Tennessee’s school funding formula, the BEP, is broken. It fails to adequately fund teaching positions. It fails to account for actual salaries paid to teachers. It fails to provide the money necessary to adequately equip schools. There’s simply not enough funding for nurses or counselors or other key support staff.
