on social media, they call out Frogge for being disruptive and endorse her “nice” opponent.

What else did the Tennessean find disruptive? The fact that Frogge advocated to have a woman included among the finalists for MNPS Director of Schools. They claim her push for this inclusion could have derailed the entire process. First of all, there’s little evidence that simply adding a candidate for consideration, even fairly late in the process, would have taken the whole search off track. Second, let’s look at the MNPS directors of the past — all men.

Frogge should be commended for raising the issue. And likewise, when her colleagues pushed to move on without adding a candidate, Frogge didn’t throw a fit or leave the game, she kept on going. She stayed engaged. And she was part of the team that helped bring Shawn Joseph to Nashville. The same Shawn Joseph the Tennessean is excited about having here.

Amy Frogge is a fierce advocate for her schools and constituents and a strong presence on social media. She raises issues that are sometimes uncomfortable but that need to be addressed. As TC intimates, the Tennessean appears to be applying a double standard.

Fortunately, Frogge overcame a significant tidal wave of spending and negativity when she was first elected in 2012 and she’s well-equipped to weather the storm this time.

Charter School Smack Down

TC Weber attended last week’s National Charter School Convention in Nashville and offers this first report of what he saw and heard.

First, he wasn’t sure if he was at an education conference or WWE Smack Down:

Entering the main area for the morning speeches was like entering a high-end disco. The room was lit up like the set to WWE Smack Down, with two giant video monitors flanking the stage, loud music, and ever changing lighting. I half expected the Rock to bound on the stage and holler, “Can you smell what the Rock is cooking!?” The music selection that was being pumped loudly through the room induced a bit of a chuckle. “1999,” “Centerfield,” and “Life is a Highway” were among the tunes meant to pump up the crowd and convey a sense of being on the cusp of greatness.

After being pumped up, Weber notes that some speakers framed the charter movement as a sort of war:

Next up was journalist Roland Martin, who was also broadcasting from the convention. If I had any notions of this being a welcoming, feel good, we entertain all kinds of ideas type of convention, they went screaming out the window once Martin began speaking. He made it clear from the get go that we are in a war, and he had no time to be nice, no time to entertain alternate opinions because this was a fight. Martin issued a warning to any who opposed charter schools: “We will fight you until hell freezes over, and then we will fight you on the ice.” What made things even more disturbing was the thundering applause in response to his remarks.

TC Weber and the Return of the Summer Blockbuster

TC Weber thinks he sees blockbuster potential in this summer’s Nashville School Board race:

I’d argue that this year’s Metro Nashville Public Schools board race meets the criteria for a summer blockbuster, and with Stand For Children involved, it even has its own Michael Bay. For those of you who don’t regularly attend movies, Bay is a director known for elevating the blockbuster format through the increased use of explosions, beautiful people, and minimal substance. In other words, with apologies to William Faulkner, sound and fury signify nothing. To this point, that is exactly what the MNPS school board race has been. You have social media dust ups, campaign managers from one campaign resigning just before the filing deadline to launch their own campaigns, and other candidates attacking a spouse’s work record like it was their opponent’s. All entertaining to watch, but largely lacking substance.

The whole post outlines special interest groups, candidate recruitment, and all the other characters that make a blockbuster truly exciting. Also, he makes some recommendations on candidates he deems worthy of support.

TNReady: Time for a Trade?

TC Weber thinks the TNDOE needs to trade in TNReady and the rest of the current testing regime for a new model:

The Tennessee Department of Education has faced a similar dilemma for the last few years. Every spring, without fail, there is some issue with the tests and they have to send them to the garage to be fixed. I think it’s safe to say that this year the equivalent of the transmission falling out. Parents, teachers, and even legislators have been telling the TNDOE that things are getting to the point that it’s getting cost prohibitive to fix and that we really need to start exploring a new policy. But unfortunately, the message doesn’t seem to be getting to the TNDOE. They just keep reaching for the checkbook, making a temporary fix, and then praying nothing else goes wrong.

It’s a good read and TC proposes some solid solutions, like using some of the new flexibility granted by ESSA to move toward a truly new model of testing.

TC Weber’s Voucher Party

TC Weber has something to say to school voucher proponents.  And it sounds like he wants them to throw a party.

Just look at his opening:

Dear True Believers,

Y’all got to be excited! Here you sit on the cusp of making history in Tennessee, despite a few pesky parents, educators, newspaper columnists, members of the Tennessee County Commissioners Association, school board members, students, and community members, who can’t appreciate all you do, by this time next week, you’ll be celebrating Tennessee joining the forward-thinking states who have provided a pathway out  for all those trapped kids in failing schools. Never mind that vouchers have never worked anywhere else, we all know Tennessee is different. So ignore the haters, this has been a long time coming, and Lord knows, you’ve worked hard for it and deserve it.

He continues in a fashion that would be hilarious if it didn’t contain so many stubborn facts.

Corra and Weber Talk Vouchers

Legislation creating a school voucher program in Tennessee has been placed on the floor calendar of the House of Representatives for Monday, February 8th.

As the debate over whether to approve this proposal continues, bloggers Charles Corra and TC Weber weigh-in.

Corra offers two posts (so far), one dealing with the key players and the other beginning a conversation around possible constitutional issues.

Weber offers strong opposition to vouchers and notes:

Instead of adopting any of these ideas that are already proven to help children, we are choosing to adopt, at great expense, a plan that has been shown to hurt children. What a voucher program essentially does is ration high quality public education. Some children, namely those whose parents can navigate the system, will get a life boat to a potentially better situation. But what about those left behind? A vouchers plan does not offer a solution for those children. In fact, as blogger Steven Singer points out, it makes things worse.
