As Flexible as a Brick Wall

Grace Tatter reports that officials at the Tennessee Department of Education are “perplexed” by concerns over using TNReady data in this year’s teacher evaluations.

While a number of districts have passed resolutions asking for a waiver from including TVAAS scores in this year’s teacher evaluations due to the transition to TNReady, a department spokesperson said:

“Districts have complete discretion to choose how they want to factor that data,” Ball said Thursday. “They don’t have to use TNReady or growth data in hiring, firing, retention or promotion.”

As Tatter’s story notes, however, data from TNReady will still be a part of a teacher’s TVAAS score — 10%. And that score becomes a part of a teacher’s overall evaluation score — a ranking from 1-5 that purports to measure a teacher’s relative effectiveness.

10% is enough to move a ranking up or down a number, and that can have significant impacts on a teacher’s career, even if they are not fired and their pay is not impacted. Of course, some districts may use this year’s data for those purposes, since it is not prohibited under the evaluation changes passed last year.

Dan Lawson outlines some of the of impact faced by teachers based on that final number:

The statutorily revised “new tenure” requires five years of service (probationary period) as well as an overall score of “4” or “5” for two consecutive years preceding the recommendation to the Board of Education. Last year, no social studies assessment score was provided since it was a field tested and the teacher was compelled to select a school wide measure of growth.  He chose POORLY and his observation score of a “4.38” paired with a school wide growth score in the selected area of a “2” producing a sum teacher score of “3” thereby making him ineligible for tenure nomination.

According to TCA 49-5-503, a teacher may not be awarded tenure unless she achieves a TEAM score of 4 or 5 in two consecutive years immediately prior to being tenure eligible. That means a TVAAS score that takes a teacher from a 4 to a 3 would render her ineligible.

Further, a tenured teacher who receives a TEAM score of a 1 or 2 in two consecutive years is returned to probationary status (TCA 49-5-504). So, that tenured teacher who was a 2 last year could be impacted by a TNReady-based TVAAS score that moves a TEAM score of a 3 down to a 2.

Districts don’t have “complete discretion” to waive state law as TNDOE spokesperson Ashley Ball seems to imply.

Further, basing any part of a teacher’s evaluation on TVAAS scores based on TNReady creates problems with validity. Why include a number in a teacher’s evaluation that is fundamentally invalid?

Teachers want an evaluation process that is fair and transparent. There’s nothing perplexing about that.

Million Dollar Baby

Since 2011 (the 2012 election cycle), two pro-voucher groups (Students First and the American Federation for Children) have given nearly $1 million to Tennessee legislators by way of direct or in-kind contributions, according to reports filed with the Registry of Election Finance.

Two of the biggest recipients?

House Speaker Beth Harwell has received more than $43,000 via donations to either her campaign account or her political action committee (PAC).

Senate Education Committee Chair Dolores Gresham has received $28,500 in contributions and support.

Corra and Weber Talk Vouchers

Legislation creating a school voucher program in Tennessee has been placed on the floor calendar of the House of Representatives for Monday, February 8th.

As the debate over whether to approve this proposal continues, bloggers Charles Corra and TC Weber weigh-in.

Corra offers two posts (so far), one dealing with the key players and the other beginning a conversation around possible constitutional issues.

Weber offers strong opposition to vouchers and notes:

Instead of adopting any of these ideas that are already proven to help children, we are choosing to adopt, at great expense, a plan that has been shown to hurt children. What a voucher program essentially does is ration high quality public education. Some children, namely those whose parents can navigate the system, will get a life boat to a potentially better situation. But what about those left behind? A vouchers plan does not offer a solution for those children. In fact, as blogger Steven Singer points out, it makes things worse.

The Price is Right

When one state legislator decided to support a voucher scheme, he earned a primary opponent. Price Harris of Germantown has pulled papers to challenge Republican Steve McManus over the issue of vouchers.

Grace Tatter reports:

“The voucher bill will take more money out of this school system, and it will make them do more with what little bit that they have, and even less if this bill passes,” Harris said Tuesday after picking up a petition from the Shelby County Board of Elections. A resident of the Memphis area since he was 4, the 49-year-old is the father to a seventh-grader and high school senior who attend Germantown public  schools.

Harris, who already followed anti-voucher as well as anti-testing advocacy groups like “Momma Bears” on Twitter, said he was moved by parents and public school teachers at the rally who insisted that vouchers would harm their fragile school district…

As the voucher legislation (HB 1049) heads for a floor vote, possibly as early as next week, lawmakers like McManus have to be thinking about how the vote could impact their electoral prospects.

What TN Can Learn from Louisiana on Vouchers

Tomorrow, the Tennessee General Assembly’s House Finance Committee will listen to debate and possibly vote on HB 1049, legislation that would create a private school voucher program in the state of Tennessee.

Yes, the 22 members of the Finance Committee could send an expensive, unproven voucher scheme to the House Floor for a vote — or, they could reject the plan or delay a vote until later.

The cost of the program at full implementation comes in at $130 million or more. Local school boards would lose funding but still have to maintain facilities and staffing at or near current levels.

This comes at a time when the state is facing a lawsuit calling its funding of public schools inadequate.

It seems that, no matter what you believe about the merits of that lawsuit, it would be wise to wait on starting an expensive new program until the suit is settled. Imagine if the state opens vouchers and then also loses the school funding lawsuit. The money that would then be going to vouchers could be used to boost funding at public schools.

Aside from the funding question, though, it’s important to pay attention to outcomes. As Jon Alfuth noted in an article on the topic last year, so far, there is little to no evidence of a positive impact on student outcomes from a voucher program.

If what we do in education is truly all about the students, then we should adopt policies that have proven positive impacts.

Proponents may argue, though, that vouchers haven’t shown harm and it is possible Tennessee’s program could be the one that finally shows a benefit.

Except, now there’s a study of Louisiana’s voucher program. Instead of showing no impact or a slight positive impact, the study shows actual harms to students participating in the program.

Specifically, the study, released by the National Bureau of Economic Research found:

  • Attendance at a voucher-eligible private school lowers math scores and increases the likelihood of a failing score by 50 percent.
  • Voucher effects for reading, science and social studies were also negative and significant.
  • The negative impacts of vouchers were consistent across income groups, geographic areas, and private school characteristics, and are more significant for younger children.
  • Survey data shows that voucher-eligible private schools experience rapid enrollment declines prior to entering the program, indicating that the vouchers may attract private schools struggling to maintain enrollment.

So, not only are vouchers expensive, they have been shown (in Louisiana at least) to have negative impacts on students.

With little data showing any significant positive gains and new data suggesting possible harms, it is difficult to understand why policymakers would adopt a voucher system in Tennessee.

RESOLVED: No More ASD

The Shelby County School Board last night passed a resolution calling for a moratorium on ASD expansion in the district until the ASD can show evidence it is improving student progress.

The statement about the ASD was part of a broader resolution calling for a comprehensive strategic plan for the district.

Here’s the full resolution:

RESOLUTION REQUESTING THE SUPERINTENDENT TO DEVELOP A COMPREHENSIVE SHORT-TERM STRATEGIC PLAN  IN SUPPORT OF DESTINATION 2025
WHEREAS, Shelby County Schools (SCS) is currently faced with an ever-evolving landscape – including, but not limited to fiscal inadequacies, consistently changing state mandated academic standards, and declining enrollment, etc. – impacted by a community facing persistent socio-economic challenges that require the District to realign and shift its focus in order to best serve this dynamic student population; and
WHEREAS, according to 2014 Census data, approximately 33.2 percent of Shelby County’s school aged children live in poverty, with over 80 percent of them attending SCS schools, which in turn directly impacts a student’s academic and behavioral performance, requiring development and implementation of solutions designed to appropriately and adequately address these potential impediments for our students’ educational and life success; and
WHEREAS, SCS faces a number of fiscal challenges from different fronts – OPEB liability, projected budget shortfall and diminishing revenue due to the loss of students to ASD schools and charter schools; and
WHEREAS, To ensure the academic welfare of its’ students, SCS’ focus is on investing in strategies that create a fair and equitable learning environment for all students in Shelby County; and
WHEREAS, although the challenges seem daunting, SCS continues the work of educating students as demonstrated by an increase in the graduation rate to 75 percent; achievement of District TVAAS Level 5 status; and solid results in the iZone (Innovation Zone), where a recent study by Vanderbilt’s Tennessee Consortium on Research, Evaluation and Development found that SCS iZone schools showed moderate to large positive effects in reading, math and science as opposed to the State’s ASD model who’s ability to effectively drive student academic achievement is questionable at this point; and
WHEREAS, the Shelby County Board of Education wishes to continue to propel the current forward momentum to a larger scale effort by developing short-term strategies to achieve the District’s long-term objectives under its Destination 2025 Strategic Plan.

NOW, THEREFORE, BE IT RESOLVED That the Shelby County Board of Education instructs the Superintendent to develop a Comprehensive Short-Term Strategic Plan to present to the Board that explores and/or considers strategies and/or opportunities to address the District’s challenges – fiscal inadequacies, consistently changing state mandated academic standards, declining enrollment, high poverty among its students, etc. – which include, but are not limited to the following:
– Equitable Distribution of OPEB Liability

– Expansion of the iZone Model –

School Capacity and Utilization –

Grade Configurations/Programmatic Structures –

Collaboration with Charter Operators –

Trade Your Pension for Better Pay?

That’s one proposal made by the Nashville Chamber of Commerce in its Report Card on Metro Nashville Public Schools (MNPS).

The idea is that if new teachers forego their pension, they could take the savings in higher pay. The Chamber believes that higher pay would help the district attract teachers and encourage them to stay in the district once hired.

An analysis of teacher pay across similar districts found Nashville to lag behind its peers in terms of both starting pay and lifetime earnings.

While raising teacher pay certainly has merit in terms of both attracting talent and keeping teachers in the system, it’s important to look at the tradeoff between pensions and salaries.

Under the current pension system (recently revised) Tennessee teachers are eligible to retire with full pension benefits after they reach a combined number of 90 in years of service and age. That means a teacher who starts at 22 would need to teach until they are 56 in order to retire with full pension benefits.

At current salary levels, a teacher would sacrifice a pension benefit of around $25,000 per year. Factoring an average life expectancy, a teacher who decided to give up her pension would lose benefits totaling $625,000.

That means to make up the actual dollar value of the pension benefit, teachers would need to make about $18,000 more per year than they do now. Again, this assumes retirement after 34 years.

At current levels, this would move starting pay in MNPS to around $59,000 per year.

Alternatively, the district could make starting pay a bit lower and build in larger raises later. That may have the benefit of encouraging teachers to stay. To be competitive, starting pay should probably be raised to around $50,000. Again, though, if teachers are foregoing a $625,000 potential benefit, raises should be built-in to ensure they can earn that benefit over the course of their service.

While the Chamber may be correct that younger teachers are not necessarily as concerned with pensions as those in the past, it should be made clear that giving up a pension is a big financial sacrifice in the long-term. If such an idea is pursued, teachers should certainly be compensated at a level that makes up for that sacrifice over time.

So, About the ASD

A new study out of Vanderbilt calls into question the effectiveness of the Achievement School District.

Specifically, the study notes:

While there were some changes year-to-year — up and down — there was no statistical improvement on the whole, certainly not enough to catapult these low-performing schools into some of the state’s best, which was the lofty goal.

Those results echo the findings reported by Gary Rubinstein in his analysis of the schools under ASD management the longest.

Rubinstein noted:

As you can see, four of the original six schools are still in the bottom 5% while the other two have now ‘catapulted’ to the bottom 6%.

In 2014, Ezra Howard did an analysis of the ASD after two years of management and found that the results were not significantly better than what would have been expected had the schools remained under district management.

Based on his reading of the results, he noted:

 First, can the ASD reach 55% P/A in order to be in the top quartile? Maybe. In order to reach that magic number of 55% P/A in all three of these subjects, the ASD would have to average 11.07% gains in Math and 12.67% gains in ELA over a 5 year period. However, in the last two years, the ASD has averaged 2.92% gains in Math and 0.72% gains in ELA.

Second, is the money being spent on ASD a worthwhile investment. Howard notes:

an exorbitant amount is spent on results that are, at best, no different than what the data suggests we could have expected had these schools not been taken over by the ASD.

Now, we have three years of data and analysis by both Gary Rubinstein and Vanderbilt researchers. All of which suggest that Howard’s preliminary analysis was on-target.  The ASD is moving slowly at best, and not markedly better than district schools.

In spite of this, ASD officials noted in response to the Vanderbilt study:

For its part, leaders of the Achievement School District say there’s not enough data “to draw any decisive conclusions” and that their work is making a “positive difference.”

That sounds awfully cautious for an outfit that touted its success in a blog post and media release earlier this year.

As the ASD continues, the question is:  Will the Tennessee General Assembly allow this model to continue, or will it set some limits in order to push the district to demonstrate more success before further expanding its reach?

A Matter of Fairness

A coalition of education advocacy groups released an online petition today calling for a one year waiver from using student test scores in teacher evaluations in Tennessee.

A coalition of groups supporting public education today launched an online petition asking the Tennessee General Assembly and Governor Bill Haslam to grant teachers a grace period from the use of student test scores in their evaluations in the first year of new TNReady tests. The petition tracks language adopted unanimously by the Knox County School Board, which passed a resolution last week opposing the use of student test scores in teacher evaluation for this academic year.

“The state has granted waivers so that TNReady scores aren’t required to be counted in student grades for this year,” said Lyn Hoyt, president of Tennesseans Reclaiming Educational Excellence (TREE). “If TNReady won’t count in student grades, it’s only fair that it shouldn’t count for teacher evaluation.” Hoyt noted that the transition to the new test means entering uncharted territory in terms of student scores and impact on teacher evaluation scores. As such, she said, there should be a one year or more grace period to allow for adjustment to the new testing regime.

“TNReady is different than the standardized tests we’ve had in the past,” Hoyt said. “Our students and teachers both deserve a reasonable transition period. We support the Knox County resolution and we are calling on the General Assembly to take notice and take action. Taking a thoughtful path transitioning to the new test can also build confidence and trust in the process.”

Hoyt also cited a recent policy statement by the American Educational Research Association that cautions against using value-added data in teacher evaluations and for high-stakes purposes. “Researchers who study value-added data are urging states to be cautious in how it is used to evaluate teachers,” Hoyt said. “The transition to TNReady is the perfect time to take a closer look at how test scores are used in teacher evaluations. Let’s take a year off, and give our students and teachers time to adjust. It’s a matter of fundamental fairness.”

Not Yet Ready for Teacher Evaluation?

Last night, the Knox County Board of Education passed a resolution asking the state to not count this year’s new TNReady test in teacher evaluation.

Board members cited the grace period the state is granting to students as one reason for the request. While standardized test scores count in student grades, the state has granted a waiver of that requirement in the first year of the new test.

However, no such waiver was granted for teachers, who are evaluated using student test scores and a metric known as value-added modeling that purports to reflect student growth.

Instead, the Department of Education proposed and the legislature supported a plan to phase-in the TNReady scores in teacher evaluations. This plan presents problems in terms of statistical validity.

Additionally, the American Educational Research Association released a statement recently cautioning states against using value-added models in high-stakes decisions involving teachers:

In a statement released today, the American Educational Research Association (AERA) advises those using or considering use of value-added models (VAM) about the scientific and technical limitations of these measures for evaluating educators and programs that prepare teachers. The statement, approved by AERA Council, cautions against the use of VAM for high-stakes decisions regarding educators.

So, regardless of the phase-in of TNReady, value-added models for evaluating teachers are problematic. When you add the transition to a new test to the mix, you only compound the existing problems, making any “score” assigned to a teacher even more unreliable.

Tullahoma City Schools Superintendent Dan Lawson spoke to the challenges with TVAAS recently in a letter he released in which he noted:

Our teachers are tasked with a tremendous responsibility and our principals who provide direct supervision assign teachers to areas where they are most needed. The excessive reliance on production of a “teacher number” produces stress, a lack of confidence and a drive to first protect oneself rather than best educate the child.

It will be interesting to see if other school systems follow Knox County’s lead on this front. Even more interesting: Will the legislature take action and at the least, waive the TNReady scores from teacher evaluations in the first year of the new test?

A more serious, long-term concern is the use of value-added modeling in teacher evaluation and, especially, in high-stakes decisions like the granting of tenure, pay, and hiring/firing.
