As Tennessee moves forward with the implementation of a school privatization commission, the Department of Education has hired the former Superintendent of Public Instruction from Nevada to serve as a consultant on the project, Chalkbeatreports.
The former superintendent of public schools in Nevada is the chief consultant developing Tennessee’s new charter school commission. Steve Canavero’s $50,000 contract with the Department of Education began on Feb. 1 and will end on June 30, with an option to renew at that time, according to documents obtained by Chalkbeat.
He is working with the Tennessee Public Charter School Commission, created under a 2019 law that was proposed by Gov. Bill Lee. Beginning in 2021, the nine-member panel will take over the state Board of Education’s responsibility in overseeing the state’s growing sector of the publicly funded, privately operated schools.
Lee has demonstrated an unwavering commitment to charter schools, even doubling the funds available in a charter school slush fund in this year’s budget and pushing for the advancement of charters in rural communities.
This is in keeping with Lee’s alignment with Betsy DeVos’s school privatization agenda.

On Feb. 5, Gov. Bill Lee’s education chief presented the department’s “Best for All” plan to layout the administration’s goals for future of education in Tennessee.
During the 27-slide presentation, commissioner Penny Schwinn briefly described a new initiative to increase the number of charter schools operating in rural school districts.
Schwinn told the audience of mostly legislators and staff that a $24 million line item for “Charter Schools Facilities Funding” in the governor’s budget included a $10 million, one-time grant for high school charter facilities called “Innovative High School Models.”
Schwinn said:
“…and Innovative High School Models. The thing that I want to touch on there is the governor proposed $12 million recurring, $12 million one time for charter school facilities funds.
One of the things that we’re proposing with the one-time funds is $10 million that would go to help build public charter schools with districts — in partnership with districts — to create more opportunities for students in rural communities.
One would suspect that rural districts would be very interested to know the Commissioner’s plans for expanding charter schools into their territory. Perhaps the new school privatization commission will be the vehicle to make this happen?

Last week was “National School Choice Week,” and odds are you’re confused. Why was there a week dedicated to something nobody would argue against? Shouldn’t every child be able to attend a great school?
The answers lie in who paid for the bright yellow scarves and signs on display at last week’s thousands of events.
Surely some well-meaning parents and students celebrated. But they were joined by powerful people who, despite what they say, don’t believe that every child deserves a great school.
Instead, these people believe in a certain kind of choice over all others. In their worldview, market choice is more important than democracy, parents are consumers rather than members of a broader community, and education is a competition between students, with winners and losers.
National School Choice Week was founded in 2011 by the Gleason Family Foundation, the philanthropy arm of a machine tool manufacturing company in Rochester, New York. As of 2017—the most recent year data is publicly available, albeit incomplete—the foundation gave at least $688,000 to organize the self-described “nonpartisan, nonpolitical, independent public awareness effort.” The total is likely higher—in 2014, the foundation’s spending on the week topped $4.3 million.
The Gleason Family Foundation has little public presence, not even a website, but much can be gleaned from who it supports. As of 2016, it had given money to the American Legislative Exchange Council (ALEC), the Cato Institute, the Friedman Foundation for Educational Choice (now called EdChoice), and countless other conservative organizations bent on privatizing public education.
So, the “choice” in National School Choice Week clearly means certain educational options, namely private school vouchers and charter schools, which are publicly funded but privately operated.
But it goes further than that. By recklessly pushing vouchers and charter schools at all costs, the privatizers funding the school choice movement actually aim to eliminate choices for parents, students, and teachers.
Shouldn’t parents have the choice to send their child to a well-funded neighborhood public school? Yet, private school vouchers siphon precious funding from public school districts, many of them already struggling to raise revenue.
Additionally, research has shown that each new charter school that opens diverts money from districts. Charter schools cost Oakland, California’s school district $57.3 million per year, meaning $1,500 less in funding for each student who attends a neighborhood school. Last fall, the struggling district moved forward with a plan to begin closing 24 of its 80 schools. Budget pressure caused by unlimited charter school growth surely contributed to this decision.
Simply put, allowing more and more charter schools to open threatens the existence of by-right, neighborhood public schools.
Polling shows that parents prefer neighborhood public schools, as long as those schools receive adequate investment. A majority of Americans also agree that public schools need more money. Yet, the well-funded, conservative members of the school choice movement don’t agree with these choices.
ALEC and think tanks like Cato are staunch advocates for lower taxes on corporations and the wealthy, which has slowly drained money from America’s public education system, especially in the wake of the 2008 recession.
The majority of states continue to spend less on education than they did ten years ago. More than half of the country’s public schools are in need of repairs. In 2018, more than 60 percent of schools didn’t employ a full- or part-time nurse. Nationally, teacher pay is so low, nearly 1 in 5 teachers works a second job.
This all fits squarely with the school choice movement’s worldview that market competition belongs everywhere, even in public education. Instead of investing in all public schools, and especially those where the needs are greatest, the likes of the Gleason Family Foundation want our communities to leave public education up to private markets.
Simply put, the funders of National School Choice Week don’t share the same values as the many parents who just want a great school for their child.
Here’s what school choice should mean: every family should be able to make their neighborhood school their top choice, and every school should be a first choice for somebody.

Nashville school board member Amy Frogge takes on the notion of “school choice.” Here’s what she has to say:
Let’s consider for a moment the notion of “school choice.” This phrase is a political term that has been used to promote school privatization (through vouchers and charter schools). We hear the phrase frequently these days because it is spread by political PR machines to pave the way for money-making schemes through public education. This seemingly innocuous term appeals to many parents and citizens who are unaware of education policy debates and just believe that this term means allowing parents to choose great schools for their children. Of course, no one is opposed to giving parents options, but that’s not what “school choice” really means in the context of education discussions now.
As education historian Diane Ravitch documents in her most recent book, “School choice, it should be remembered, was the goal of Southern governors in the decade after the U.S. Supreme Court’s Brown v. Board of Education of Topeka decision of 1954. For many years, the term ‘school choice’ was stigmatized because most people, familiar with the backlash to the Brown decision, understood that ‘choice’ was a strategy devised by Southern governors to preserve racial segregation. The racist origins of school choice are well documented.”
Because the history of this phrase is largely forgotten, the use of this term from disparate groups makes for some strange bedfellows in the political world. On one hand, there are there are those who support “choice” from the perspective of need. These folks, primarily people of color, live in marginalized communities that have suffered decades of disinvestment. Their schools, which are segregated, underfunded, and often overcrowded, serve the neediest children without adequate support to meet the needs of those children who have experienced trauma and difficult life circumstances. When these families exercise “choice,” they are contributing to greater equity in the school system, and I am sympathetic to their circumstances. Charter schools appeal to these families, who see charters as a way to escape their neglected neighborhood schools.
On the other hand, “school choice” is also promoted by more affluent, white parents who would prefer more segregated public schools. This agenda is being driven by billionaire white men, who like to utilize (paid) people of color as the face of their movement. The white parents supporting the segregation agenda sometimes openly push to keep black children out of classrooms with their own children. In a bizarre twist, these white parents often end up advocating for “choice” alongside disenfranchised African-American parents who have suffered discrimination.
Ultimately, the real “school choice” debate should come down to equity, or in other words, ensuring that every child gets a fair shot at a great education. When children are bussed off to schools outside their zones or when families select schools across the city, the underlying question is whether those “choices” increase or decrease equity in the school district overall. I have long advocated for families on the west side to try their zoned schools, because this increases equity and also because our schools are very good, despite the bad rap they sometimes receive. I have long opposed charter schools because they decrease funding for schools serving the neediest students, because they increase school segregation, and because they are unregulated, which leads to fraud and misuse of taxpayer dollars. These, again, are equity issues.
But here’s the underlying problem: MNPS has not undertaken the work necessary to create effective pathways for ALL children to be well served. Opening the door wide to random “choice” may provide good options for some families, but leaves many more- almost always children in poverty- behind. I am hopeful that we will finally begin this work with Dr. Battle, who, having grown up in Nashville, truly understands the disparate needs of different areas of the city. The school system and the city, not parents, should be held responsible for ensuring greater equity across our district, and we should invite parents to help us in our work. The feeding frenzy we have created around the MNPS lottery system and certain schools only serves to decrease equity. The ideal is to have well-resourced schools in every neighborhood that are well supported by parents and their communities.
In the end, it’s really about the common good. “What the best and wisest parent wants for his child, that we must want for all the children of the community. Anything less is unlovely, and left unchecked, destroys our democracy.” (John Dewey) We must welcome all children regardless of their circumstances, provide greater resources for schools serving children with the greatest needs, encourage parent involvement, ensure that all of our schools are safe learning environments, and build community through our neighborhood schools, no matter where they are located. That’s the real secret for success.

Last year, Governor Bill Lee doubled the charter school slush fund while only offering a pittance to public school teachers. This year, he’s pulling a similar trick, again doubling the charter school slush fund — from $12 million to $24 million — while offering teachers a paltry 4% increase in the BEP salary number (which means an actual raise of about 2%).
Lee’s 2020-21 budget includes $24 million in funding for charter school facilities. This is a 100% improvement over the 2019-2020 budget. Simultaneously, Lee is touting a 4% increase in BEP funding for teacher salaries. This means an actual raise of less than 2% for most teachers. Even if you assume a net gain of 4%, you get a 70 cent an hour raise.
Let’s be clear: Governor Lee prioritizes charter schools over Tennessee’s public school teachers. His last two budgets make that plain.
It’s also worth noting that Lee has made NO effort to improve BEP funding even as the state’s own Department of Education indicates we are 9000 teachers short of proper funding:
In Tennessee, classroom size requirements have forced districts to hire more than 9,000 teachers beyond what the BEP provides to pay for their salaries, according to a statewide analysis presented by the Department of Education in December to the BEP Review Committee.
So, we’re at a minimum of $500 million short of properly funding our schools and Lee’s proposal is to give the teachers we have a 2% raise. No word on improving the BEP. No word on a significant salary boost for existing teachers. Just 2% for teachers (4% in BEP funds), and another 100% increase for charter schools.
Could Gov. Lee’s priorities be more clear?

The Washington Post‘s Valerie Strauss features an excerpt from Diane Ravitch’s latest book Slaying Goliath that tells the story of Nashville School Board member Amy Frogge and her relentless advocacy for public schools. Highlights follow. The short version: Don’t f*** with Frogge.
Amy Frogge is a lawyer and a parent of children who attended Gower Elementary School in Nashville, Tennessee. In 2010, the city suffered a devastating flood, and people came together from across the city and even from out of state to help rebuild the damaged neighborhoods. Frogge was impressed by the energy that is generated when people coalesce behind a common goal. Aware that the Parent Teacher Organization at Gower Elementary was moribund, she and another parent decided to rebuild it. Over a year, they enhanced parent engagement, developed new community partnerships, and helped to bring about major improvements in the school’s performance, atmosphere, and culture.
Determined to “give back to her community,” Frogge decided to run for the Metro Nashville school board in 2012. With the help of many volunteers, she rang doorbells across her district. She raised $25,000. Her opponent was endorsed by Nashville mayor Karl Dean, the Chamber of Commerce, the local teachers’ union, and the Gates-funded group called Stand for Children. Her opponent spent $125,000, five times what Frogge spent. But Frogge won by a two-to-one landslide. When she ran, she was unaware of the national debates about privatization. She just wanted to do her part as a citizen. She quickly learned about the efforts by national charter chains to gain a foothold in Nashville and decided that this was not good for the local public schools.
Frogge emerged as an articulate critic of privatization and Corporate Disruption. In her role as a board member, she wanted expanded recess time, more time for art and music, less time devoted to testing, and increased funding for the schools, but these issues were overshadowed by the persistent struggle between the school board and the state over charter expansion. She courageously stood up to the right-wing governor, the legislature, the state commissioner, and Mayor Dean, who were all pushing for more charters in Nashville. The local newspapers criticized her as “divisive” and “shrill” for taking a stand (these are the words applied to women who speak out but not to men, who are seen as “forceful” and “strong”). The newspapers grew tired of her complaints about the large amounts of outside money that poured into school board races.
In 2016, Frogge ran again for the school board, and she was now Enemy Number One for the Disrupters. In hopes of ousting her, they funneled over $200,000 into the race, most of it directed through the Gates-funded Stand for Children. She won again, receiving 65 percent of the vote. Voters liked the principled stand that she took supporting public schools and demanding accountability and transparency for charters.
Amy Frogge recalled in an interview with T. C. Weber, a Nashville parent-blogger, that her husband had given her a clip of the Reverend William Barber, the charismatic leader of the Resistance in North Carolina who has often been compared to Dr. Martin Luther King Jr. Reverend Barber has championed progressive causes of every kind, including public education. Frogge remembered this message:
“When you’re called to service it’s often not convenient. It’s often very difficult and it is exhausting, but we are not allowed to give up. We don’t get to determine when it’s done. I think many of us have made huge sacrifices to continue to try to advocate for students and our teachers and our families.

Chalkbeatreports that while Tennessee’s Achievement School District (ASD) may effectively be ending, another state-run charter-centric district may emerge to take its place.
Tennessee’s proposal to move all 30 schools out of its struggling turnaround district is already sparking debate about exactly who should run them if the plan gets legislative approval.
House Education Committee Chairman Mark White says any charter schools in the Achievement School District should be entrusted to the state’s new charter commission — not their local districts.
But Rep. Antonio Parkinson says White’s plan would just create an ASD under a different name:
“Moving these schools to the new charter commission would amount to a sleight of hand,” said Parkinson, a Memphis Democrat. “It would just essentially create another state-run district that’s called by another name.”
In fact, that’s exactly what happened in Nevada:
Nevada took a similar approach last year when closing its achievement district after struggling to attract charter operators and facing intense pushback from the communities it served. Four charters from that district now operate under a state-run charter school authority.
The State Charter Commission, Gov. Bill Lee’s vehicle for usurping local school board authority and privatizing public schools, is still in the startup phase. White’s proposal verifies the intent of the Commission — to undermine public education by continuing the proliferation of charter schools.
Also, it’s not clear why White believes this commission will be any better at managing the ASD charters than the ASD was. By contrast, Shelby County’s iZone schools have proven to be successful and returning the ASD charters to district operation there means sending those schools back to a district with a proven ability to get results.
White’s plan is simple: Change the name, keep playing the same “reform” game.

Jeff Bryant writes about the 2020 Democratic Presidential candidates and the shift in the national Democratic party on issues like charter schools:
Education has been mostly ignored in previous presidential elections, and the topic had not come up for serious discussion among the candidates in televised debates prior to the Public Education Forum 2020, held in Pittsburgh on December 14. But at an event in which candidates knew they would have to field some tough questions about education issues and be held closely accountable for their answers, most of the leading candidates—including the front-runners—showed up and welcomed the dialogue. Furthermore, the tables were turned on who controlled the dialogue. “How many times have we been dictated to, have we been told to do?” asked American Federation of Teachers president Randi Weingarten. Teachers, students, and community organizers who’ve wanted more of a dialogue with political candidates and elected officials have often been “silenced,” Weingarten stated. But what unfolded in Pittsburgh was “a paradigm shift,” she said, because the candidates had to “actually listen” to the folks who inhabit the world that is “the farthest place in the universe,” to use Bennet’s words, from education policymakers in Washington, D.C. The candidates heard that “the priorities of the federal law should be to level the playing field to make sure that kids… actually have the things they need,” she said. “These candidates are listening to us.” The change in heart of Democratic candidates has been a long time in coming.
The Tennesseanreports that Nashville’s RePublic High School (a charter school) will be placed on probation in January:
Nashville’s RePublic High School will be placed on academic probation for the 2020 year due to low performance on state measures.
The charter school will begin its probation on Monday, with Metro Nashville Public Schools officials monitoring academics and operations until December, according to a letter sent to the school in November.
At that time, if there aren’t improvements, the school will either be recommended for closure or be placed on a second year of probation, according to the letter.
The move comes even as the Tennessee State Board of Education is forcing charter expansion across the state.
A recent report on federal charter expansion funds spent in Tennessee indicates:
One hundred and twenty-one grants were given to open or expand charter schools in Tennessee from the federal charter schools program between 2006-2014. At this time, at least 59 (49%) of those charter schools are now closed or never opened at all. Forty-three of the 59 grant recipients never opened at all.
Of the 43 that never opened, 38 did not even have a name. Only a grant amount was listed.
In total, $7,374,025.00 was awarded to Tennessee charter schools during those years that either never opened or shut down.

This holiday season has been hard on many Nashvillians in the wake of Metro government’s budget woes.
Affordable housing advocates are seeing funding cut for their initiatives. Criminal-justice reformers are being told they’ll have to wait longer than promised for the rollout of police body cameras to protect innocent citizens. Taxpayers are bracing for steep rate hikes to bail out the city’s bankrupt water and sewer system. And the list goes on.
Yet despite citywide fiscal austerity, Metro Nashville Public Schools officials are clinking champagne glasses in celebration of their latest plans to expand taxpayer-funded privately run charter schools.
During the past three months, MNPS Interim Director Adrienne Battle has quietly recommended that taxpayers fund an estimated $45.6 million in additional cash outlays for charter growth over the next five years. Battle not only pushed for a new charter school that will quickly grow to nearly 600 students, but unveiled plans to expand three existing charter schools.
Additional recommended charter growth is anticipated in the New Year — even though MNPS principals and teachers report that more charters are unneeded and unwanted, and siphon away resources from competitive teacher pay and adequate support in the classroom.
So what’s driving the MNPS agenda? Clearly, Battle does not understand the destabilizing effect that charters have on traditional public education — and she has no regard for the fiscal problems facing the rest of Metro government. Insisting on the costly privatization of public schools is a slap in the face to Mayor John Cooper, the Metro Council, and Metro employees who are tightening their belts while the school system writes blank checks for charters.
No doubt, the charter zealots will respond by flooding social media with myths. They’ll claim:
Myth #1: Charters are better than traditional schools. Fact: Charters cherry-pick in admissions to enroll students who are more likely to succeed, and then “counsel out” kids who don’t make the grade. Each spring, school board members are inundated with complaints about charters sending kids back to zoned schools prior to testing season. Not long ago, investigators found that California-based charter operator Rocketship — which Battle is recommending for a new school — failed to provide services to students with disabilities and forced homeless students to pay for uniforms.
Myth #2: Charters don’t cost more money. Fact: An independent analysis commissioned by the school board found that charter schools will, “with nearly 100% certainty,” have a negative fiscal impact on MNPS. Former Mayor Karl Dean pushed for a competing audit to refute the findings, but his auditors instead confirmed that when charter schools open, they suck funding out of traditional schools where costs such as staffing, maintenance and technology cannot be easily adjusted.
Myth #3: Charters are in high demand and families are entitled to school choice. Fact: Wait lists at most Nashville charters are minimal or non-existent. Meanwhile, in this environment of finite taxpayer resources, charter families are not more entitled to choice than working families are entitled to affordable housing. Charter families are not more important than citizens subjected to police brutality. Charter families’ wish lists should not be prioritized ahead of basic municipal needs, including clean water and reliable sewer services to homes and businesses.
Defeatists in the fight to protect public education will just shrug and say: “We have to do charters because state law says so.” The competing argument, of course, is simple: Stand up against hostile state laws. Nashville can learn from Memphis, where leaders are taking control of their school system after more than a decade of hostile, state-mandated charter intrusion.
Heading into 2019, MNPS went five consecutive years without approving a new charter school. Now, unfortunately, the school system is sliding backward and reigniting charter growth at a time when local taxpayers can ill-afford it.
