Teacher Shortage Hits Tennessee Cities

Chalkbeat reports on the state’s big cities missing a significant number of teachers at the start of the school year:

About 100 Shelby County Schools classrooms still lack full-time teachers, Superintendent Dorsey Hopson said Monday, the first day of school, after a tour at Bruce Elementary.

And the problem wasn’t limited to Shelby County:

And it’s not the only district with vacancies left open. Metro Nashville, a slightly smaller district, lists nearly 80 open teaching jobs, and the third-largest district in the state, Knox County, needs more than forty. Across the board, districts are most hurting for special education teachers, though there are vacancies in nearly every subject.

The shortage noted in the big districts tracks information reported at TNEdReport back in 2014:

Since 2009, Tennessee has identified shortages in the overall numbers of K-12 teachers needed for public schools as well as teachers for specific subjects. There is a critical need in the state for STEM teachers, as well as shortages in high school English, social studies, world languages, Pre-K through high school special education, and English as a second language.

While there are many reasons for the shortfall, it’s worth noting that the first days of school set the tone for the entire year. So much so that incoming MNPS Director of Schools Shawn Joseph has said it’s critical that every classroom have a full-time teacher on day one.

UPDATE: MNPS reports that the actual number of unfilled vacancies on Day 1 was 34.5, a better number than they’ve had in recent years.

MNPS Unveils New Pay Scale

WSMV reports that MNPS has unveiled its new teacher pay scale:

Metro Schools has unveiled a new pay scale for teachers, which will show as soon as their next paycheck.
The school district says the pay scale will deliver a “significant pay increase” for many teachers.

According to the old scale, teachers with eight years or less of experience were paid $42,082 and teachers with 10 years of experience were paid $44,536.

With the new pay scale, salaries will range between $42,100 and $44,750 for teachers with under 10 years of experience. Teachers with 10 years of experience will earn $47,000.

A previous analysis found that MNPS lags behind several similar districts in terms of teacher pay.

The upgraded scale shows that teachers with 10 years of experience are now closer to their peers in similar urban districts. However, teachers at the top end of the scale still lag behind their peers in similar districts. Still, the move marks progress and an important investment in the teachers of MNPS.

Is John Oliver Reading TN Ed Report?

John Oliver recently took on the issue of standardized testing and it sounds like he’s been reading Tennessee Education Report. In 18 brilliant minutes, he hits on a number of topics covered here time and again.

Oliver discussed teacher merit pay, the recruiting tactics of testing companies, value-added assessment, and testing transparency.

Back in 2013, Tennessee’s State Board of Education moved toward merit pay based on value-added data.

This year, while adding nearly $100 million to the pot for teacher compensation, Governor Haslam continued a push for merit pay.

While Oliver noted that Pearson recruits test scorers on Craigslist, Tennessee’s new testing vendor, Measurement, Inc. uses the same practice.

And of course, there’s the issue of value-added assessment — in Tennessee, called TVAAS. While it yields some interesting information, it’s not a reliable predictor of teacher performance and it’s going to be even more unreliable going forward, due to the shift from TCAP to TNReady. Here’s what we’ve learned from TVAAS in Tennessee:

In fact, this analysis demonstrates that the difference between a value-added identified “great” teacher and a value-added identified “average” teacher is about $300 in earnings per year per student.  So, not that much at all.  Statistically speaking, we’d call that insignificant.  That’s not to say that teachers don’t impact students.  It IS to say that TVAAS data tells us very little about HOW teachers impact students.

Surprisingly, Tennessee has spent roughly $326 million on TVAAS and attendant assessment over the past 20 years. That’s $16 million a year on a system that is not yielding much useful information.

And then there’s testing transparency. Oliver points out that it’s difficult if not impossible to get access to the actual test questions. In fact, Tennessee’s testing vendor, Measurement, Inc., has a contract with Utah’s testing vendor that involves a fine if test questions are revealed — $5000 per question:

The contract further notes that any release of the questions either by accident or as required by law, will result in a fee of $5000 per test item released. That means if Tennessee wants to release a bank of questions generated from the Utah test and used for Tennessee’s assessment, the state would pay $5000 per question.

Of Poverty and Teacher Pay

Recently, I wrote about the correlation between poverty, investment in schools, and student achievement test scores.

To summarize, wealthier districts with lower levels of poverty tended to both invest more in their schools AND get higher scores on achievement tests.

On the flip side, school districts with higher levels of poverty had less money to invest in schools and also saw lower student achievement scores.

Now, I’ve broken down the top and bottom 10 districts from those posts and I’m highlighting their average teacher salaries. Here’s the data:

The salary disparity among the top 10 and bottom 10 districts in terms of academic performance is $6204 — or 14.2%.

These numbers roughly correlate with the districts most able to pay and with the greatest investment over the BEP.

It’s important to note that high pay alone does not represent high student achievement. It is also important to note, though, that those districts with the most consistent high performance on student achievement indicators also consistently pay more than districts that are lower-performing.

Wealthier districts invest more funds in their schools, invest more in their teachers, and see better overall outcomes than low-income districts. Teacher pay is a part of that overall equation.

A (Sort of) 4% Raise for Teachers

Governor Bill Haslam delivered his State of the State address tonight and outlined his budget and policy priorities for the coming year.

Among the proposals he outlined was $100 million to provide raises for Tennessee teachers. That equates to enough money to provide all teachers with a 4% raise.

But.

Haslam’s plan doesn’t increase teacher compensation by 4%. Instead, it provides the money to districts and encourages them to use it to reward the “best performers.” Districts could give all teachers 4% or they could provide 6% raises for some teachers and 2% raises for others. Or they could, as they did the last time an increase in salary money was provided, give a smaller raise to more instructional staff. In 2013-14, Haslam provided funds for a 1.5% raise but the average Tennessee teacher saw only .5% — or 1/3 of what was available. Districts used the remaining funds to cover other instructional costs.

Let me be clear: Haslam is to be commended for finding the resources to provide districts with these funds. $100 million for a teacher pay increase is the biggest pot of money for that purpose to be provided in many years.

Additionally, Haslam is dealing with revenue issues by proposing a modernization of the tax code. It’s plan that will introduce fairness and protect small, Tennessee-based businesses.

But it’s not a 4% raise for all teachers. Not yet. And Tennessee teachers are facing growing pay inequity and overall pay that lags the rest of the country.

Adding 4% to all teacher salaries, by, for example, increasing the BEP instructional component, could go a long way toward making Tennessee the fastest-improving state in the nation in teacher pay.

Haslam’s proposal is an important first step down that path. With some help from the General Assembly, Tennessee could make Haslam’s 2013 promise on pay a reality.

Little Value Added?

 

That’s the conclusion teacher Jon Alfuth draws about Governor Bill Haslam’s recently announced changes to teacher evaluation and support.

Alfuth notes with frustration that Haslam appears happy to support teachers in ways that don’t involve any new money.

Reducing the weight given TVAAS on a teacher’s evaluation, for example, doesn’t cost anything. Adding a few teachers to a “cabinet” to give feedback on tests is welcome change, but also doesn’t carry a price tag.

Haslam’s changes still unfairly assess teachers in non-tested subjects, in Alfuth’s view:

While reducing the percentage from 25 to 15 percent achievement data for non-EOC teachers is a step in the right direction, I don’t feel that it goes far enough. I personally think it’s unfair to use test scores from courses not taught by a teacher in their evaluation given the concerns surrounding the reliability of these data systems overall.

And, Alfuth says, the financial support teachers and schools need is simply not discussed:

Consider the teacher salary discussion we’ve been having here in Tennessee. This is something that Tennessee Teachers have been clamoring for and which the governor promised but then went back on this past spring. There’s no mention of other initiatives that would require extra funding, such as BEP2.0, which would provide millions of additional dollars to our school districts across the state and do much to help teachers. There’s also no mention of expanding training Common Core trainng, which is essential if we’re going to continue to enable teachers to be successful when the three year phase in of growth scores winds down.

In short, while the proposed changes are step forward, at least in the view of one teacher, much more can be done to truly support teachers and their students.

TEA on TFA

Over at the TEA website, there’s a story on a recent TFA Truth Tour event at Vanderbilt. From the report:

A Teach for America graduate and former charter school teacher criticized the program at a Vanderbilt event Tuesday night, stating he believes the program’s goals are contradicted by its practices.

Chad Sommer says low wages, lack of support for teachers and poor working conditions at public schools across America have exacerbated high turnover and created a barrier to student achievement and quality instruction, which are among TFA’s stated goals.

Sommer spoke during the Teach for America Truth Tour at Vanderbilt University in Nashville this week.

Sommer also noted that he believes TFA is too closely aligned with the charter school movement and too supportive of high-stakes standardized testing.

Tennessee Education Summit: What About the Money?

Governor Bill Haslam was joined by Lt. Governor Ron Ramsey and House Speaker Beth Harwell today in hosting a Tennessee Education Summit.

The event focused on a range of education policy issues and included presentations on topics such as Standards and Curriculum, District and Teacher Accountability, and School Choice.

One topic not mentioned was the current level of financial support for public education provided by the state. While Governor Haslam has convened a BEP Task Force to study the current funding formula, he’s also said that task force won’t be talking about more investment, but about different ways to slice the current funding pie.

The closest anyone came to addressing the funding challenges faced by Tennessee school districs (Tennessee now invests less per pupil than Mississippi) was when Tennessee Teacher of the Year Wanda Lacy asked about what was being done to help teachers who received scores below a 3 on the state’s new teacher evaluation system.

The response was that the intervention for these teachers was left up to the district. That is to say, the state provides little or no funding for mentoring, coaching, or other support mechanisms that may be used at the district level to help improve teaching practice.

The issue of money was again approached when discussing the state’s transition away from TCAP and toward a new testing model better aligned to Tennessee’s current state standards. Because the tests must be completed online, many districts are being forced to upgrade their technology. Here again, the state’s support for this new technology lags behind what many districts need to catch up.

Not mentioned was Governor Haslam’s October 2013 promise to make Tennessee the fastest-improving state in the nation in teacher pay or any way the Governor or General Assembly might make that happen.

Tennessee has historically made big education promises only to fail to deliver when it came time to fund them. This was true of Lamar Alexander’s Career Ladder program, the original BEP, BEP 2.0, and now the new evaluation system which does not include funding for attendant support of teachers identified as below expectations.

In fact, a report released in Janaury by the Education Law Center indicates that Tennessee is among the worst states in the nation in terms of its investment in public schools. The report uses statistical methods to compare funding levels across states taking into account the different cost of living and socioeconomic factors of each state. In terms of raw funding level, Tennessee falls in the low to mid-40s among all states. Yes, Tennessee now spends less per student than Mississippi, as I mentioned above. Perhaps even more striking, Tennessee is near the bottom in terms of funding “effort,” a category that rates a state’s ability to fund public schools compared to the actual dollars invested. So, we have the capacity to invest more in our schools, but we’ve historically chosen not to do so.

Do we really need more money? An analysis of the achievement gap in Tennessee suggests we do. The NAEP data cited in that report indicate a widening achievement gap. That is, kids at the bottom of the income scale are falling further behind their better off peers. What’s essentially happening is the kids at the top of the income scale are gaining ground while kids from low income families are remaining stagnant. The takeaway: The resources available to middle- and upper-income kids make a difference. And it would be worthwhile to invest in the community supports necessary to create a more level playing field for low income kids.

Additionally, teachers aren’t all that happy about doing what Governor Haslam admits is incredible work but not being paid well for it. Time will tell if this results in teachers leaving the profession in Tennessee in significant numbers.

So, today’s big Education Summit was an interesting conversation about issues that can have an impact on our schools. But it avoided the biggest issue of all: How will we pay for the investment in schools our state needs?

TEA Files Second TVAAS Lawsuit

Suit Names Haslam, Huffman as Defendants

The Tennessee Education Association has filed a second lawsuit challenging the use of TVAAS data for teacher merit pay.  This suit, like the one filed last week, was filed in Knox County.

In this case, a science teacher was denied a bonus under the APEX system as a result of TVAAS scores associated with just 16% of the students he teaches.

Here, it seems the principles behind incentive pay didn’t work.  That is, proponents of merit pay suggest that teachers will be more motivated to perform if they know there’s a monetary incentive attached to their performance.  In this case, the teacher knew his pay was tied to performance in only one of the classes he taught and yet it was the scores in that class that were not high enough on TVAAS to earn him a bonus.

The perverse incentive created by such a system is that a teacher would focus on only a few of his or her students in order to achieve a raise.

In this case, it could be that the teacher wasn’t at his best in this particular class.  Or, it could be he treats all his courses the same and the results he achieved in this particular class were good, but not high enough to reach the bonus level.

The challenge of merit pay is that it assumes that if there’s a monetary bonus attached to pay, teachers will work harder than they are.  The very premise is insulting because it assumes that teachers aren’t working at their best right now and if only they had a small financial incentive, they’d work a little harder. The facts of this specific case suggest otherwise.

Another takeaway from this case is that the system is not paying teachers based on the totality of their work.  This teacher taught other, upper level science courses that were not tested.  He didn’t have TVAAS data for those, but there is surely some form of test data that could be used to assess value-added if that’s the desired way to establish performance.  That’s not being done, either.  Maybe this teacher does an outstanding job in the upper level courses.  We don’t know.  And, based on the pay structure in place in Knox County, the system sends that message that his performance in those courses is irrelevant to his pay.

The Alternative Education Agenda

As the 2013 legislative session got underway, I reported on the “tricks and gimmicks” education agenda being offered this year.

At the time, I was hopeful a more reasonable agenda would emerge. An agenda embracing the Tennessee Constitution’s requirement (Article XI, Section 12) that the General Assembly provide for and support a system of free public schools.

So far, in spite of much (well-deserved) criticism of the gimmicks posing as serious education policy, no alternative agenda has surfaced.

Tennessee ranks near the bottom in both investment in public education and key indicators of student achievement.  A correlation I suspect is no accident.

Certainly, we must do something to improve those numbers.  And those offering vouchers, performance pay schemes, and other unproven policies should not be faulted for at least making an effort to change the numbers.

However, none of the current agenda items results in a new investment in Tennessee’s public schools.  So, I’m proposing here the outlines of a new education agenda for Tennessee.  A true path forward that if fully implemented will get positive results.

PRE-K — Tennessee should expand its high-quality, voluntary Pre-K program so that it serves the entire at-risk (Free and Reduced Lunch) population of four-year-olds in the state.  We currently serve just under half of that population in a program started under Governor Don Sundquist and rapidly scaled-up under Governor Bredesen.  The program works.  Kids who complete the Pre-K program are far less likely to drop out of high school or encounter the criminal justice system than their counterparts who don’t have access.  The kids start school ready to learn and stay on track.  Some have criticized the program for “fade-out” — but even the most negative findings show that kids who have Pre-K end third grade working at grade level.  That means the kids end third grade on-track.  And teachers will tell you that a child who is on-track at the end of third grade has a far better chance of succeeding in school than a child who starts Kindergarten behind.  That said, a number of other studies (Tulsa, Chicago) indicate the effects last well beyond third grade.  We’re in a state with a shamefully low number of college graduates — we can’t change that unless more students graduate from high school college ready.  And Pre-K is a long-term, proven policy solution that will help Tennessee meet that goal.

We should expand the Pre-K program to serve all at-risk four-year-olds by 2017. 

 

Improve the BEP.  The Basic Education Program (BEP) is Tennessee’s funding formula for public education.  It’s how the General Assembly proposes to provide for that system of free public schools the Constitution requires.  Of course, the legislature had to be forced into creating the BEP by the state Supreme Court back in 1992 because the system of school funding at the time was ruled inequitable and thus, unconstitutional.

To put it simply, the current BEP is broken.  Most systems hire a number of teachers well beyond the number generated by the BEP formula.  Ask any parent and they’ll tell you textbooks aren’t free.  There are fees for lockers, classroom supplies, and other basics necessary to operating a school.  Some of this is the fault of local governments unwilling to raise sufficient revenue to fund schools adequately.  But in other cases, a local government could increase taxes all day and still not generate sufficient additional revenue to fund a truly free system of public schools.  This is the system our General Assembly allows to persist.  And it’s not working — just look at the results.

The BEP should be adjusted to allow for a more accurate funding of the number of teachers needed in local school systems.  It should account for the importance of school nurses and physical education.  It should be adjusted so that the funds sent to districts for teacher salaries more accurately reflect the dollar amounts needed to attract and retain excellent teachers.

Governor Bredesen and then-Senator Jamie Woodson made some progress on improving the BEP in 2008.  This effort, dubbed BEP 2.0, resulted in significantly greater dollars flowing into many districts, especially those with surging at-risk and ELL (English Language Learners) populations.  However, that plan was never fully-implemented.  Starting with BEP 2.0, lawmakers should build a NEW BEP.

Tennessee policy-makers should build and launch a new BEP formula in time for the 2015-16 academic year.

Invest in early career teachers. It is absolutely imperative that early career teachers receive adequate support and assistance so they develop into excellent teachers.  It’s also critical that those teachers are encouraged to stay in the field.  High teacher turnover costs districts (and taxpayers) money and deprives students of the valuable benefits of strong, stable teachers.  One proven method of retaining new teachers that also results in improved student learning is early career mentoring.  Research at the New Teacher Center suggests that placing a trained mentor with a new teacher in the first two years of teaching both improves teacher retention and shows a positive impact on student learning.

Tennessee policy-makers should build a new teacher mentoring program and ensure every new teacher has a trained mentor by the 2016-17 academic year.

Improve teacher compensation. Tennessee’s teachers are among the lowest-paid in the Southeast. Attracting strong employees and keeping them in the profession requires an investment in those employees.  Beyond early career mentoring and support, teachers should expect to be well-compensated for the important work they do.  Tennessee has a new, more rigorous evaluation system.  It also now takes five years and consecutive strong evaluation scores before a teacher can receive tenure.  That is, there’s more accountability and more being expected of Tennessee’s teachers.  Attracting and keeping teachers in this environment requires a strong compensation plan.  Adopting a state teacher pay scale that ensures that the starting pay for Tennessee teachers is no less than $40,000 in any district is a critical first step.  By using compression, like Metro Nashville Public Schools did, the cost for such a move can be lessened.  Make no mistake, it will take a commitment to investing in teachers to make this dollar amount happen – but our students are worth it.  Following the improvement of starting pay, teacher pay increases should be designed in a smarter way.  Changing the step increases from every year to every 3 years, for example, could yield savings to the state on the front end while also ensuring higher overall pay for teachers throughout their careers.  Metro Nashville teachers now reach the highest step in year 15 — but they will also see higher lifetime earnings because of raises given by the district over time.  It’s a win-win for teachers and for those managing budgets.  While the initial cost of raising teacher starting pay to $40,000 may be significant, it’s also a matter of budgeting priority.  Making teachers a priority tells our kids that education matters and that Tennessee is going to do what it takes to attract and keep the best teachers right here.

Tennessee policy-makers should raise the starting pay for all teachers to $40,000 and adjust the pay scale to improve overall compensation by the 2015-16 academic year.

 

These four items can and should form an alternative education policy agenda for Tennessee.  One that is smart, progressive, and moves our state forward.  Putting schools first is not about party or geographic region, it’s about doing what’s best for our communities and our entire state.
