Government spending is often portrayed as a freight train “quickly running out of track.” And there is some truth to that statement. There is not an endless supply of money to fund every good idea that comes along, and we must acknowledge that problem. Fiscal responsibility is a must.

That is why spending on priority issues like public education is important. You can spend $9,000 a year for a child to receive a quality education, or you can spend $40,000 a year to incarcerate an adult in some communities.

That is a harsh reality. You have read the statistics enough to know that there is an undeniable connection between literacy skills and incarceration rates. Children who do not read on grade level are more likely to dropout, use drugs or end up in prison. Research shows that reading abilities in third grade act as a tell-tale barometer for later school success.

Governor Haslam has wisely invested Tennessee dollars into literacy initiatives in 2016 because he knows poor reading skills are connected with unfavorable life outcomes. Low literacy is strongly related to crime. Low literacy is strongly related to unemployment. Illiteracy and crime are closely related. The Department of Justice states, “The link between academic failure and delinquency, violence, and crime is welded to reading failure. Over 70% of inmates in America’s prisons cannot read above a fourth grade level.”

We need to come together as a society and work to address the real issues facing our children. We need to have community conversations about what we expect from our local schools, but we need to recognize that the problems are much larger than what a school can address and are likely to be different in each community. A “one size fits all” approach simply does not work.

You probably know the line, which comes from Jim Collins’ bestselling business book, Good to Great: “Get the right people on the bus, the wrong people off the bus, and the right people in the right seats.” It is important that we start prioritizing our spending, and over the long run it will save money that we can use to create a stronger public school system. And we have to get the right people into our classrooms and retain them.

When educated and intelligent citizens make informed decisions about what they want from their government and society, the outcome is far more likely to be positive. Similarly, if a good education system is in place for the next generation of children, the likelihood of societal stability is greatly increased. So it is important we get this right. Literacy is critical. And public education is a wise investment.

JC Bowman on Hunger and Poverty

“Public Education” is on the lips of every politician, during every election cycle. Yet, the debate continues. It is doing well, it is doing poorly, it needs reform, whatever the narrative needs to be that day or what the audience wants to hear.

Well, there are three sides to every story: “Yours, mine, and the cold, hard truth,” like the old Don Henley song reminds us. Out of the roughly 55.5 million K-12 students in America, 49.5 million of them are in our public schools, which is a little over 89%. If you visit a public education classroom today, you would be amazed at what our educators do on a daily basis.

We must remind ourselves we are not producing components for an industrial and societal machine. We are educating children. We can all agree that an engaging and challenging education is the proven path to prosperity and a life-long love of learning. Teachers consistently tell us that “testing” and “preparing students for a test” are among their top concerns in our internal surveys.

It has long been acknowledged that a strong public educational system is essential not only to the successful functioning of a democracy, but also to its future. That system must provide all children with an equitable and exceptional education that prepares them for college, career and life.

Educators, themselves, must exercise a higher duty of care than most professionals. Teachers face exposure to liability much greater than does the average citizen. Nearly every day, teachers must deal with diverse laws related to issues such as child abuse, student discipline, negligence, defamation, student records and copyright infringement. And many politicians are more concerned with a test score that their children produce than the immeasurable impact that teachers may make on a child’s life.
Often educators must contend with the fact that students do not have a consistent source of high-quality, nutritious food, if they have food at all at home. Issues like hunger and poverty, like it or not, are not imagined and they are prevalent in classrooms and schools across the nation. According to the United States Department of Agriculture (USDA), 15.3 million children under 18 in the United States live in households where they are unable to consistently access enough nutritious food necessary for a healthy life. These 8 states have statistically higher food insecurity rates than the US national average (14.6%): Arkansas (21.2%), Mississippi (21.1%), Texas (18.0%), Tennessee (17.4%), North Carolina (17.3%), Missouri (16.9%), Georgia (16.6%), and Ohio (16.0%). More than 1 in 5 children is at risk of hunger. Among African-Americans and Latinos, it’s 1 in 3 according to the USDA.

It is hard to focus on education when you are hungry. Poverty and hunger also lead to other health issues, which also go untreated. What other profession besides public education teacher is evaluated on their students’ test scores, when students lack the basic necessities of life?

Steve Turner in his brilliant satirical poem “Creed” referenced the state of our culture, when he wrote prevailing illogical thought processes: “This is the fault of society. Society is the fault of conditions. Conditions are the fault of society.” Seemingly educators bear the brunt of the outcomes of children, and society is a given a pass. The problems we confront are larger than the children walking through the school house door.

The solutions are more than a score on a test. So, when the next politician speaks about education when seeking your vote, ask them what their plans are to alleviate poverty and hunger in your community. That is much more important than test scores to a whole lot of families.

The Attacks on PET

Since September of last year, an anti-Professional Educators of Tennessee website has been up and running. The website, PETExposed.com, was started by Chattanooga activist Chris Brooks. I found this website after the Tennessee House Democratic Caucus shared a post from PETExposed.

Chris Brooks is a former Tennessee Education Association employee. When reached by TNEdReport, TEA responded that PETExposed “is not a TEA product. Chris Brooks no longer works at TEA, nor is he affiliated with the association.” I contacted TEA because I found Chris Brooks still listed on their website as an employee. I asked TEA when he was last affiliated with TEA because the PETExposed site was created six months ago, but they did not respond back.

The website largely attacks PET as a fake union and explicitly goes after the record of J.C. Bowman.

Any Given Weekday

JC Bowman, Executive Director of Professional Educators of Tennessee, offers his thoughts on the need for flexibility and support for teachers.

I am an unabashed Tennessee Vols fan. I own at least fifteen orange shirts, as well as other Tennessee paraphernalia throughout my home and office. It has been a long and sometimes painful journey from the glory years of the late 1990’s until now, but it hasn’t stopped me from rooting for the home team.

College Football is a microcosm of life. We see young men with hope and excitement start every season with the belief that this is their year. And after a few losses they either keep fighting or they just give up. As fans, we have to also keep our belief in those young adults playing that game. These are young men & women who, for the most part, will not move into the professional ranks. Most of their football (or whatever sport they play) careers end when they graduate from college. A lucky few get to move up and play on Sunday. But very few of them will ever get that chance.

Life is also like that. We all compete at various levels. Maybe it is against a co-worker for a promotion. Perhaps it is your company against another for a contract. If you lose, you have a choice to either quit or keep going. Those that keep going usually end of more successful. Think of Peyton Manning. He had a serious neck injury, several surgeries and loss of arm strength. He could have quit. Who would have blamed him? He had a Hall of Fame career at that point. Yet he continues to defy the odds and play at an incredible level. His team is currently 4-0, and still he hasn’t played his best. But he doesn’t need me to tell him that; his own intrinsic drive will motivate him.

Educators are the same way. They understand their “team.” They don’t need scores to motivate them. They do not need fans to cheer for them. All of this helps, of course. However, what they most need is the freedom to teach. A teacher and education blogger from Georgia, Vicki Davis, wrote: “In our rush to make teachers accountable, we have made them accountable for the wrong things. We are pushing them to turn kids into memorizing automatons who remember a lot of facts only to forget them right after the test.” In fact, it is important to recognize that children are not widgets, so education reforms aimed at making better widgets is (not surprisingly) a failure.

There is an unforgettable line in a Suffern Middle School video “No Future Left Behind,” (https://www.youtube.com/watch?v=kra_z9vMnHo) that says: “You can’t create my future with the tools of your past.” These students are deadly accurate. Ms. Davis adds: “We’re using a 20th-century measuring stick to measure a 21st-century learner.”

We need to give our local districts and schools much more flexibility. Thomas Askey, a teacher at the Baltimore School for the Arts, added: “Teaching should be approached as an art form that respects autonomy, individuality and critical engagement on the part of teachers.” Askey added that we need to “completely reorient the national narrative about the teaching profession.” Noah Berlatsky wrote in Reason: “Complete professional autonomy is dangerous -but so is obsessive micromanagement by distant politicians or nearby bureaucrats. If we don’t want our kids taught by slavish, debased drones, then we need to stop treating teachers like slavish, debased drones.”

As a Tennessee Vols supporter, I think that may be the same problem with our football team. We want what we had last century. Unfortunately, we have moved on to another century, with a new coach and new players. Perhaps the brick-by-brick philosophy espoused by Coach Butch Jones is not well-received in the “win now” world in which we live. However, I would argue it is the correct approach. I would also contend that giving schools greater flexibility and empowering our teachers to teach would be a more powerful strategy to make public education a success than many of the so-called education reforms. Go Vols!

Merit Pay Fails

That’s not exactly what JC Bowman and PET had to say when the Tennessee Board of Education gutted the state minimum salary schedule at the recommendation of Kevin Huffman back in 2013, but it comes pretty close. Here’s what PET said back then:

Professional Educators of Tennessee, a non-partisan teacher association headquartered in Franklin, Tn., comments on pay policy that requires each district to create a merit pay system by the 2014-15 school year. The state board is taking this action to fulfill the requirements of Public Chapter 376 (2007), Tenn. Code Ann. § 49-3-306(h), the State Board of Education has developed guidelines for the establishment of differentiated pay plans by local education agencies.

J.C. Bowman, executive director of PET, said, “Our experience with differentiated pay/merit pay is that it is never funded appropriately. If the state is the source of funding it will eventually go away.  We have watched programs implemented in our state and other states simply be discontinued.  The state needs to reassure educators this will not happen.  It can be argued that this is more of a political issue and not an education issue. If this is the case, it may serve politicians more than educators.  It is imperative that PET works with policymakers and local systems to come up with a system that is fair for teachers.  It is our job to make sure that teachers have a seat at the table in working toward an effective and just policy. Therefore, we want to clearly articulate our position as outlined below, and look forward to the discussion.

“Professional Educators of Tennessee believes the common ground can be found by financially rewarding educators for their expertise and their excellence.  This will attract and retain the best and brightest to the teaching profession.  However, Professional Educators of Tennessee opposes the use of student test scores as the primary measure of a teacher’s effectiveness, as the determining factor for a teacher’s compensation or as the primary rationale for an adverse employment action.  Rewarding teachers for their performance has been discussed in education for decades but has been a particularly heated issue of late.

“This may well work at the campus level as a campus score as long as the local teachers are involved with development. However, the critical question is can we create a fair system that works at the individual teacher level? There is no valid instrument or value added model that reflects all the outside factors affecting a student’s education that a teacher controls.  We understand that whoever controls the test literally controls the entire system.  There is no stronger tool to defeat the freedom to teach, than by boiling it all down to a test.

“PET believes that teachers should be rewarded for a variety of reasons, including rewarding teachers experience and advanced degrees.  PET opposes incentive or performance pay programs, unless they are designed in an equitable and fair manner.   PET supports a career compensation and benefits package for all certified, licensed and contracted public school employees that mandates competitive salaries that are equal to or greater than the national average and competitive with private industry.  The state should still include a minimum salary schedule that provides for step increases to recognize longevity in the profession.  PET supports the creation of a statewide set of evaluation standards for campus administrators that includes a survey of classroom educators and staff regarding the professional performance of the campus administrators.

“In addition to experience and degrees, we expect to see salary increases targeted at performance (merit), market, equity, or retention.  General financial parameters and guidelines should be established each year as part of the budget development process at the state and local level.   In addition, below are a few additional talking points on the subject:

• Merit salary increases may be composed of many  differing components, but two components – a base salary percentage increase (specified in budget) and a percentage increase in recognition of above satisfactory (or exceptional) performance.  This will be mostly tied to increases in student achievement/performance.
• Adjustments to salaries may also be made when there is an issue resulting from market or other equity factors
• Equity factors exist from internal pay disparities and are not related to individual performance

• Retention bonus should occur in hard to fill positions like foreign language, special education and higher level math and science.”

 

This is particularly relevant given the State Department of Education’s recommendation to the State Board of Education regarding the state salary schedule.

PET Looks to 2015

A response to Governor Haslam’s recently announced teacher support initiatives by JC Bowman and Samantha Bates of Professional Educators of Tennessee (PET)

 

The announcement by Governor Bill Haslam addressing testing, evaluations, local control and teacher input was a much needed statement, as Tennessee is heading into the 2015 legislative session. Keeping in mind that each branch of government has a distinct and separate role, it is appropriate for Governor Haslam to identify changing priorities. As always, the key is in implementation of policies. Many policies sound good. They simply have to be executed correctly.

It is always good to step back and put some political philosophy behind the policy. However, the real message educators need to hear from elected leaders is that they are trusted. We need to start a fresh conversation on evaluating how we assess our educators, which may mean a change in the way we measure engagement.

When did test results became the be-all and end-all of our education experience? Is standardized testing so reliable that it has ended the search for something better to determine the quality of our education experience? And while numbers may help us understand our world, we recognize that they do not tell us the entire story.

Most local school districts understand that ability of their instructional personnel is the only real differentiator between them and other local districts. Therefore, it is imperative that we start treating our educators like one of our most important assets. And it is only common sense that one of the key items policymakers need to address in 2015 will be teacher salaries.

However, educators do not enter this field of public education for the income; they are there for the outcomes. If the perception within Tennessee is that teaching is not a celebrated profession, we certainly will not get the young talented people to pursue a career in public education as a profession.

We have steadfastly maintained that requiring school districts to simultaneously implement new standards, new teacher evaluations and perhaps a new curriculum, as well as new testing demands, will continue to place enormous pressure at the local level. More information and feedback on state assessments to help teachers improve student achievement is a welcome addition to the discussion. The use and/or overuse of testing remain a conversation worthy of public debate.

Tennessee will need to continue allocate resources devoted to the transition of standards. As we have argued, we believe it is time to move beyond the Common Core debate. We need to continuously build state specific standards that are challenging and meet the needs of Tennesseans. This needs to be done with legislative input and with the involvement of Tennessee educators.

The key item we took away from Governor Haslam’s latest proposal is his willingness to hear teacher concerns. It has taken us a long time to get to that point. However, it was a welcome relief to many educators, as we are now positioned to reset the dialogue. The area of improved teacher communication and collaboration has long been needed. We hope a new commissioner of education will truly embrace this concept.

If the right people are brought together for the right purpose, we believe anything is possible for Tennessee children and those who choose to educate our students. Dreaming big should not be just for the children in our classrooms, it should be for the stakeholders and policymakers in our state as well.

The Sweet Sixteen

Round 1 of Education Commissioner Madness is over and Round 2 — The Sweet Sixteen — is well underway.

The Round of 16 includes former legislator Gloria Johnson, Deputy Commissioner of Education Kathleen Airhart, and Williamson County Superintendent Mike Looney, who edged out Tullahoma’s Dan Lawson with a late surge.

TCAP Results Show Growth

After a delay in releasing TCAP “quick scores” that led to TCAP results not being included in final grades for students in a number of Tennessee school districts, the results are finally in and they look positive.

The Department of Education Reports:

  • While  it was a year of transition for Tennessee teachers and students as they fully  implemented the state’s new standards in math and English, scores increased on the majority of  assessments.
  • Nearly 50  percent of Algebra II students are on grade level, up from 31 percent in 2011. More than 13,000 additional Tennessee  students are on grade level in Algebra II than when we first administered the  test in 2011.
  • High school English scores grew  considerably over last year’s results in English I and English II.
  • Achievement gaps for minority students narrowed  in math and reading at both the 3-8 and high school levels.
  • Approximately  100,000 additional Tennessee students are on  grade level in math compared to 2010.
  • More than 57,000 additional Tennessee students are on grade  level in science compared to 2010.

In response to the release of the results, JC Bowman, Executive Director of Professional Educators of Tennessee (PET) issued the following press release:

Data from TCAP should continue to be analyzed and evaluated. It is unclear from a cursory glance of results exactly what this means to Tennessee educators.
 
We are pleased to see the gains in High School Math. That is a good sign. We must sustain that effort, and it bodes well for STEM programs in our state.
 
“It is clear we need to carefully consider the consequences of making a one-time standardized test the be-all, end-all for our students and educators” according to JC Bowman, Executive Director.  
 
He added, “some evidence suggests improvements in student performance. But credit should also be given to school district policies and programs, as well as to educators focused on test-based accountability.”
 
“While performance is improving, the contribution of high-stakes testing to that effort remains unclear. It is critical we use data to improve instruction — but the verdict on the value of assessments this year is mixed” Bowman stated.
 
He concluded: “This year data provides general information about student performance, but lacks the nuance to provide any real instructional guidance for educators. Most educators believe TCAP or any state assessment should be used as a diagnostic tool, rather than as a punitive measure.” 

Bowman echoes the concern of many educators when he urges caution regarding how the scores are used in the teacher evaluation process.

Additionally, Bowman has written recently about a possible moratorium on the use of testing data in teacher evaluations during the transition to Common Core-aligned tests.

Similarly, new Tennessee Education Association (TEA) President Barbara Gray lamented the over-reliance on standardized testing in a recent interview.

Finally, there’s the experiment of Performance-Based Assessment in at least one Kentucky school district. It’s an experiment set to expand and some are suggesting replacing standardized tests with performance-based assessment.

As Tennessee transitions to Common Core and puts out a bid for a test to assess the standards, now is a critical time to consider the type and frequency of testing in Tennessee and also to have a conversation about how that data is used for both teachers and students.

Reforming the Reformers

Below is a piece from JC Bowman, Executive Director of Professional Educators of Tennessee (PET), on the current state of education reform.

 

A young monk named Martin Luther wrote ninety five theses then nailed them to a church door in Wittenberg, Germany. He welcomed public debate on the subjects of concern that he raised. This gave birth to the Reformation.   Against all the political (and spiritual) powers of the day, Luther was put on trial. He was ordered to repudiate his positions. He refused. Luther understood that his conscience is captive to the word of God. He said, “I cannot and I will not retract anything, for to go against conscience is neither right nor safe. Here I stand. I can do no other. So help me God.”

Luther chose the difficult path. In the duration of our lives we must face a simple struggle: accept what is or work to change it. Some things need to remain, but eventually, most everything will be swept away.

When I entered Lee University and enrolled in my first education class, professor Dr. Gene Christenbury told us to challenge the status quo. He said, “Never let anything get between you and your students.” I didn’t understand at the time, but I think I have a better grasp today than at any other time in my life.

The education reform movement, which I have embraced and have helped lead in Tennessee, as well as in several other states, is very much in need of reform itself. It has lost its way. As I look at the political landscape I see the leadership of the reform movement is not connected to the actual practitioners in the classroom. Education reform is no longer focused on students or teachers. It is focused on ancillary issues, folks who profit off the system, and those who want to create workers. This is not a judgment on motives, rather pointing out a perception. (In my defense as an education reformer, at least I spent over a decade as an actual public school teacher in Tennessee.)

For example, the concept of “college and career ready” is a worthy goal. However, if we lose creativity or fail to develop critical thinking skills what are we really accomplishing? If students score higher on the ACT or the SAT, will that make them better citizens? What purpose does it actually serve? We understand that it is morality, not intelligence, which makes civil society possible. How we think reflects who we are? What is considered intelligence today? Is it shifting? For centuries philosophers have tried to pinpoint the true measure of intelligence. Socrates said, “I know that I am intelligent, because I know that I know nothing.” Are we actually teaching/testing/measuring the right things?

In 1985, Robert Sternberg put forward his Triarchic Theory of Intelligence, contending that previous definitions of intelligence are too narrow because they are based solely on intelligences that can be assessed in IQ tests. Instead, Sternberg believes types of intelligence are broken down into three subsets: analytic, creative, and practical.

Educators understand that critical thinking, creativity, conflict resolution, communication, and teamwork cannot be lost in our efforts. Research reminds us that well-rounded people strive for personal fulfillment and typically have more self-confidence. Education is not strictly about preparing students for a specific career. Unmeasured objectives like teaching students lifelong values, discipline, and the ability to explore new ideas and to think independently are very much essential. Should that not also be an education objective? Albert Einstein, a genius by most accounts, said, “The true sign of intelligence is not knowledge but imagination.”

The issues of the day, the ones that perplex us now, may not even be relevant in the next election cycle.  When we watch policymakers grasp at the complex issues facing public education, we realize that outside influences and political donations are having greater influence over our classrooms and often fail to connect the educator with the policy. Policymakers surely understand how educators deliver instruction and how we measure success in our classrooms being led by non-practitioners will create problems.

Too many reforms are proposed or pursued with very little evidentiary basis. In efforts to drive up student academic performance we cannot disregard an educator’s insights into their student’s academic and social and emotional growth. Simply raising a test score will not guarantee success in life, especially if we fail to develop social skills and fine motor skills. In fact, we know the development of fine motor skills plays a crucial role cognitive development.    So is it also true we may not even be using the correct metrics in determining success? Can we keep gambling on our children’s future? How long will education reform be ongoing before someone asks for the results? Who do you trust – the teacher at your child’s school that lives in your community, or a think tank of non-educators in Nashville or Washington DC?

We know top performing nations like Singapore and Finland have reduced standardized testing and increased curriculum flexibility on their road to success. They stress teacher professionalism and connecting actual practitioners with policymakers. That is what has been missing among reformers and in the education debate, in general.

I welcome the debate. Like Martin Luther, here I stand. I can do no other.

PET on TCAP

An editorial on the TCAP delay by Cathy Kolb, President of Professional Educators of Tennessee and Samantha Bates, Director of Member Services for Professional Educators of Tennessee

On Tuesday, the Tennessee Department of Education announced that 3rd through 8th grade Quick Scores, the portion of students’ final grades that come from TCAP testing as mandated by state law, would not be available until May 30th. This means that elementary and middle schools across the state will either fail to follow the legal reporting standards or will be required to distribute final report cards twice in one month.

“We are extremely disappointed in the Tennessee Department of Education. The ‘rules’ associated with testing did not change between this year and last. But, while results available last year were returned in a timely manner, the same could not be accomplished this year. This delay will impact teachers, parents and students with scheduling classes and placing students in appropriate classes,” said J.C. Bowman, Executive Director of Professional Educators of Tennessee. Additionally, many systems have released for the summer. This decision by the state will require many teachers to return to school to recalculate final grades and release report cards again, adding costs at the end of the school year when money is the tightest.

A concern of many educators, though, is why the scores are delayed. The official reasoning from the state is that the scores are being “post-equated.” Statistically speaking, this process ensures that any given test is valid and serves its intended purpose. In years prior, this process was done after Quick Scores are reported and final report cards are distributed. This raises doubts for educators about the validity of this year’s assessment, given the number of changes made to testing for this school year. The number of tested SPIs and overall number of test items dropped, making it harder for students to score proficient on tests where the proficiency cut off has been gradually rising over the past five years. What do the scores look like that requires this process to be done now and not later?

Another concern is the fact that districts are required to apply for waivers from the state. When a good teacher makes a mistake or changes the parameters of an assignment, he or she gives students the extra support that they need to complete their tasks with the new information.

“That’s what leaders do,” according to Director of Tullahoma City Schools, Dan Lawson. “When the state fails to provide test scores in a timely manner consistent with Tennessee statute, they should waive the accountability requirements for this reporting cycle automatically without requiring school districts to jump through any additional hoops,” posits Lawson.   Placing extra work on systems for a state error is the height of poor leadership. Where is the accountability for this situation? Where is the leadership from the DOE? Where is the support for districts? Where is the support for educators? It seems that there are many questions that this situation raises, but the most pressing is this: when Commissioner Kevin Huffman said earlier this week that adults needed to work harder, did he mean educators or his staff?
