Is Nashville Copying Denver?

TC Weber seems to think so. He outlines the Denver-Nashville connection in his latest post. According to his analysis, the move to a Community Superintendent model in MNPS is strikingly similar to what’s happening in Denver.

Here’s what he has to say:

Now here is where it gets even trickier. As part of its “Denver Plan,” DPS has set a goal of 80% of all students attending a high quality school by 2020. In order to do that within the next three years, they don’t have a lot of time to wait for schools to improve. So Denver employs an aggressive policy of closing schools and replacing them. Replacing means they keep the school buildings, but rehire all new staff and administrators, refocus the curriculum, and then open new schools. Since 2005, they have closed or replaced 48 schools and opened more than 70 new ones, the majority of them charter schools and right now, due to the Trump presidency and the new tone in Washington, charter chains are seeing an opportunity.

Think about some of Nashville’s chronically underachieving schools and then apply the Denver Plan to them. It’s important to remember as well that demographics play a role in performance. Attract the right kids and the school appears to perform better. With parents having a choice between schools in the enrollment zones or the community zones, competition will become even more heated than it is now. And it’s hard to predict who the “losers” will be.

Rocketship Down?

A visit to the Rocketship Nashville Northeast Elementary revealed the school was not adequately serving English language learners, students with disabilities, and homeless students, according to a report on WSMV:

According to the Metro Schools letter, Rocketship is not providing services to children with special learning needs, like English language learners and students with disabilities.

The notice was sent from Metro Nashville Public School’s top administrators after a monitoring team with the Tennessee Department of Education came in to conduct a routine audit of special services, primarily programs adhering to The Elementary and Secondary Education Act (ESEA) and The Individuals with Disabilities Education Act (IDEA).

The letter from MNPS notes a plan of improvement for Rocketship.

In response to the findings, Rocketship’s principal, Shaka Mitchell, cited test score results and then said:

We are proud of the results Rocketship achieved in its first few years but are always striving to improve. We appreciate and value the constructive input from our colleagues at MNPS and the state. We worked with the District as recently as yesterday and today, and continue to collaborate to resolve the technical issues noted in the most recent monitoring visit

Rocketship has faced difficulty with the state and MNPS in the past, as in two consecutive years it sought to expand its presence in Nashville only to be denied by both the MNPS school board and the Tennessee State Board of Education.

Here’s what the MNPS charter review team had to say last year when Rocketship appealed the board’s decision to deny expansion:

In summary, with no additional state accountability data to consider, and no compelling evidence presented that provides confidence in the review team, converting an existing low-performing school before Rocketship has demonstrated academic success on state accountability measures would not be in the best interests of the students, the district, or the community.

As was noted in the WSMV story, the problems identified at Rocketship are not acceptable at any school, regardless of what kind of scores they are posting. Mitchell and his colleagues should work quickly to deliver on the promise of resolving these issues and striving for continuous improvement.

Are Ideology & Double Standards Harming Nashville Schools?

Is ideology holding us back from improving education in Nashville? TC Weber thinks so. In his latest post, Weber lays out his argument that we in Nashville quickly rush to our fighting corners (Charters vs No Charters) before we even really delve into an issue. We saw this take place during our last school board election in Nashville. I’m going to break down some of his thoughts with some of my own. 

People quickly fell into one camp or the other with defenders making the argument that nothing worse could befall our school district than to be taken over by private interests, while the privateers made the argument that the status quo had to go. Much to my chagrin, I must admit that I quickly grabbed a uniform and joined a team. And for that, I owe an apology to Jane Grimes-Meneely, Miranda Christy, Jackson Miller, and Thom Druffel.

Now I’m not saying that I would have voted for them nor campaigned for them. I still have a lot of disagreements with them on issues and take exception to a lot of strategies they employed during the election. What I am saying is that I quickly grabbed onto a dogma and stopped listening. Charter schools are bad, and they supported charter schools; therefore, they are bad. I’ve since learned the hard way that the world is a much more complex and nuanced place than that, and while we are busy building the wall at the front door, the wolf can slip in the back door.

Weber goes on to discuss the problems that he sees are facing our district right now, including policy governance, transparency, and double standards. But he comes back to the point that we must all come to: We must understand why parents want to go to a charter school.

I myself have been guilty of talking past charter supporters. Interesting enough, while I’m not an overly religious person, it’s been my experience that whenever I say I would never do something, the Lord puts me in a situation that helps me understand why I just might. This school year has been such an experience. The lack of transparency and the failure of the  district to provide equitable resources has led me consider alternatives. At this point, I can say I understand why parents consider charter schools.

I think anyone who is a part of this debate knows that many of us do not sit around and discuss ideas with someone from the other side. We have all set up a hostile environment, but even those who have not set a hostile environment join in by just picking a side in the debate. The hostile environment takes place inside schools, on twitter, or at events around town.

I’ve been yelled at in hallways of my school by a teacher, I’ve had teachers tell other teachers not to talk to me, and myself and others have felt silenced in our schools because of our views. That must stop.

Having people step up to make it stop will be the hardest part. It’s hard to break the cycle that we have found ourselves in. Think of how amazing our system would be if we actually collaborated with everyone. I think it would be wonderful.

That is how ideology blinds us and hurts us. Instead of making decisions based on the merits of individual arguments, we make them based on an alignment with ideology. How many board members voted for Dr. Joseph because he wasn’t a charter person? How many failed to question his actions because they were afraid of it opening the door for charter proponents? How many would publicly protest if his actions this year were committed by the head of a charter school?

Weber says something that will get a lot of charter school fans excited (bet you didn’t think you would hear that phrase). The double standard between if a charter school did something or if a district school did the same thing is staggering. There are many times a charter school may get dragged in the mud when a district school does the same thing. Before I started teaching, I remember hearing complaints that charter schools made their students walk silently in a line around the building. I started teaching in MNPS and guess what? We all get students in a line and walk them around school quietly.

I heard that charter schools kick out misbehaving students. I then worked at school that was able to do that same thing at the end of the school year because it was a choice school.

When I mentioned that tidbit years ago on twitter, an anti-charter school board member called for an investigation on that claim and said that it must be stopped. MNPS came back and said that students can be revoked from certain schools. The reply back to that member said, “This is also done at other schools such as East, Hume Fogg, MLK, Meigs, and Lockeland and several other MNPS schools.  Any school that has an option out of zone student at their school who does not follow rules can be ‘revoked’.” They cited a school board policy, which is voted on and approved by the school board, that allows the practice. I never heard that issue brought up in publicly after that. 

If we really want to stop charter school proliferation shouldn’t we follow the leads of Dr. Mike Looney and former Maplewood principal and current director of pupil services for Maury County Ron Woodard, both who say you don’t have to worry about charter schools if you make your school the most attractive option. The only ideology they subscribe to is to make better schools and the same should be true for all of us.. Yet we still fight the same arguments over and over and MNPS becomes less and less responsive to stakeholders.

I just want what is best for students and families in Nashville. That means that I am fine with students attending zoned, magnet, charter, or private schools.

Will Pinkston on the Nashville Chamber Education Report Card

MNPS Board Member Will Pinkston had this to say about yesterday’s release of the Nashville Chamber’s Education Report Card:

After digesting the news accounts of yesterday’s 2016 Education Report Card staged by the Nashville Area Chamber of Commerce, I am more convinced than ever that the Chamber is an enemy of public education — and frankly, it has been for a long time. Consider this passage in Nashville Public Radio’s report, taken directly from the Chamber Report Card: “Over the past two decades, Metro Schools has launched various district reading and literacy initiatives, with no discernible impact on overall reading results.” This is true. However, this line could easily be rewritten to read: “Over the past two decades, the Chamber has meddled constantly in the affairs of Metro Nashville Public Schools, with no discernible impact on overall results.”

The reality is: The last two directors of MNPS — Jesse Register (2009-15) and Pedro Garcia (2001-08) — were the Chamber’s hand-picked superintendents who presided over stagnant growth in reading proficiency and, in Register’s case, a proliferation of struggling schools and lack of innovation to assist English learners, who represent the fastest-growing segment of our student population. I know this because I serve Nashville School Board District 7, where 43% of our students are struggling to learn English. Our lack of progress in helping these kids was a big reason why I led the charge in 2014 to exit Register from the school system and install new management that can think and act strategically.

What was the Chamber’s response? Not surprisingly, the Chamber did not step forward and agree that a leadership change was needed at MNPS. To the contrary, the Chamber and its rubber-stamp Report Card Committee instead attacked me and other board members who actually were confronting problems, versus turning a blind eye to the situation. The fact is the Chamber, through its lack of understanding of public education and lack of leadership in this community, helped to enable poor-performing superintendents for the better part of two decades — while at the same time trying, mostly ineffectively, to destabilize the school board in local elections. Adding insult to injury, the Chamber has advocated to strip the school board of local control while vigorously endorsing vouchers and the unabated growth of charter schools, which drain finite resources at a time when MNPS is now universally considered to be an under-funded school system. If the Chamber and the Report Card Committee aren’t happy with the lack of progress, perhaps they should take a look in the mirror and do some soul-searching. I daresay they won’t see any profiles in courage.

All that said: I’m optimistic that MNPS is finally headed in the right direction. This year, the school board exerted overdue independence and sidelined the Chamber during the search for our new MNPS director. In typical passive-aggressive fashion, Chamber leaders pouted throughout the months-long search process, then tried to take credit for the favorable outcome, and then attempted (albeit unsuccessfully) to oust from elected office one-third of the school board — members who played key roles in ushering in the new leadership. Our new director of schools, Dr. Shawn Joseph, now is doing yeoman’s labor getting his arms around years of problems that have been either created or exacerbated by the Chamber. Thankfully, the Mayor, the Metro Council, and the school board are finally on the same page. We’re all working together to lead public education forward, no thanks to the Chamber.

So now let me send the same message to Ralph Schulz and the Chamber that I sent to former Tennessean columnist Frank Daniels (whose sycophantic and obsequious support of the Chamber helped perpetuate some of this mess): MNPS is going to succeed despite you, not because of you. Merry Christmas and Happy New Year.

Amy Frogge on the Chamber and Charters

As reported earlier, the Nashville Chamber of Commerce released its education report card today.

Board member Amy Frogge did not attend the event and offered an explanation as well as some comments on why she supported the proposed moratorium on expansion of charter schools. The moratorium proposal was pulled from the agenda at last week’s meeting.

Here are her comments:

Today is the presentation of the Nashville Chamber of Commerce’s Education Report Card. I have not attended this event for the last two years and will not attend today. I was actually considering attending this year (it’s a new day in Nashville with a new Director of Schools), but Chamber leaders were up to their old tricks at our school board meeting last week, which left a bad taste in my mouth. Their actions demonstrated, once again, that their first priority is not the health of our school system, which is why I will not attend today’s presentation.

When I first decided to run for school board back in 2012, I contacted several people to learn more about the work. I spoke with a minister who formerly served on the board, and one of her first comments to me was: “I am very concerned about the influence of the Nashville Chamber on education in Nashville.” I was perplexed by this remark and wondered why business executives might have a negative influence on public education. I soon learned. I have since been warned about the Chamber’s influence over the board by several other leaders in the city.

What Chamber leaders chose to do last week is a good example of why I have lost respect for their work. The school board was scheduled to vote on a charter school moratorium. It was absolutely the right thing to do, given the facts (which I will detail below), but then the Chamber got involved. Chamber leaders like to use their powerful connections to twist arms behind the scenes, and they also started a campaign for more charter schools. This was not a grassroots campaign. Instead, the Chamber managed to generate a number of emails to the board opposing the moratorium from people in places like Brentwood, Mt. Juliet, Murfreesboro, and even Claremont, California. The emails came from affluent folks who obviously don’t have children in local schools, who likely don’t even utilize public schools, and who most certainly don’t send their children to charter schools. So what’s this all about? In part, it’s about education for “those” children (something quite different than the education they expect for their own children). However, the primary impetus for these emails is quite simple: Chamber leaders want more charter schools that will drain money from public schools to financially benefit their wealthy friends.

Expanding charter schools has been the Chamber’s number one focus since I’ve been on the board. While I’m all for school partnerships and I do appreciate the business partners the Chamber has brought in to support our high schools, Chamber leaders repeatedly overstep their bounds by trying to set the agenda for the school board. There have certainly been some good folks involved on the Report Card committee who do support public education, but their voices are drowned out by those who are more interested in profit for their rich friends. Top level Chamber leaders have worked hard to control the school board for many years, and they do not seem to recognize that we are duly elected representatives who answer to the public, not them. These folks are used to running things in Nashville, and they expect school board members to hop to.

In my own interviews with Chamber leadership, I’ve been arrogantly lectured, told that school board members should never go into the schools, and admonished that I don’t understand the role of the school board (which apparently should be to cater to the elite). I was so annoyed by these interactions that I finally quit going to Chamber interviews and did not seek their support during this last election cycle. I do not work for the Chamber, and I will not be controlled by the wealthy and powerful.

If Nashville Chamber leaders truly care about our students, they should promote fiscally responsible policies. They would also do well to start trying to work with- and not against- the school board and the Director of Schools. Great partnerships happen when each partner respects and values the role and viewpoint of others.

Here are the remarks that I planned to share at our last school board meeting before the moratorium was pulled from consideration. I hope Chamber leaders read this and take note.

“Currently, there are 1,128 children on wait lists for charter schools in Nashville. Our charter schools currently serve 10.529 students, but by year 2021, the projected enrollment for charters is 18,365, which comprises a 74% increase. That means that even if we don’t approve another single charter school in Nashville, the number of charter seats will nearly double in five years.

In contrast, there are 5,433 students on wait lists for optional schools in Nashville, including both traditional schools and magnet schools. The wait list for one school alone, Meigs magnet school- at 816 students- is nearly as high as the combined wait lists for all charter schools in the city. And if we are truly interested in responding to parent demand, it would make sense to consider opening another Montessori school, because there are nearly 600 students on the wait list for Stanford, one of the city’s two public Montessori options.

Also of note: there are 2,389 students on wait lists for preschool and pre-k programs across the city. It’s important to acknowledge that this extensive wait list includes only children under 6 years of age. There is obviously a huge demand for more pre-k seats, more than double the demand for charter seats.

So while there’s been a well-funded marketing campaign for increased ‘choice’ by the charter sector and a great deal of our tax dollars spent on charter marketing to families, the data paints a very different picture about parent demand. There is simply no demand for more charter school seats in Nashville. The already approved growth of our existing charters schools greatly eclipses any wait lists for charter school seats.

Unfortunately, we have failed to set a clear direction for charter growth in our city. The lack of planning for controlled charter school growth can lead to disastrous outcomes for school districts. In 2013, Detroit schools filed for bankruptcy, and this past June, the state of Michigan had to pay $617 million to bail out the Detroit school system, which was facing bankruptcy again and couldn’t even afford to pay its own staff. Detroit has the biggest share of students enrolled in charter schools than any other city in the US, with the exception of New Orleans, and Detroit has been on the forefront of charter school expansion. Its approach to education, which is based on school competition, has been described as ‘the Hunger Games for schools.’ Philadelphia is another case in point. Philadelphia schools have been plagued by persistent budget deficits, according to a recent audit, which have been attributed largely to charter school growth in the city. As one source summarized, ‘The influence of charter schools mixed with funding cuts for traditional schools combine for a perfect storm of financial distress.’ Similarly, two years ago, Shelby County Schools in Memphis reported a $157 million deficit, which school leaders attributed largely to the explosive growth of charter schools in the city, many imposed upon the district by the state’s Achievement School District. Last year’s shortfall was $125 million, and this year’s deficit is $86 million. The deficit is decreasing because Memphis is closing neighborhood schools to address debt created by the expansion of charters schools in the city. These stories are not scare tactics; they are lessons for us to learn, and we would be wise to pay attention and take heed of how the growth of charter schools is impacting other school districts around the country. And if we need further evidence of the problem, Moody’s Investors Service, which rates the fiscal health of local governments including Nashville, has warned that ‘charter schools pose growing risks for urban public schools’ and noted that ‘a city that begins to lose students to a charter school can be forced to weaken educational programs’ in traditional public schools.

Here in Nashville, we have been warned. Two independent studies of our school system concluded that ‘charter schools will – with nearly 100 percent certainty – have a negative fiscal impact on Metro Schools.’ We cannot rob the schools that serve 90% of our students to feed the charter schools that serve only 10%. Every student deserves a great education, and if we support some students at the expense of others, we have created a major equity problem. It’s particularly baffling to me that we would risk placing our school system at risk when there’s no demand for more charter schools and no plan to pay for them.

And then there’s the question of whether we are really improving outcomes for students by increasing school choice, via charter schools, within our district. Research on the impact of school choice on student learning generally shows mixed results with studies typically showing little or no difference in overall performance compared to traditional public schools.

As this board moves forward in partnership with a new administration, we would be wise to create a strong strategic plan that positively impacts all students. We have allowed the charter sector to create its own vision for growth in Nashville, a duty that should instead fall squarely on the board’s shoulders. The board should set clear parameters for charter growth, decide what programs we could implement to benefit the majority of students, and what investments we must make to ultimately improve our outcomes. We cannot continue to open more and more schools, willy nilly, with no clear vision of how they will serve our needs or impact other schools and students. And we would be foolish to ignore the ample warnings we’re received indicating that charter growth could very well place our already underfunded district in financial distress.

For these reasons, I support the moratorium.”

The Call For A Charter School Moratorium Lacks Transparency

On Tuesday, the Metro Nashville School Board will vote on a charter school moratorium. The policy proposal is being brought by Will Pinkston. As of Monday morning, language of the resolution has still not been publicly shared on the MNPS website.

Will Pinkston calls for transparency for charter schools, but he should also be held to that same transparency. It’s unacceptable that the meeting is tomorrow, and the citizens of Nashville still can’t access the policy that will be discussed.

Sources within MNPS tell me there is a draft floating around, but language is still not finalized. It seems like this policy is being snuck in at the last moment so that the citizens of Nashville cannot give specific feedback before the vote. That’s not right.

If this is what Nashville wants, why does this resolution have to held in the dark?

Because of the lack of transparency, the Metro Nashville School Board should postpone voting on this moratorium until the people of Nashville can read and respond to it.

While on the issue of a moratorium, it should be noted that having a moratorium will give the State Board of Education more power. I wrote the same thing when Pinkston last tried to change charter school policy:

We know that the Nashville school board disagrees with the state being able to authorize local charter schools. If they pass this policy change, they are giving more power the the State Board of Education to overturn charter appeals

The same is true with the moratorium. A moratorium will give the State Board a bigger hand in approving charter schools in Nashville. Nashville should continue to rigorously review and approve the charter schools that best meets the needs of MNPS.

A flat out moratorium on charter schools is not in the best interest of our Nashville schools or their students.

Voucher Vulture DeVos Tapped as Education Secretary

President-elect Donald Trump has reportedly offered Michigan-based voucher vulture Betsy DeVos the role of Education Secretary in his cabinet.

Education Week reports:

  1. DeVos is the chairwoman of the American Federation for Children, an advocacy and research organization which advocates for a variety of forms of school choice including vouchers and tax-credit scholarships. Fellow board members include Kevin Chavous, a former District of Columbia Council member, and Campbell Brown, a former CNN anchor and the founder of The 74, an education news organization that says the “public education system is in crisis” in the U.S.

Fortunately, we have a preview of what education policy could look like if DeVos has her way. Unfortunately, that outlook is pretty grim. In June, I wrote about Detroit’s experiment with school choice — an experiment designed and supported by DeVos. Essentially, the system DeVos champions is one based on chaos:

Chaos. Uncertainty. Instability. That’s what a free market approach to public education brought Detroit. And, sadly, it also resulted in academic outcomes even worse than those expected in one of the worst public school districts in the country.

Choice advocates would have us believe that having more options will lead to innovation and force the local district to improve or close schools. Instead, in the case of Detroit, it led to chaos. The same fate could be visited upon other large, urban districts who fall into the free market education trap. Another unfortunate lesson from Detroit: Once you open the door, it’s very, very difficult to close.

The National Education Association was quick to respond to the reports:

Every day, educators use their voice to advocate for every student to reach his or her full potential. We believe that the chance for the success of a child should not depend on winning a charter lottery, being accepted by a private school, or living in the right ZIP code. We have, and will continue, to fight for all students to have a great public school in their community and the opportunity to succeed no matter their backgrounds or circumstances.

“Betsy DeVos has consistently worked against these values, and her efforts over the years have done more to undermine public education than support students. She has lobbied for failed schemes, like vouchers — which take away funding and local control from our public schools — to fund private schools at taxpayers’ expense.

In fact, the American Federation for Children by way of its Tennessee affiliate, the Tennessee Federation for Children, has spent millions of dollars in Tennessee lobbying for vouchers and supporting pro-voucher candidates for the General Assembly. In four consecutive legislative sessions, those efforts have failed. However, with renewed pressure from the federal government under DeVos, Tennesseans can likely expect an even more aggressive push for dangerous voucher schemes in 2017.

We’ve already seen voucher front group Tennesseans for Student Success spend hundreds of thousands of dollars to elect pro-voucher candidates.

And then there are the reports of voucher lobbyists hiding behind ethics law loopholes to host pro-privatization lawmakers at beach vacation retreats.

To be sure, Betsy DeVos is an advocate of education policies that have failed and she’ll likely seek an expansion of these failed policies through the use of the Department of Education.

Is the MNPS Charter Proposal Illegal? This State Lawyer Says Yes

We learned this past week in a committee meeting that Nashville School Board Member Will Pinkston will ask for a policy change to require charter school proposals to list their location in their application. That would add difficulty to the proposal process because it would require a charter operator to secure a location before they even know if their application is approved by the district.

Many charter schools know the area they will open, but have not secured a location because it’s left to the will of an elected body to approve or deny their application. You can’t get financing to lease or buy a facility before your proposal has been approved.

According to a tweet by Nashville Scene reporter Amanda Haggard, Metro Legal said “if MNPS denies a charter based on not having location,  that (the) state could give them appeal if they chose to.”

School Board Member Sharon Gentry brought up the same fact in the committee meeting that this requirement could result in the State Board of Education overturning the denial decisions from the district.

The State Board of Education agrees, and says that it’s illegal to require charter applicants to have a specific location in their application.

The State Board of Education’s legal counsel, Elizabeth Taylor, said this past week during a State Board meeting that Tennessee law does not require a charter school to have a facility in place when they apply to open a charter school. The law, TCA 49-13-107, lists all the requirements that a charter application must contain, and a facility is not one of those requirements. “No, an exact brick and mortar address is not required at time of application,” Taylor added.

When asked if a local district denied a charter school application because they did not provide a location, would the state board uphold that?

“That would not be legally permissible as the only reason to deny an application,” said Sara Heyburn, the State Board of Education Executive Director.

The proposal brought forth by Will Pinston passed out of committee on a 5-3 vote. The five members voting to send the proposal out: Will Pinkston, Amy Frogge, Jill Speering, Anna Shepherd, and Christiane Buggs.

With 5 members voting this proposal out of committee, there is a good chance that this legislation will pass and become school board policy.

If members vote for this policy change, they are voting for a policy that is possibly illegal and will end up having charter schools approved at the state level more often because of it.

We know that the Nashville school board disagrees with the state being able to authorize local charter schools. If they pass this policy change, they are giving more power the the State Board of Education to overturn charter appeals.

This policy proposal should be voted down.

Rocketship Grounded

Zack wrote earlier about Rocketship Tennessee’s appeal of the decision by the MNPS School Board to deny an amended application to open a new charter school. The appeal goes to the State Board of Education, which has the power to overturn the local decision and authorize the school.

Rocketship says their application should be approved due to a technical defect — the Board met one day later than the 30 day limit to vote on an appeal. Note, Rocketship is not asserting that it has responded to the concerns raised when the initial application was denied, but instead is saying that because of a technicality, it should get to open new schools. To be clear, the amendment does cite self-administered test scores, but the MNPS team assigned to review charter applications found those scores unconvincing.

The MNPS Board voted 8-1 to deny Rocketship’s application on appeal. That’s not a vote down the supposedly predictable pro- and anti-charter lines. That’s a vote that says a solid majority of the board agreed with the charter evaluation team that a denial was appropriate.

Interestingly, Rocketship was also denied a charter expansion last year by MNPS. They appealed to the State Board. The State Board, on an 8-1 vote, denied that application on the same day they approved an appeal by KIPP.

Now, Rocketship is saying it doesn’t matter if they’ve improved their application, addressed the concerns of MNPS, or provided the necessary information to justify a new school — they should just get to do it because of a technical oversight.

MNPS already has two Rocketship schools — the board is clearly not averse to launching Rocketships.

So, why the denial now?

Here’s what the review team had to say:

The review team did not find compelling evidence that Rocketship had sufficiently analyzed their performance data or developed a plan to ensure stronger student outcomes.

In fact, Rocketship’s appeal to the State Board was rejected last year in part because of low performance:

“They did have a level 5 TVAAS composite, which is the highest score overall you can get in growth,” Heyburn said. “But their achievement scores are really low, some of the lowest in their cluster and in the district.”

The MNPS review team addressed this as well:

In summary, with no additional state accountability data to consider, and no compelling evidence presented that provides confidence in the review team, converting an existing low-performing school before Rocketship has demonstrated academic success on state accountability measures would not be in the best interests of the students, the district, or the community.

The MNPS review team did note Rocketship’s reference to the use of the NWEA Measures of Academic Progress (MAP) assessment to bolster claims of academic success in the absence of current state data. However, several problems arise from this claim. First, there is no way to compare the MAP data to other schools in MNPS or across the state. Second, there is no way for MNPS to know if proper testing protocol was followed in administration of the MAP. Finally, the state charter application requires relevant data from state assessments. The MAP does not meet that standard.

Let’s review. Rocketship was denied expansion by MNPS and the State Board of Education last year. Rocketship applied again. MNPS denied them. Rocketship appealed. MNPS denied the amended application by an 8-1 vote. Rocketship is now appealing based on a technicality instead of working with MNPS to find a satisfactory way to address concerns.

If Rocketship should be complaining to anyone, it’s Candice McQueen and the Department of Education for the botched TNReady rollout. Perhaps with test data from this year, we’d know enough to know whether an expansion of Rocketship is justified.

Simply asserting that we need another Rocketship when we’re not yet sure it can fly seems an irresponsible course.

Rocketship Claims MNPS Took Too Long To Act on Appeal and Schools Should Have Been Automatically Approved

Rocketship Tennessee is appealing to the State Board of Education to open a new charter school in Nashville after Metro Nashville Public Schools denied their application on appeal earlier this month in an 8-1 vote.

But in a letter to the State Board of Education, Rocketship Tennessee claims that Metro Nashville Public Schools took longer than the 30 day period to act on the appeal, which would mean the two schools should have been automatically approved. The Tennessee Public Charter School Act of 2002 clearly explains how the appeal works.

The local board of education shall have thirty (30) days either to deny or to approve the amended application. Should the local board of education fail to either approve or deny the amended application within thirty (30) days, the amended application shall be deemed approved.

Rocketship Tennessee claims they submitted their amended application on July 7th. Based on the 30 day rule, Rocketship Tennessee says the Metro Nashville School Board had until August 8th to deny or approve the appeal. The school board did not meet until August 10th, outside of the 30 day time limit, which Rocketship says should mean both of their applications should have been approved.

That is just a small portion of the appeal to the State Board of Education. Rocketship Tennessee currently has over 1,100 students in their two Nashville locations. Unlike most charter schools, Rocketship opened a full K-4 school at once instead of the grade by grade expansion that other charter schools do. Rocketship Tennessee has a waitlist of over 200 students for their Nashville schools.

With the lack of TNReady assessment data, Rocketship is providing their own normative assessment data to show that the school should be approved.


Our confidence in our Rocketeers’ continued growth is grounded in their performance on the NWEA Measures of Academic Progress (MAP) assessment, a nationally norm-referenced exam that evaluates both math and reading/language arts proficiency. On MAP last year, 63% of our students moved up one or more quartiles (or remained in the top quartile). Our first-year Rocketeers in Nashville grew 1.5 years in math and 1.4 years in reading.

This is powerful proof that our personalized learning model is meeting the unique needs of each and every student. By meeting students where they are academically, we are putting them on the gap-closing path.

This is the second time that Rocketship Tennessee has appealed to the State Board of Education, with the original appeal being rejected in October 2015.
