Mary Holden Talks Common Core

Education blogger and former teacher Mary Holden talks about her experience with Common Core in Part 3 of her teaching story.

Here’s a bit of what she has to say:

Many of the English standards were vague and some of them couldn’t even clearly be assessed at all, and others were so very specific. So I was frustrated by that because I had become well-versed in breaking down a standard and determining the best way to assess mastery of it myself. But now I saw that these standards were part of a bigger plan, and I didn’t like it. I was also dismayed by the influx of informational text and the resulting decrease in literature, as well as CC developer David Coleman’s insistence on how we teach literature. I was becoming increasingly bothered by all of this. This was not why I became an English teacher.

TC Takes on the ASD

Nashville parent and blogger TC Weber attended the National Charter School Conference in June and has some thoughts on a panel that featured Tennessee’s Achievement School District (ASD).

Specific to Tennessee, Weber notes comments by the ASD’s Superintendent, Malika Anderson:

Malika Anderson spoke next and spun the narrative that the Achievement School District was a success in Tennessee because schools in Memphis’s Innovation Zone, or iZone as it’s commonly referred to, along with statewide priority schools, were performing so well. She stated that schools had years to improve and had failed to do so until now, and it was only because of the fear of a state takeover that made this happen. She glossed over how far the ASD was from reaching their goals. She completely ignored the fact that many were ready to see the ASD go the way of the RSD and have schools brought back under local oversight. Her argument was that in spite of failing to make real progress, the ASD should still be rewarded with more time for inspiring through fear.

Jason Egly’s First Week Reflection

Below is a piece from Jason Egly, a 4th grade teacher at Rocketship United Academy in Nashville.

Is this about the Olympics?

No. It’s a list of the homelands proudly represented by the students in my two fourth grade Humanities classes at Rocketship United Academy (RUA) in Nashville.

As I sat with my students on the carpet for our daily Community Circle last Friday, the last day of the first week of school, I was stunned. Speechless, actually. (And as my students and co-teachers can already tell you after one week, that’s not something that happens very often.)

As the dad of three girls born on two continents, diversity is one of my family’s core values. Before my first day at RUA, I had seen the school’s diversity numbers on paper: 34% Hispanic, 42% African American, 42% English Learners. But sitting with them on the carpet that day and hearing their stories in the flesh awakened something deep within my teacher soul. And I wasn’t sure at first exactly what it was.

“I was born in Nairobi. We still have family there. We miss them, but my mother tells me we can get a better education here.”

“My parents moved here from Egypt before I was born. I’ve never visited, but I want to. My parents say it might be a long time before we can, but they promise they’ll take me.”

“I was born right here in Nashville, Mr. Egly,” one student said, dropping her head. “I don’t have a cool story like that.”

“Oh, yes you do!” I said. “Your story is like my story! You and I have the honor and the gift of learning from so many new friends from places we have never been!”

And then it hit me. The reason for my stunned silence. The cause of the soul-stirring moment I had just experienced. You see, I thought I was coming to Rocketship United Academy to teach these students. And I wasn’t wrong, I will teach them.

Together this year, with the most talented team of educators and administrators I have ever had the opportunity to be a part of, we will participate in our own Olympics of sorts. We will clear hurdles, climb STEPs, and close gaps. But it’s not just that. I realized in that moment that there was so much more.

I was not the only teacher in the room. I was one of twenty-seven. Twenty-six amazing fourth graders and one lucky 30-something with a fourth grader’s curiosity who will share our lives and space for the next ten months, opening each other’s hearts and minds to new horizons of understanding, acceptance, and achievement. Creating a culture that values each individual, and listens to every voice, whether they are from Nashville or Nairobi.

I am so proud to be part of this diverse family of Rocketeers!

Filling the Wage Gap

Yesterday, I reported on the national wage gap between teachers and other professionals and dug into the data to look at the impact on Tennessee.

It’s pretty disappointing nationally, but the Tennessee numbers are especially disturbing: Below the national average and even about 3 points below the Southeastern average.

We can do better.

Here’s the good news: The Department of Finance and Administration recently released revenue numbers for the fiscal year that ended June 30th. Turns out, we have LOTS of extra money.

Specifically:

Year-to-date revenues for 12 months were $925.0 million more than the budgeted estimate. The general fund recorded revenues in the amount of $852.4 million more than the budgeted estimate, and the four other funds $72.6 million more than the budgeted estimate.

Yes, that’s right, $925 million MORE than we planned on having.

To fully close the wage gap for teachers, we’d need around $500 million which would result in a raise of about $10,000 per teacher.

With this available surplus, Tennessee could become the first state in the nation to close the wage gap completely. And we could do it with $425 million to spare. That’s pretty conservative. Oh, and we could do it without raising a single tax.

An even more conservative approach would be to phase-in wage gap closure over two to three years to ensure revenue is keeping up. That could mean an average raise of about $5000 per teacher in the first year and slightly smaller, but significant raises in successive years.

A move like that would grab national attention. Suddenly, our neighbors in Kentucky and Alabama could no longer say they offer a better value proposition for their teachers.

We would not only deliver on becoming the fastest-improving state in teacher salaries, we’d be doing it in a fiscally responsible, conservative way.

If you’re in college and want to be a teacher, wouldn’t you want to go where you could make just as much as your professional peers? In Tennessee, you’re making 30% less at current numbers. But the budget situation in our state means it doesn’t have to be that way.

The first state in the nation to close the teacher wage gap. It could be Tennessee.

Teachers! Deep Discounts! 30% off in TN!

A new study of teacher pay relative to pay received by other, similarly-educated workers reveals a growing gap. Not surprisingly, teachers are on the losing end, earning roughly 23% less than their peers in other professions. Here in Tennessee, teachers earn 29.3% less than similarly-prepared professionals.

Tennessee’s wage gap for teachers is among the worst in the Southeast, in fact. The average of 11 southern states is a 26.5% gap, leaving Tennessee nearly three points behind.

Here are the numbers (showing what percentage teachers earn relative to their peers) for states in our region:

The study also addresses what it calls the “benefits-bias.” This is the fact that teachers and other public employees tend to receive more generous healthcare and retirement benefits than their private sector peers. Currently, that number stands at around 6% nationally in favor of teachers. Tennessee doesn’t have the most generous pension or benefits plan, but it’s likely similar to states in our region. Even if you assume the full 6% for Tennessee teachers, though, our teachers are still paid 23.3% less than their professional peers.

The weighted average teacher salary in Tennessee according to the BEP Review Committee is just under $44,000 a year. To fully close the gap, Tennessee teachers would need an average raise of about $10,000 a year.

While the state legislature has passed four percent BEP salary increases in the past two legislative sessions, those funds don’t always make it into teachers’ paychecks due to the Huffman pay plan and action by the State Board of Education.  

The bottom line: Teacher pay matters. It may not be the only factor impacting who chooses teaching and who stays in teaching, but it certainly is an important one. This report notes the disturbing fact that the pay gap between teaching and other professions is widening. That makes it difficult to encourage college students to consider teaching and it also makes it challenging to keep experienced teachers in the profession. A gap of 5-10% can be offset by the benefits earned by teachers. A nearly 30% gap such as exists in Tennessee is unacceptable. Closing this gap will require a sustained commitment to fund teacher pay at the state level. Alternatively, the value proposition for teachers in Tennessee will continue to lag behind that of our neighboring states, not to mention other professionals.

For now, school systems and the state can continue to hire teachers at deep discounts — nearly 30% off! While that may seem like a good deal, it’s one that will exacerbate teacher shortages and shortchange our students. We must do better.

Teacher Shortage Hits Tennessee Cities

Chalkbeat reports on the state’s big cities missing a significant number of teachers at the start of the school year:

About 100 Shelby County Schools classrooms still lack full-time teachers, Superintendent Dorsey Hopson said Monday, the first day of school, after a tour at Bruce Elementary.

And the problem wasn’t limited to Shelby County:

And it’s not the only district with vacancies left open. Metro Nashville, a slightly smaller district, lists nearly 80 open teaching jobs, and the third-largest district in the state, Knox County, needs more than forty. Across the board, districts are most hurting for special education teachers, though there are vacancies in nearly every subject.

The shortage noted in the big districts tracks information reported at TNEdReport back in 2014:

Since 2009, Tennessee has identified shortages in the overall numbers of K-12 teachers needed for public schools as well as teachers for specific subjects. There is a critical need in the state for STEM teachers, as well as shortages in high school English, social studies, world languages, Pre-K through high school special education, and English as a second language.

While there are many reasons for the shortfall, it’s worth noting that the first days of school set the tone for the entire year. So much so that incoming MNPS Director of Schools Shawn Joseph has said it’s critical that every classroom have a full-time teacher on day one.

UPDATE: MNPS reports that the actual number of unfilled vacancies on Day 1 was 34.5, a better number than they’ve had in recent years.

What Can you Buy for $750,000?

Apparently, not a lot of Election Night victories. While the Tennessee affiliate of national group Stand for Children spent $750,000 in local and state elections last night, they came away with very few wins. In Nashville, the group spent more than $200,000 and lost all four races in which it backed candidates.

Dave Boucher at the Tennessean has the story:

More than $750,000 buys plenty of campaign mailers and advertisements. But it doesn’t necessarily buy election wins.

Stand for Children, an education advocacy organization, found that out the hard way Thursday night. After spending a small fortune, all four candidates it backed in the Metro school board election and a handful of state GOP primary candidates lost their races.

While Stand for Children attempted to change the face of the Nashville school board by opposing three incumbents, ultimately, voters overwhelmingly rejected their preferred candidates — with the exception of the District 7 race, which was decided by less than 40 votes.

TNDP’s Mary Mancini Calls Pinkston’s Comments Unacceptable

After Holly McCall’s allegations of threats from Will Pinkston and the response by Will Pinkston calling her a “sleeze” and unfit for public office, Tennessee Democratic Party Chair Mary Mancini called his comments unacceptable:

“Bullying behavior from anyone is unacceptable anytime and anywhere and it is especially unacceptable from elected officials and leaders in our community.

Will Pinkston has brought a notable level of intelligence and hard work to the Metro Nashville Board of Education and it’s clear that he cares tremendously about the quality of the city’s public education. That said, disrespectful language and behavior from elected officials and leaders in our community is always unacceptable.

It’s unfortunate for all involved that Will did not use better judgement in both his public and private interactions.”

TEA on New Voucher Program

The state launched a voucher program this week aimed at students with disabilities.  The IEA voucher program was created legislatively in 2015 and the vouchers are available this year. The Tennessee Education Association (TEA) expressed concerns about the program during the legislative fight and continues to express concerns as the program launches.

Here’s the statement from TEA:

The Tennessee Education Association again expressed concern over the state’s new IEA Voucher program and urged parents to proceed with caution.

“Programs like the one the Tennessee Department of Education is launching today have been subject to fraud and abuse in other states,” said TEA President Barbara Gray. “This is of even greater concern to TEA because this program is targeted toward our most vulnerable children who need strong educational services.”

The new voucher program came about after legislative action in 2015. The program is designated for certain students with disabilities. A similar program in Florida has been subject to millions of dollars in fraud, mostly by way of individuals establishing schools that don’t adequately serve the disability population.

“Parents should proceed with extreme caution. This program will create large financial incentive for vendors to seek this public money, and may attract unscrupulous providers who do not have children’s best interests at heart,” said Gray. “Likewise, we ask that the state exercise strong oversight to ensure children and families are protected.”

One portion of the legislation indicates that when parents accept this voucher, they forfeit certain protections under the Individuals with Disabilities in Education Act (IDEA).

“By removing these kids from public school, parents may not understand the huge ramifications of surrendering their child’s rights under IDEA to free, public education. The state of Tennessee also loses a portion of the hundreds of millions of dollars in federal assistance currently educating Tennessee’s children with special needs. This lost federal money will have a ripple effect throughout the state and will harm all special education students, even those who stay in public school,” said the TEA president.

“Every effort must be made to protect children and ensure the viability of programs approved to accept these new vouchers. Fraud in programs like this hurts both taxpayers and those whom the program is intended to serve.”

Facts Not Included

Steve Cavendish at the Scene offers some insight into the Tennessean’s recent dealings with MNPS board member Will Pinkston. Specifically, Cavendish notes that key facts seem to be optional in the paper’s reporting.

He writes:

That Sunday story by Jason Gonzales, which described Pinkston as a bully, interviewed a lot of critics. It quoted a former director of schools that Pinkston stopped from getting a contract extension, an innovation director who routinely fought with Pinkston and other board members and a paid political operative working for (Jackson) Miller.

And points out that the Tennessean also endorsed Pinkston, a fact not mentioned in the Gonzalez piece.

Of course, on the same day, the Tennessean did allow Pinkston to respond.

But, as Cavendish points out, it would have been a lot easier to just include the relevant facts in the first place.
