Tennessee PTA Statement

Statement of Tennessee PTA President Kim Henderson:

Tennessee PTA joins with others throughout the nation who are deeply saddened by the continued examples of racism, systemic discrimination and injustice that are present in our society.

We support National PTA president Leslie Boggs who said “This ongoing problem of unequal justice has led to protests across this country and continues to have a profound effect on African Americans and communities of color, who feel hurt, frustrated, angry and afraid. Our nation must do better, and PTA stands with those who peacefully seek to inspire meaningful change…Our transcendent goal has always been to change the lives of children for the better and we will continue to ensure our society values and protects every child. We encourage PTA members and all concerned citizens to speak out and demand that every child be afforded the opportunity to make their potential a reality. Together, we can move above and beyond the perceived division of our diverse experiences and build a shared experience—the experience of working together as human beings, intent on building a better nation and world for our children’s future.”

PTA’s mission is to make every child’s potential a reality by engaging and empowering families and communities to advocate for all children. Tennessee PTA stands and advocates for equal opportunities for all children and youth. We work to amplify the voices of those who are too often unheard. It is time for all our members and the communities in Tennessee to participate in honest and open discussions and earnestly listen to those in our communities of color. We must have empathy, examine our own thoughts and feelings and then speak up and work to find ways for improvement which will alleviate injustice, cultural biases and discriminatory practices ensuring a better future for our youth.

TN PTA on Testing

As Governor-elect Bill Lee prepares to take office, the Tennessee Parent Teacher Association (PTA) outlines a position on state assessments, including calling for flexibility at the high school level to choose tests outside the TNReady framework.

Here’s the full position statement as adopted on November 3rd:

After continued problems with the electronic administration of standardized tests, the Tennessee PTA board of managers calls for the Tennessee Department of Education to establish reliable administration of online tests through proven piloted or implemented testing methods and platforms that do not impede the learning environment of students and educators.

 

The Tennessee PTA board of managers believes in testing accountability; however, missed class time and the lack of new material not introduced is a deterrent to student achievement and to the social emotional well-being of students and educators. We continue to support and educate parents to advocate for their children to be successful in school and in life.

 

The Tennessee PTA board of managers:

• Believes that high-quality assessments provide valuable information to parents, teachers, community and school leaders about the growth and achievement of their students.

• Considers that a test should be one of multiple tools used in a comprehensive assessment system to evaluate and assess student growth and learning.

• Believes the current methods in grades 3-8 TCAP and high school EOC (End-ofCourse) assessments as administered causes loss of quality instruction time in the classroom.

• Calls for the Tennessee Department of Education to establish an annual assessment that is aligned with relevant and rigorous state standards in English/Language Arts (ELA), Math, Science, and Social Studies. These assessments should also be aligned to multiple tools that elicit timely feedback to be shared with the students, educators, and parents.

• Believes it is important to keep the testing window narrow enough to ensure all Tennessee students are adequately assessed in a timely manner.

• Believes that school districts should have the flexibility to choose high school standardized assessments that align with the ACT College Readiness Benchmarks and meet Every Student Succeeds Act (ESSA) criteria for determining students to be college and career-ready.

 

The Tennessee PTA board of managers acknowledges the effort of the Tennessee Department of Education’s Third Task Force on Student Testing and Assessment, and is confident that with a collaborative and transparent process the Tennessee Department of Education will regain the trust and support of students, educators and parents.

PTA on TNReady

The Tennessee PTA issued the following statement on the latest TNReady troubles:

Tennessee PTA encourages the Tennessee Department of Education to mandate more stringent procedures to avoid problems with TNReady outcomes and testing. Teachers, parents and students have the right to timely accurate information on academic performance in order to make informed decisions and provide student support.

Tennessee PTA Opposes DeVos

The Tennessee PTA released a statement today expressing opposition to Betsy DeVos as Secretary of Education. The statement comes ahead of a scheduled Health, Education, Labor, and Pensions Committee (HELP) vote on DeVos’s confirmation.

Here is the statement:

Tennessee PTA is the oldest all-volunteer child advocacy association in Tennessee. As an association, Tennessee PTA annually presents legislative priorities, position statements, and resolutions identifying advocacy positions. Here are a few of our positions that are threatened by the nomination of Betsy DeVos as U.S. Secretary of Education:

·         Tennessee PTA supports public education – The foundation of our American society is to provide free public education so that every child may achieve their dreams. We need a strong leader in the U.S. Department of Education that has experience in the public school system and is aware of the concerns of parents, teachers, and students within the system.

Tennessee PTA Board of Managers does not feel Ms. DeVos has the needed awareness for public education. We support the availability of education for all children.

·         Tennessee PTA supports higher education as priority in the State – The ‘Drive for 55’ highlights the gap between high school and post-secondary education within the state. It was the use of federal funding that started the reforming of public education in Tennessee and the improvements in student access to information. Obtaining a higher education often requires an awareness of grants, scholarships, loans.

Tennessee PTA Board of Managers stresses the importance of post-secondary education to our students.  We do not feel Ms. DeVos has the needed preparation to take over higher education opportunities.

·         Tennessee PTA has long supported our exceptional children –  The Individual with Disabilities Act (IDEA) and 504 plans are well established federal laws that have assisted parents and schools to partner on educating exceptional children. Ms. DeVos’s response about IDEA and the lack of understanding of a federal law within disability education runs counter to Tennessee PTA’s long standing commitment in this area.

·         Tennessee PTA each year stands against vouchers – Parents should be empowered with real choices, if the integrity of public schools remains intact. We acknowledge charter schools as one avenue to school reform and support them when designed in accordance with the National PTA’s resolutions and position statements. We oppose diverting public funds to private and parochial schools through vouchers or similar efforts such as school choice.

Tennessee PTA Board of Managers believes that all schools receiving public funds should be held accountable to the same standards and requirements. We do not feel that Ms. DeVos shares these same beliefs.

Tennessee PTA Board of Managers opposes the confirmation of Betsy DeVos as Secretary of Education. Please take our concerns into consideration and make the best choice for the children of the United States and for their education.

The Education Agenda

What’s the best way to move Tennessee schools forward? It seems lots of people have opinions about this.  And some organized groups (teachers, superintendents, parents) are familiar faces around the General Assembly as education legislation is discussed, debated, and voted on.

Here, I attempt to break down the education agenda according to various groups attempting to influence the debate at the General Assembly this session.

Professional Educators of Tennessee (PET)

This group of teachers is the smaller of the two organizations in the state representing teachers (the other being the Tennessee Education Association).

We’ve written about PET’s 2014 agenda before.

Essentially, they are focusing on teacher licensure (and the use of TVAAS to determine continuation), protection of student and teacher data, and testing.

Tennesseans Reclaiming Educational Excellence (TREE)

We reported last week on the launch of this new group. They appear to stand in opposition to much of the current reform agenda in Nashville (state charter authorizer, vouchers, etc.). They also support full funding of BEP 2.0.

Tennessee Education Association (TEA)

TEA is the state’s oldest and largest association of teachers.  The TEA has historically opposed the expansion of charter schools and the use of public dollars for private schools (vouchers). They have a fairly wide-ranging legislative agenda. Additionally, they are currently undertaking a “road trip” to expose flaws in the Tennessee Value-Added Assessment System (TVAAS).

Tennessee School Boards Association (TSBA)

As its name implies, this group represents school boards across the state.  Though a few systems are not members, most in Tennessee are.  Here’s their complete agenda.  The organization opposes vouchers and opposes revoking a teacher’s license based solely on TVAAS data.

Tennessee Organization of School Superintendents (TOSS)

The statewide organization representing school superintendents.  Their full legislative agenda can be found here. TOSS opposes vouchers, a statewide charter authorizer, and the revocation of a teacher’s license based on TVAAS data.

Statewide Collaborative on Reforming Education (SCORE)

SCORE is headed-up by former U.S. Senate Majority Leader Bill Frist.  The organization is comprised of many education stakeholders and aims to provide information to policymakers as they make decisions that impact schools.  They have been supportive of the new teacher evaluation model and are the leading organization in Tennessee in support of the Common Core State Standards.  More on SCORE here.

Stand for Children

This organization has been active in Tennessee since 1999.  For the sake of full disclosure, I worked for Stand in TN from 2007-2009. The organization made its mark in Tennessee advocating for expanded access to Pre-K.  According to a recent email from new Executive Director Betty Anderson, the organization plans to focus this year’s legislative efforts on maintaining the Common Core State Standards.  They are also supportive of expanded access to Pre-K and to improvements to the BEP.

StudentsFirst

This is the Tennessee affiliate of Michelle Rhee’s nationwide StudentsFirst organization. Here’s the group’s official issue agenda.  They have been supportive of vouchers, a statewide charter authorizer, and teacher merit pay.

Tennessee Parent Teacher Association (PTA)

The Tennessee PTA is comprised of parents organized at the local school level. While these groups typically support their specific school, the PTA also supports schools and students in the community and state. Their complete legislative agenda can be found here. The PTA includes in its agenda support for the inclusion of parent and student feedback in teacher evaluation and the use of “strategic compensation” for teachers.  They also support the Coordinated School Health program and changes to the BEP that would provide funding for additional nurses. The PTA opposes vouchers.

School Choice Now

This group is a joint project of the Tennessee Federation for Children and the Beacon Center of TN.  Their focus is on a statewide school voucher program, which they call “opportunity scholarships.”

Those are the major groups I’m aware of attempting to influence education policy in Tennessee. There are likely others.  But this is a starting point to understanding what’s going on at the Legislative Plaza regarding education policy and who is pushing for what policies.
