Groups representing teachers in Memphis are seeking a salary increase of up to 18%, according to a story in Chalkbeat:


Shelby County Schools teachers would be able to earn up to $86,000 annually under the highest of three proposals from the district’s two teacher associations.

That would be 18% more than the current maximum salary of $73,000.
The associations want up to a 16% boost to the district’s $43,000 minimum salary for new teachers. But Cheronda Thompson, who represented United Education Association of Shelby County, said increasing the maximum is more important.
“It’s not about how we start, it’s about how we finish,” she said during negotiations Friday afternoon. “We want to retain people. They already start good.”

The move comes as districts like Nashville struggle with teacher retention and pay significantly less than other urban districts. Additionally, suburban districts like Sumner County have moved to make meaningful improvements to teacher pay.

Teacher pay is a national crisis, but particularly problematic in Tennessee, as Chalkbeat notes:

Research shows that teachers make the most difference in a student’s academic success, but districts nationwide are struggling to recruit and retain effective educators. An often cited reason is salary, especially in states like Tennessee where the average teacher salary trails both regional and national numbers.

It’s worth noting that Governor Bill Lee has done nothing to address the teacher pay crisis, and in fact has worked to divert funds to voucher schemes and charter schools.

Shelby County Commission Moves to Save Pre-K

Chalkbeat has the story of the Shelby County Commission committing local funds to preserve 1000 Pre-K seats previously funded by federal dollars:

Shelby County commissioners signed off Monday on $2.5 million in new prekindergarten funding — replacing federal early childhood funds that are expiring June 30.

The “seed funding” is part of a total $8 million commitment from Shelby County Schools and from city and county governments to preserve 1,000 pre-K seats for the upcoming school year. A federal grant had previously covered these seats, serving some of the neediest 4-year-olds throughout Shelby County.

The multi-year local funding effort will gradually increase over the next three years, while also leveraging private philanthropic dollars.

Not Hopson

While Tennesseans continue to speculate on who will become the next Commissioner of Education, one prominent name is apparently out of the running.

Shelby County Director of Schools Dorsey Hopson announced today he is resigning his post effective January 2019 to take a job with Cigna.

Here’s more from the school system’s press release:

Calling the last six years the “most rewarding years” of his career, Dorsey Hopson today announced that he will soon be ending his tenure as Shelby County Schools’ top educator.

“For the past six years, we have worked together to guide this great school district through monumental changes, including a merger, demerger, school closures and a state takeover of some schools,” said Hopson. “Through it all, our educators and supporters have remained committed to aggressively increasing student achievement.

Hopson will begin a job in the private sector in January 2019 saying it was an extremely difficult decision but one that will afford him more time with his family. In addition, he said he now looks forward to supporting Shelby County Schools as an involved parent and community member.

Reflections

With last week’s news of Education Commissioner Candice McQueen leaving her post in January, Chalkbeat featured education leaders around the state offering reflections on her time in the role.

While most of those cited made every effort to say nice words, I was struck by the comments from Tennessee Education Association President Beth Brown:

“As candidates for the state’s next commissioner of education are considered, it is my hope that serious consideration is given to an individual’s experience in our own Tennessee public schools… Students and educators are struggling with two major issues that must be tackled by the next commissioner: high-stakes standardized tests and a lack of proper funding for all schools. Our schools need a leader who understands that the current test-and-punish system is not helping our students succeed. Governor Bill Haslam has made significant increases in state funding for public education, but there is still much work to be done to ensure every child has the resources needed for a well-rounded public education.”

Brown took care to highlight two critical issues: Testing and funding.

The next Commissioner of Education will inherit a testing mess:

If this year had been the first time our state had faced testing challenges, one might understand (and forgive) the excuse-making. However, this is now the fifth consecutive year of some sort of problem and the fourth year testing administration has been, to say the least, a challenge.

Brown also points to a need for further investment in schools. While there have been additional dollars spent on K-12 education, Tennessee still lags behind our neighbors and the nation:

Tennessee is near the bottom. The data shows we’re not improving. At least not faster than other states. I’ve written about how we’re not the fastest-improving in teacher pay, in spite of Bill Haslam’s promise to make it so:

Average teacher salaries in the United States improved by about 4% from the Haslam Promise until this year. Average teacher salaries in Tennessee improved by just under 2% over the same time period. So, since Bill Haslam promised teachers we’d be the fastest improving in teacher pay, we’ve actually been improving at a rate that’s half the national average. No, we’re not the slowest improving state in teacher pay, but we’re also not even improving at the average rate.

School spending doesn’t happen in a vacuum — it’s not like when Tennessee spends, other states stop. So, to catch up, we have to do more. Or, we have to decide that remaining 43rd or 44th in investment per student is where we should be.

So, who will inherit these challenges? Some suggest Shelby County Director of Schools Dorsey Hopson is a leading candidate. He endorsed Bill Lee and is playing a role in Lee’s education transition. Other possibilities include some current Tennessee superintendents.

This look back at the last time the role was vacant offers some ideas of who is out there for Lee to consider.

Battle Lines Being Drawn

Last week, the School Superintendents in Memphis and Nashville wrote a letter to Commissioner of Education Candice McQueen calling for a pause in TNReady. The letter indicated the leaders had “no confidence” in TNReady. Following the letter, the Knox County School Board voted 8-1 to send a letter to Governor Haslam stating they had “no confidence” in the Department of Education. Later that week, the Director of Schools in Maury County said he agreed with the idea of pausing TNReady and suggested moving to the ACT suite of assessments.

Today, Commissioner McQueen issued a response. According to Chalkbeat, her response indicates that pausing TNReady would be “illegal and inconsistent with our values as a state.”

McQueen cites federal and state law requiring test administration. Here’s the deal: The entity that determines the penalty for violating state law regarding testing is the Department of Education. The penalty they can use is withholding BEP funds. This is the threat they used back in 2016 to force districts to back down on threats to halt testing then.

Let’s be clear: The Tennessee Department of Education is the enforcer of the state testing mandate. The DOE could refuse to penalize districts who paused testing OR the DOE could take the suggestion made by Dorsey Hopson of Memphis and Shawn Joseph of Nashville and just hit the pause button for this year and work toward an effective administration of testing for 2019-20.

Next, McQueen cites federal law. I’ve written about why this is misguided. Here’s more:

There’s just one problem: The federal government has not (yet) penalized a single district for failing to hit the 95% benchmark. In fact, in the face of significant opt-outs in New York last year (including one district where 89% of students opted-out), the U.S. Department of Education communicated a clear message to New York state education leaders:  Districts and states will not suffer a loss of federal dollars due to high test refusal rates. The USDOE left it up to New York to decide whether or not to penalize districts financially.

That’s right, the federal government tends to leave decisions regarding punishment up to the states. Of course, Tennessee could also request a 1-year waiver of ESSA requirements in order to further clarify the need to get testing right. In short, the only problem now is McQueen’s unwillingness to admit failure and take aggressive steps to make improvement.

McQueen also says that halting testing is “inconsistent” with Tennessee values.

While in McQueen’s world, halting testing is inconsistent with our state’s values, lying about why testing isn’t working is apparently perfectly fine. Oh, and playing a game with testing vendors? No problem!

McQueen claims that we need the tests to help identify gaps in education delivery in traditionally under-served students. Yes, having a working annual assessment can be a helpful tool in identifying those gaps. But, when the test doesn’t work — when students get the wrong test, when the testing climate is not consistent — then we get results that are unreliable. That helps no one.

What should be consistent with Tennessee values is taking the time to get testing right. That means ensuring it’s not disruptive to the instruction process and the results are useful and returned to students, teachers, and parents in a timely fashion.

Will McQueen’s letter deter other district leaders from speaking out on TNReady? Will there be additional fallout from the DOE’s failure to effectively administer Pre-K/K portfolios?

“No Confidence” in TNReady

Just days after members of the Knox County School Board took the Tennessee Department of Education to task for “incompetence” and an “abject failure” to measure student achievement or teacher performance, the Directors of the state’s two largest school districts, Nashville and Memphis, sent a letter to Education Commissioner Candice McQueen and Governor Bill Haslam stating they had “no confidence” in TNReady and asking the state to pause the test.

The letter, signed by Nashville’s Shawn Joseph and Shelby County’s Dorsey Hopson, says in part:

“We respectfully ask the State to hit the pause button on TNReady in order to allow the next Governor and Commissioner to convene a statewide working group of educators to sort out the myriad challenges in a statewide, collaborative conversation.”

The two leaders, whose districts represent 20 percent of all students in Tennessee, note:

“We are challenged to explain to teachers, parents, and students why they must accept the results of a test that has not been effectively deployed.”

The language from these two directors is the strongest yet from any district and the first to call for an outright stop to administration of the TNReady test while the state explores other options. Johnson City’s school board sent a proposal asking for a significant reduction in testing while Wilson County is exploring the possibility of administering a different test altogether. At the same time, Williamson County Director of Schools Mike Looney expressed concern about the poor administration of this year’s test.

It seems clear there is growing concern among educators about the continued use of TNReady. As Joseph and Hopson note, taxpayer resources have been invested in a test that is poorly implemented and yields suspect results. Taking their suggestion of a pause could give the state and a new Governor and Education Commissioner time to actually develop a process for administering an aligned assessment that does not disrupt instruction and does return useful, meaningful results to teachers, parents, and students.

Moving on to Memphis

One School Board candidate in Memphis has attracted significant attention and financial support from pro-privatization group TennesseeCAN. The group bills itself as a grassroots advocacy organization, though it is not clear if the work here will benefit Tennessee or Minnesota.

Chalkbeat has more on TennesseeCAN’s efforts in Memphis:

TennesseeCAN spent more than $26,000 on behalf of candidate Michelle Robinson McKissack for mailed advertisements, phone calls, and texts in late June, according to the group’s disclosure forms.

The group also sent an endorsement letter to Shante Avant and contributed $3,000 to her campaign last week, said the organization’s spokeswoman.

The story notes TennesseeCAN has long been supportive of using public money to fund private schools:

But since starting its advocacy work in the state in 2011, TennesseeCAN has been best known for supporting vouchers that would allow state money to pay for private school tuition as an option for students from low-income families. State lawmakers sought to pilot a program in Memphis, despite the fact that parents and policymakers in the city strongly opposed the measure. Vouchers could siphon off more than $18 million annually from public schools.

Both candidates supported by TennesseeCAN have said they oppose vouchers.

While the funds spent in Memphis, especially in favor of McKissack, are significant, the dollar amount pales in comparison to what was spent in the Nashville School Board races in 2016. That year, TennesseeCAN ally Stand for Children spent more than $200,000 on four School Board races in Nashville and lost all four.

With the election in Shelby County just around the corner, it will be interesting to see if the TennesseeCAN investment gets the desired result.
