Funny how a little thing like a BEP lawsuit asking for more than $600 million can cause Governor Haslam to propose adding a little more money to the education pot.

Yes, seven Tennessee school districts are suing over the inadequacy of the state’s education funding. And, just one week after the suit was filed, Governor Haslam suddenly “found” some $30 million to invest in funding an additional month of teacher health insurance. The state currently pays 45% of 10 months of teacher insurance, but teachers are insured for a full 12 months.

The districts are suing based on numbers provided by the BEP Review Committee, the state group tasked with annually reviewing the BEP formula and making recommendations for improvements.

The idea is that the BEP Review Committee will highlight issues that need attention and help the state avoid additional funding lawsuits.

The reality is that the BEP Review Committee reports go ignored by the legislature and most Governors until a lawsuit is filed. Twice since the original “Small Schools” suit that initially brought about the BEP the state has been sued over funding equity. Twice, the state has lost those equity lawsuits.

Governor Haslam’s administration has said that education funding is now a priority — but that wasn’t the case last year and he didn’t seem to be making any real moves this year until a lawsuit was filed.

Only seven districts are party to the current suit while others continue to debate joining in.

In Metro Nashville, some on the Board have openly suggested a more collaborative approach. I would suggest that after giving Bill Haslam four years to get serious about school funding, the time for collaboration is over. Haslam has created a duplicative BEP Task Force that has the stated goal of rearranging the slices of a pie that’s too small.

When asked about the latest threat of a suit before it became a reality, Haslam said he was committed to doing “something” about school funding, but he just didn’t know what yet.

This $30 million is a tiny olive branch, but far from a serious move toward funding schools properly. And, with legislators like House Majority Leader Gerald McCormick saying Tennessee’s schools are currently properly funded, it’s unclear how much support truly improving the funding situation will have. In fact, at today’s legislative hearing on school vouchers, McCormick took a swipe at school boards, suggesting they should focus on educating kids instead of filing lawsuits.

I would also note that for those on the MNPS Board who want to collaborate with Haslam that he has been supportive of voucher schemes that will devastate public schools, especially MNPS. Haslam’s support of dangerous voucher schemes and lack of any serious effort to improve school funding combined with his legislative leaders taking verbal swipes at school boards means he’s deserving of a serious confrontation — not a collaborative spirit.

You don’t wait around for someone who has never shown an interest in making an effort to see if they suddenly will do something good. You don’t take the coin they toss in the way of some insurance money as evidence they are finally serious about giving you what you deserve.

The bottom line is this: The BEP is broken. 

Bill Haslam has made no meaningful effort to fix it. Until a lawsuit was filed, his administration wasn’t even willing to admit there was a problem with funding for teacher insurance.

Tennessee school districts, teachers, and parents should start working together to insist that the legislature and the Governor develop serious, long-term funding solutions for our state’s schools. If the BEP problem is not fixed by legislative action, the legislature and Governor may be forced to fix it by the courts. It’s long past time for the serious work of making the BEP work for all of Tennessee.

Why TN Doesn’t Need Vouchers

Jon Alfuth over at Bluff City Ed wrote about the problems with vouchers last year during what is becoming an annual debate over the need (or lack thereof) for a voucher program in Tennessee. He recently republished the article, and it has some interesting notes.

First, and most important, vouchers don’t improve student outcomes:

In 2010, the Center on Education Policy reviewed 10 years of voucher research and action and found that vouchers had no strong effect on student achievement.  The most positive results come from Milwaukee County’s voucher program, but the effects were small and limited to only a few grades.

It seems to me that if we’re going to “add another arrow to our quiver” as voucher advocate Sen. Brian Kelsey said in the Education Committee recently, that arrow should be an effective one. With vouchers, Kelsey is aiming a broken arrow and hoping it still somehow works.

Next, vouchers perpetuate the status quo rather than providing new “opportunity:”

For example a critical study of the Milwaukee program found that it overwhelmingly helped those already receiving education through private means.  Two thirds of Milwaukee students using the voucher program in the city already attended private schools.  Instead of increasing mobility for low-income students, the program primarily served to perpetuate status quo.

Vouchers can make things worse:

It’s often difficult to determine the quality of the schools serving voucher students because private schools are not required to make public the same amount of student data as public schools.  An example of this occurring can be found right next door in Louisiana where approximately 2250 students were recently found to be attending failing schools through the state’s voucher program.

So, a move toward vouchers is once again at hand in the Tennessee General Assembly. Legislation creating a voucher program narrowly passed the Senate Education Committee, gaining the minimum-needed 5 votes in a recent meeting.

As legislators continue to examine the proposed program, they should take note of similar programs in other states. Vouchers have not historically worked to improve student achievement, they sometimes make matters worse, and there’s no reason to believe the Tennessee “opportunity” will prove any different than in other places in the country.

Do Your Job, Get Less Money

Over at Bluff City Ed, there’s an article analyzing the new pay scale for teachers in Shelby County Schools. The scale is weighted toward TVAAS data and the evaluation rubric, which rates teachers on a scale of 1-5, 1 being significantly below expectations and 5 being significantly above. A teacher earning a 3 “meets expectations.” That means they are doing their job and doing it well.

Jon does a nice job of breaking down what it means to “meet expectations.” But, here’s the problem he’s highlighting:  Teachers who meet expectations in the new system would see a reduction in their annual step raise. That’s right: They do their job and meet the district’s performance expectations and yet earn LESS than they would with the current pay system.

Jon puts it this way:

But what the district outlines as meeting expectations exemplifies a hardworking and effective educator who is making real progress with their community, school and students. If a teacher is doing all these things, I believe that they should be in line for a yearly raise, not a cut. At its core, this new merit pay system devalues our teachers who fulfill their professional duties in every conceivable way.

I would add to this argument that to the extent that the new pay scale is based on a flawed TVAAS system which provides minimal differentiation among teachers, it is also flawed. Value-added data does not reveal much about the differences in teacher performance. As such, this data shouldn’t weigh heavily (or at all) in performance pay schemes.

Systems like Shelby County may be better served by a pay scale that starts teachers at a high salary and rewards them well over time. Increasing pay overall creates the type of economic incentives that both attract strong teachers and encourage school systems to develop talent and counsel out low performers.

Shelby County can certainly do more to attract and retain strong teaching talent. But the new pay scale is the wrong way to achieve that goal.

RTI Rollout Rushed?

Grace Tatter over at Chalkbeat has a story about Tennessee’s RTI2 program implementation in which she notes that the program’s mandates have come largely unfunded by the State of Tennessee.

The Response to Intervention and Instruction program is designed to identify students who are struggling and get them extra assistance before they fall too far behind.

In practice, the program means many students miss related arts or even social studies and science in order to spend extra time in remediation for math and reading, the two subjects tested on the state’s TCAP test.

Additionally, many districts report they lack the funding to provide subject-matter teachers and so individuals not certified in math or reading may be in charge of certain remediation classrooms.

Tatter notes:

Districts have had to spend hundreds of thousands of dollars on assessments, and don’t have the money to hire educators with the expertise required to work with the highest needs students. Some schools are using their general education teachers, already stretched thin, and others are using computer programs.

The state’s RTI2 policy identifies the intervention levels for students:

According to the state RTI2 policy, students should be divided into three groups: the majority, on grade level, are in Tier 1, students in the bottom 25th percentile of students across the country  are in Tier 2, and students in the bottom 10th percentile are in Tier 3.

All students, regardless of tier, get an hour of intervention time a day. For Tier 2 and Tier 3, intervention time is spent in small groups, ideally of fewer than five students, working on specific skills, while for kids in Tier 1 it might be enrichment activities.

Tatter notes that Metro Nashville Public Schools is among the districts taking advantage of the flexibility offered by the state to serve a smaller pool of students.

Essentially, if a district feels it lacks adequate resources to provide services to the bottom 25 perfcent of students, it can shift down to a smaller number, 16% in Tier 2 in MNPS for example, and the bottom 7% in Tier 3.

The shift at MNPS means they can focus on a smaller pool, but it also highlights the challenge faced by districts across the state. That is, those districts with higher concentrations of poverty (and likely to have higher numbers of students needing intervention) also have the least resources available to assist students.  The poorest districts, then, are left further behind as a result of a well-intentioned unfunded state mandate.

Tatter notes that education researchers and practitioners believe RTI2 can work and work well, but without proper support, many districts are struggling to make that happen.

Little Value Added?

 

That’s the conclusion teacher Jon Alfuth draws about Governor Bill Haslam’s recently announced changes to teacher evaluation and support.

Alfuth notes with frustration that Haslam appears happy to support teachers in ways that don’t involve any new money.

Reducing the weight given TVAAS on a teacher’s evaluation, for example, doesn’t cost anything. Adding a few teachers to a “cabinet” to give feedback on tests is welcome change, but also doesn’t carry a price tag.

Haslam’s changes still unfairly assess teachers in non-tested subjects, in Alfuth’s view:

While reducing the percentage from 25 to 15 percent achievement data for non-EOC teachers is a step in the right direction, I don’t feel that it goes far enough. I personally think it’s unfair to use test scores from courses not taught by a teacher in their evaluation given the concerns surrounding the reliability of these data systems overall.

And, Alfuth says, the financial support teachers and schools need is simply not discussed:

Consider the teacher salary discussion we’ve been having here in Tennessee. This is something that Tennessee Teachers have been clamoring for and which the governor promised but then went back on this past spring. There’s no mention of other initiatives that would require extra funding, such as BEP2.0, which would provide millions of additional dollars to our school districts across the state and do much to help teachers. There’s also no mention of expanding training Common Core trainng, which is essential if we’re going to continue to enable teachers to be successful when the three year phase in of growth scores winds down.

In short, while the proposed changes are step forward, at least in the view of one teacher, much more can be done to truly support teachers and their students.

And the Winner Is …

Jason Vance, Director of Schools in Loudon County.

Jason claimed victory in Education Commissioner Madness.

The contest was a fun way to take a look at who might be Tennessee’s next Commissioner of Education.

Vance posted a brief statement after his victory about what’s important in the next Commissioner.

He mentions the need for increased teacher compensation, improved professional development, and clear and direct communication between the Department of Education and school district leaders.

As the candidate who emerged as the finalist from the policymakers and advocates side of the bracket, let me say that I’m honored to have received support round after round. I also want to congratulate Jason on his victory.

I believe the next Commissioner of Education should be a Tennessee educator who is committed to putting students first and who understands the challenges teachers face every day. Jason definitely meets that standard.

The contest also allowed me to learn more about the outstanding work going on in schools all around Tennessee. It has been exciting to hear about what so many of Tennessee’s school leaders are doing every single day to improve the quality of education in our state.

It is my belief that when these leaders are supported with investment in their schools and in the personnel that staff them, Tennessee students will achieve amazing results.

It is long past time to fix Tennessee’s broken BEP.

Adjusting the funding formula is not enough. New investment must be made in order to give our students the resources they need to succeed.

The next education commissioner should be a tireless advocate for our schools and students. It has been great to see so many outstanding leaders who make this their life’s work.

The Final Four

So, Education Commissioner Madness is down to the Final Four.

The entire process has been a fun way to engage people across Tennessee in a friendly conversation about who should be our next Education Commissioner.

I’m honored to be among the four finalists.

But, more importantly, I’m delighted to see so much engagement around education issues.

More than personalities, this contest has demonstrated that people are paying attention and really do care about the future of schools in our state.

More Trouble for the ASD in Memphis

Bluff City Ed cites a Chalkbeat story noting that Green Dot is pulling out of a possible takeover of Raleigh-Eqypt High School.

The story notes that both Freedom Prep and KIPP have also pulled out of prior agreements to takeover Memphis schools.

While charter operators are pulling out of the process, the community is increasingly outspoken in opposition to the ASD takeovers.

Here’s the key takeaway noted by Jon Alfuth at BCE:

I also hope that this serves as a wakeup call for the ASD. As shown at Fairley, it is possible for communities to work with ASD authorized charters and have a positive experience. But the opposite has happened with Green Dot. Chris Barbic, the ASD Superintendent, said in the chalkbeat article, “We’re going to go back and do an autopsy once we’re done with all this.” Lets hope that autopsy helps the ASD identify how it can create more situations like Fairley and less like REHS moving forward.

The Sweet Sixteen

Round 1 of Education Commissioner Madness is over and Round 2 — The Sweet Sixteen — is well underway.

The Round of 16 includes former legislator Gloria Johnson, Deputy Commissioner of Education Kathleen Airhart, and Williamson County Superintendent Mike Looney, who edged out Tullahoma’s Dan Lawson with a late surge.

The Sweet Sixteen also features PET’s JC Bowman and TEA’s Jim Wrye.

ASD Flexes Muscles in Memphis

Jon Alfuth over at Bluff City Ed has an update on the ASD and its actions in Memphis and in Nashville.

Alfuth’s report includes information on the teacher group organizing against ASD takevovers and concerns expressed by Shelby County Schools Superintenent Dorsey Hopson.

Most troubling is the notes about Chris Barbic’s remarks asserting the ASD could take all 85 schools on the priority list and noting that the ASD has been essentially playing nice up to this point.

Here’s the excerpt:

The most interesting and worrisome part of the last article for me are two quotes from Chris Barbic, the ASD’s Superintendent. First, Roberts quotes him as saying

“I think its important to remind everyone that a lot of things we are doing are by choice. If we wanted to, we could take over all 85 schools next year (bold added by me for emphasis).”

Second, he also states that they don’t have to do a matching process but that they have chosen to do so, and laments that they are being “beaten up” for what they are doing. He also says that they (presumably the community) “would be beating us up for not doing it (the matching process).”

These quotes trouble me because they perpetuate the message Memphians have been getting that “we (the ASD) have the power, and you should be thankful that we’re including you.” While I don’t know what else was said in the interview, it worries me that this is the type of rhetorical language that we’re seeing in the wake of a strong anti-ASD outpouring. Barbic does qualify his first quote by stating that they’ve chosen to work with SCS instead of pursing the total takeover course of action, but the lead sentence makes it clear who really has the decision making power.

In the end, the ASD opposition is all about who has the power to improve our schools, and quotes like this don’t do anything to alleviate the idea growing locally that the ASD is engaged in a hostile takeover of Memphis.

I tend to agree with Jon that the challenge to the ASD is essentially about power. Parents, teachers, and even SCS leaders feel like they lack the power to make decisions about the schools.
