Another F

The Education Law Center recently published its annual analysis of school funding in the states. Once again, Tennessee received a grade of “F” in both funding level and funding effort. I could actually write this exact same story every single year. Tennessee doesn’t adequately fund our schools. The bipartisan group TACIR – Tennessee Advisory Commission on Intergovernmental Relations – says the state is $1.7 billion behind where we need to be in funding for schools.

We also fail at funding effort – that is, we have significant untapped revenue and high dollar amounts held in reserve while our schools lack the critical resources they need to be successful.

Meanwhile, so-called education advocates like SCORE run around touting the latest new thing (this year, it’s a literacy scheme) instead of using their considerable clout and fundraising ability to push for meaningful investment in schools. Of course, the leadership over at SCORE is not hurting for cash based on their salaries.

A state’s funding level is measured by analyzing the combined state and local revenues provided through the state school finance formula, adjusted to account for regional variations in labor market costs.

A state’s funding level grade is determined by ranking its position relative to other states; the grade does not measure whether a state meets any particular threshold of funding level based on the actual cost of education resources necessary to achieve state or national academic standards

Depending on a state’s overall wealth, every tenth of a percent (0.1%) of state GDP invested in PK-12 public education can have a big impact. For example, that figure is $33 million in Vermont – the nation’s smallest economy – and up to $3 billion in California – the nation’s largest. Figure 3 juxtaposes a state’s relative effort (compared to the national average) with its per capita GDP to contextualize how the effort index interacts with the state’s relative wealth to produce high or low funding levels.

So, here’s the deal: Tennessee has the resources to make meaningful investments in our schools. Our leaders are choosing not to. Year after year after year. Policymakers run for office making all sorts of promises about investing in schools, and fail to deliver. Of course, in the case of Bill Lee, he promised to privatize our schools and he’s attempting at every turn to deliver on that promise.

Tennessee isn’t adequately funding schools, and despite political rhetoric to the contrary, our leaders aren’t trying. At all. Ever.

So, when your local representative or senator comes to an event and tells you they support your schools, you can tell them the truth. Their actions suggest otherwise.

Bad Company

A new report released by the Education Law Center puts Tennessee in some bad company when it comes to school funding and student achievement. That is, Tennessee is among the states with low funding and relatively low student achievement compared to the national average.

Authored by researchers at Rutgers University and released by Education Law Center, the report shows that most U.S. states fund their public schools at a level far below what is necessary for students in high-poverty districts to achieve at even average levels in English and math.

It’s not good when in the key findings section, Tennessee is mentioned more than once — and not among those the report’s authors suggest are doing what’s best for students.

From the report:

  • In numerous states – including Arizona, Tennessee, Alabama, Michigan, and Georgia – only the lowest-poverty districts have sufficient funding to reach national average student achievement outcomes.

And:

Alabama, New Mexico, Michigan, South Carolina, Georgia, and Tennessee are not far behind in that they also have very low per pupil spending and low outcomes relative to the national average.

We’re not in good company. When Tennessee is mentioned in this report, which uses NAEP data and district level per pupil spending, we are mentioned among those states not investing sufficiently in high-poverty districts to achieve even average outcomes.

A number of Tennessee’s high-poverty districts lack the local fiscal capacity to improve investment. Improving state level spending could address this issue.

This may explain why under the old TCAP testing system, scores tracked the poverty and investment rates of districts. The same may well be true of TNReady, though it is new and has yet to be fully administered in a successful fashion.

While a tiny bit of effort is being made this year in terms of providing funds for as yet unfunded RTI mandates, Tennessee has much more to do in order to improve the education situation across the state.

Our own Comptroller suggests we’re about $500 million short of where we need to be in order to properly fund public education. A pair of lawsuits from school districts are pending, each of which claims our state is failing when it comes to funding schools. This report lends credence to those claims.

Tennessee Education Summit: What About the Money?

Governor Bill Haslam was joined by Lt. Governor Ron Ramsey and House Speaker Beth Harwell today in hosting a Tennessee Education Summit.

The event focused on a range of education policy issues and included presentations on topics such as Standards and Curriculum, District and Teacher Accountability, and School Choice.

One topic not mentioned was the current level of financial support for public education provided by the state. While Governor Haslam has convened a BEP Task Force to study the current funding formula, he’s also said that task force won’t be talking about more investment, but about different ways to slice the current funding pie.

The closest anyone came to addressing the funding challenges faced by Tennessee school districs (Tennessee now invests less per pupil than Mississippi) was when Tennessee Teacher of the Year Wanda Lacy asked about what was being done to help teachers who received scores below a 3 on the state’s new teacher evaluation system.

The response was that the intervention for these teachers was left up to the district. That is to say, the state provides little or no funding for mentoring, coaching, or other support mechanisms that may be used at the district level to help improve teaching practice.

The issue of money was again approached when discussing the state’s transition away from TCAP and toward a new testing model better aligned to Tennessee’s current state standards. Because the tests must be completed online, many districts are being forced to upgrade their technology. Here again, the state’s support for this new technology lags behind what many districts need to catch up.

Not mentioned was Governor Haslam’s October 2013 promise to make Tennessee the fastest-improving state in the nation in teacher pay or any way the Governor or General Assembly might make that happen.

Tennessee has historically made big education promises only to fail to deliver when it came time to fund them. This was true of Lamar Alexander’s Career Ladder program, the original BEP, BEP 2.0, and now the new evaluation system which does not include funding for attendant support of teachers identified as below expectations.

In fact, a report released in Janaury by the Education Law Center indicates that Tennessee is among the worst states in the nation in terms of its investment in public schools. The report uses statistical methods to compare funding levels across states taking into account the different cost of living and socioeconomic factors of each state. In terms of raw funding level, Tennessee falls in the low to mid-40s among all states. Yes, Tennessee now spends less per student than Mississippi, as I mentioned above. Perhaps even more striking, Tennessee is near the bottom in terms of funding “effort,” a category that rates a state’s ability to fund public schools compared to the actual dollars invested. So, we have the capacity to invest more in our schools, but we’ve historically chosen not to do so.

Do we really need more money? An analysis of the achievement gap in Tennessee suggests we do. The NAEP data cited in that report indicate a widening achievement gap. That is, kids at the bottom of the income scale are falling further behind their better off peers. What’s essentially happening is the kids at the top of the income scale are gaining ground while kids from low income families are remaining stagnant. The takeaway: The resources available to middle- and upper-income kids make a difference. And it would be worthwhile to invest in the community supports necessary to create a more level playing field for low income kids.

Additionally, teachers aren’t all that happy about doing what Governor Haslam admits is incredible work but not being paid well for it. Time will tell if this results in teachers leaving the profession in Tennessee in significant numbers.

So, today’s big Education Summit was an interesting conversation about issues that can have an impact on our schools. But it avoided the biggest issue of all: How will we pay for the investment in schools our state needs?
