Mandated to Death

That’s how Sewanee Elementary School teacher Rachel Reavis says she feels when it comes to the amount of testing going on in her school these days.

Reavis made the remarks at a forum with a local school board member hosted by the school’s PTO.

The Sewanee Mountain Messenger has the full story of the meeting, where parents and teachers alike expressed frustration at the amount of testing being done, even at the pre-k level.

Nine Tests in Pre-K?

Parent Janna McClain, a former academic interventionist in Murfreesboro, said her son will take nine mandated tests this year in pre-K. “Who thought that was a good idea? As a parent it would be helpful to know what it is our teachers are being forced to do,” McClain said. “I think the rationale is to prepare for these tests that are connected to dollars, so we have to do more and more tests,” she added. “I understand mandated testing, but I don’t want my child tested nonstop.”

Principal Agrees: Testing is Excessive

“The pendulum has swung to excessive testing,” said SES principal Mike Maxon. “There needs to be a balance.” Certain programs that involve mandated testing also require additional interventions in specific areas, which can be detrimental because it draws students away from other core subjects and creative learning.

Maxon went on to note that the interventions, a part of the Response to Intervention program (RTI2), are being conducted by related arts teachers and guidance counselors because financial support is not provided by the state to pay for the required interventions.

For his part, school board member Adam Tucker said he understands parent and teacher concerns about excessive testing and wants to explore options to reduce testing so students can focus on related arts and other areas that enrich the educational experience.

Frogge, North, Speering Challenge ASD Takeover in Madison

MNPS School Board member Amy Frogge is asking residents to speak out about a proposed takeover of either Madison Middle or Neelys Bend Middle by the Tennessee Achievement School District.

She’s posted on her Facebook page a request for community action regarding the takeover and published a letter on the issue from former Board member Mark North.

Board member Jill Speering, who currently represents the area where the schools are located, is also taking up the fight.

PLEASE HELP.  The ASD wants to take over Nashville schools that the ASD is underperforming!  Why? To improve its track record.  If we make noise, this will not happen!
Memphis is successfully fighting off ASD takeovers by charter groups. Three charter organizations have backed out of takeovers in the past 3 weeks because of community outcry!  (See links in comments.)  This is not inevitable.
The following is a Facebook post from fellow school board member, Jill Speering, who represents the schools marked for ASD takeover:
Mark North, a lifetime resident of Madison, a graduate of Madison High School, and a previous school board member wrote the following letter and sent it to elected officials about the possible takeover of Madison Middle or Neely’s Bend Elementary by the Achievement School District (ASD). We are asking the community to come together and support our Madison schools. If we work together and demonstrate our support for our Madison schools we could possibly avert a potential takeover of our neighborhood schools. We need community support! Please consider attending meetings that will be announced soon to show the ASD that the community is behind our Madison schools. “Friends:
The Achievement School District (ASD) will announce on Friday which Metro school it is going to take over. The word on the street is that it will either be Madison Middle or Neely’s Bend Middle.
That would be outrageous. The ASD is failing, and these two schools are both outperforming the ASD. 40% of ASD students scored “Below Basic” in Math and that percentage of failure actually increased from the previous year. Also, 43% of ASD students scored Below Basic in Reading and a whopping 46.3% in Science.
In terms of students scoring proficient or advanced, each of these two Middle schools outperformed the ASD.
If the ASD takes over one of these schools and the school does not improve its scores at all next year, it will still improve the ASD’s overall score. Ironic? Yes, and tragic for the children of Madison.
Moreover, both of these two schools improved last year (as compared to 2012-13) in all three subjects and each school improved at a rate better than the ASD in 2 of the 3 subjects.
Attached is a chart showing how these two schools fared as compared to the ASD. Obviously, these schools need to improve, but their record shows that MNPS will be more successful making that improvement that the ASD.
Finally, if the ASD is allowed to continue to exist despite its dismal record, it should not be allowed to takeover schools unless its own scores are substantially better than the school it proposes to take over.

What Can Nashville Learn from New Orleans?

That was the theme of an event last night sponsored by Tennesseans Reclaiming Education Excellence (TREE) and Gideon’s Army for Children and held at the East Park Community Center.

The event featured parent activist Karran Harper Royal of New Orleans and Dr. Kristen Buras, a professor at Georgia State University who has studied the Recovery School District in New Orleans.

Between 60 and 70 people were in attendance for the event, including MNPS School Board members Will Pinkston, Amy Frogge, Jill Speering, and Anna Shepherd.

The event coincides with a discussion happening in East Nashville regarding MNPS Director of Schools Jesse Register’s proposal to create an “all choice” zone for schools there. Parent advocacy group East Nashville United has been critical of the plan and continues to ask for more information. For their part, MNPS says it wants to continue dialogue on the issue.

Royal spoke first and outlined the systematic takeover of schools in New Orleans by the Recovery School District. The Recovery School District is the nation’s first charter-only district. The takeover began with a state law that allowed for the takeover of low-performing schools, similar to a Tennessee law that allows the Achievement School District to takeover low-performing schools.

As schools were taken over, they were handed over to charter operators or reconstituted with charter management. Entire staffs were fired and replaced and students were moved to different locations.

Royal said some of the successes claimed by the RSD are deceptive because the district would close schools, move out the students, and bus in new students. Then, the RSD would claim they had improved the school when achievement numbers were released even though those numbers were not from the students who had been attending when the school was taken over.

Royal also claimed that the choice of a neighborhood school was foreclosed for many families, but that in two majority-white ZIP codes, families are still able to choose a school close to their home.

Buras used her time to expand on an op-ed she wrote earlier this year about the parallels between New Orleans and Nashville. She pointed to data suggesting that the RSD has done no better than the previous district in terms of overall student achievement. This point is especially important because the RSD has had 9 years to show results. Tennessee’s ASD has also shown disappointing results, though it is only now in its third year of operation.

Among the statistics presented by Buras:

  • In 2011-12, 100% of the 15 state-run RSD schools assigned a letter grade for student achievement received a D or F
  • 79% of the 42 charter RSD schools assigned a letter grade recieved a D or F
  • RSD schools open less than three years are not assigned a letter grade
  • Studies of student achievement data have shown no impact on overall student achievement and some even show a widening of the achievement gap

Buras also noted that the RSD was used as a tool to bust the teachers’ union. The district fired some 7500 teachers and new teachers in the RSD report to charter operators. The resulting turnover means nearly 40% of the city’s teachers have been teaching for 3 years or less.

Both Royal (who was at one time on the RSD Advisory Board) and Buras noted that the RSD started with the mission of improving existing schools in New Orleans. However, like the ASD in Tennessee, the RSD began gradually acquiring new schools before data was available to indicate success.

The presentations served as a warning to parents in Nashville that while reform and innovation can be exciting, it is also important to closely monitor school takeovers and choice options to ensure they meet the community’s needs.

It’s also worth noting that the experiment in New Orleans and the ASD’s experience in Memphis on a smaller scale both indicate that just offering more choice does not solve education problems or improve student achievement. Any plan or innovation must take into account community input and feedback. Additionally, while choice plans are often sold on the perceived benefits, it is important to be mindful of potential drawbacks, including disruption and instability in communities that badlyneed stability and support.

Fitzhugh, Frogge Take on Tennessee Ed Reform

House Democratic Leader Craig Fitzhugh and Nashville School Board member Amy Frogge both had Tennessean op-eds this weekend that challenged the state’s education establishment to start listening to teachers when it comes to deciding what schools and students need.

Fitzhugh referenced a recent letter to teachers from Governor Bill Haslam and noted its very tone was insulting. Teachers have also responded to Haslam.

From Fitzhugh’s op-ed:

Tennessee teachers don’t need the governor to explain to them that too many students are unprepared for a postsecondary education — they see it firsthand every morning. Instead of lecturing on the issue, the governor should give our teachers the tools they need to succeed, starting with the raise they were promised in 2014 and working to increase per pupil spending beyond our woeful $8,600 a child.

Instead of talking down to our teachers, instead of blaming them for the state of our workforce, we need a new conversation.

We need to talk about a new evaluation system that grades teachers on students they actually teach and rates their performance in a fair, objective manner. We need to talk about per-pupil spending, teacher salaries and where our priorities are as a state. We need to talk about prekindergarten and the real effects of early learning.

In her article, Amy Frogge also pushes for more respect for teachers and argues that evidence-based practices chosen by teachers should be driving education policy:

As a community, we must ensure that every child comes to school ready to learn. Research confirms that poverty, not poor teachers, is at the root of sagging school performance. Indeed, the single biggest factor impacting school performance is the socioeconomic status of the student’s family. Nashville has seen a 42 percent increase in poverty in the past 10 years, and our child poverty and hunger rates remain alarmingly high throughout the U.S. Too many of our students lack basic necessities, and many suffer what experts have termed “toxic stress” caused by chronic poverty. Our efforts to address this problem must extend outside of school walls to provide “wrap-around services” that address social, emotional and physical needs of children through community partnerships and volunteers.

Other evidence-based, scalable school reforms include:

• excellent teacher recruitment, development, retention, and pay;

• socioeconomic diversity in schools;

• increased parental engagement;

• early intervention programs such as high quality pre-K, particularly for low-income children; and

• increased school funding. Let’s focus on these reforms, maintain local control of schools, and allow educators — not hedge funders — to have a voice in the direction of education policy.

 

Fitzhugh and Frogge offer an alternative vision from that dominating Tennessee’s education policy landscape. It is a vision of trusting teachers, investing in schools, and putting students first.

 

 

 

 

MNPS Committee Recommends Charter Transparency

The Governance Committee of the Metro Nashville School Board met on Saturday and made recommendations for policy changes that will result in more financial transparency for all schools, including publicly-funded, privately run charter schools.

The changes require that private funds used to support a school be disclosed and that complaints about charter school operating procedures be handled in the same way as complaints about traditional schools are handled.

Board members who supported the change suggest that the new policy would lead to more transparency system-wide.

Board member Amy Frogge noted that the policy will allow for fiscal transparency and prevent potential financial mishaps.

TREE to Host Testing Forum

Tennesseans Reclaiming Educational Excellence (TREE) will host a community forum on the use of testing in Tennessee schools this Saturday, March 1st at 2:00 PM at New Song Church in Nashville.

The forum will feature speakers Dr. Jim Horn and Dr. Denise Wilburn, scholars who have been critical of TVAAS and the overuse of testing in schools.

The forum comes at the end of a week that so far has seen the TEA call for a moratorium on the use of the PARCC tests for Common Core at the same time legislative committees put off key votes on legislation dealing with Common Core implementation.

Metro Nashville School Board members Amy Frogge and Jill Speering have also raised concerns about the amount of testing in schools and the cost of that testing to the school system.

Dr. Register, Tear Down Those Data Walls

Or, what a progressive Karl Dean might have said at yesterday’s Nashville Chamber education report card “party.” If you’d like to read his defense of charter schools and warning to MNPS, read this.

Nashville Mayor Karl Dean yesterday took on the education establishment and challenged the city to do more for its children and families. The remarks came as stunned members of the Nashville Area Chamber of Commerce looked on in disbelief.

Dean first suggested that Metro Nashville Schools stop its over-reliance on testing in spite of state mandates.  He noted the practice of data walls as emblematic of the current emphasis on test-based measures of student success and suggested that the schools might try focusing on the whole child.

With his voice raised and fist clenched, Dean said, “Dr. Register, tear down those data walls.”

Dean seemed to be suggesting that School Board member Amy Frogge has a point when she continues to ask about how much all the spending and preparation for tests costs Metro Schools.

He further added that a teacher’s value is about more than the points she might add to her students’ test scores.

Dean proceeded to challenge the popular and oft-repeated notion that Nashville is home to failing schools.

“It’s not the schools that are failing,” Dean said. “MNPS teachers work hard every single day to reach the children in their care.  But too many of those students arrive hungry and without access to health care or basic shelter.  It’s our community that has failed the families of these children.”

Dean noted that nearly 3 of every 4 MNPS students qualifies for free or reduced price lunch.  He went further to note that 7500 Davidson County families with school age children earn incomes below the federal poverty line (Source: American Community Survey of the U.S. Census).

“We’re simply not supporting the ENTIRE community,” Dean said. “When so many families are working hard and can’t make ends meet, there’s a fundamental problem in the local economy.  Rising income inequality is bad for Nashville.  We must work to address it together now.”

Dean pledged to push for changes in state law to allow Nashville to adopt a living wage and also pledged to use his considerable clout with the General Assembly to advocate for a $10 an hour state minimum wage.

“When Nashville families are struggling, their children struggle,” Dean said.  “It’s hard to focus on school when you don’t know where your next meal will come from or what to do when you can’t see to read and can’t afford glasses.

“Quite simply, Nashville must do a better job of reaching out and lifting up all our citizens.”

Dean said he would work with the staff at Music City Center to turn the nearly $600 million facility into a community center and transitional housing for the working poor.  He noted that it would include free dental and vision clinics for children and an urgent care center for basic medical needs.

“This facility will set Nashville apart as a city that puts people first and will no longer fail its children and families.”

Dean also said he will be asking Metro Council to expand the hours at all the city’s libraries so students can have access to its materials and computers.

“Our children need consistent, reliable access to our magnificent library facilities.  They should be centers of learning and excitement and they will be open to serve that need.”

Following Dean’s speech, he walked to the park across from the downtown library to meet the homeless men and women he’d be spending his nights with until January, when he’ll take them to their new rooms at MCC.

Time to Fix the BEP?

The Metro Nashville School Board this week suggested that the state revise and improve its funding formula for schools, known as the BEP.

A resolution drafted by board member Amy Frogge and passed unanimously by the MNPS board indicates that the current formula does not allow districts to properly implement rigorous news standards and provide improved salaries for teachers.

If legislators and Governor Haslam want to take a look at improving the BEP, they need only take a look at the BEP 2.0 formula developed under Governor Phil Bredesen with significant input from then-state Senator Jamie Woodson, who now heads SCORE.

Of course, current Metro board member Will Pinkston was a key Bredesen staffer when the BEP 2.0 formula was developed, so he’s quite familiar with how it would improve the funding situation not just for MNPS but for most districts in the state.

Fully funding BEP 2.0 may take incremental steps and perhaps could be complete in two to three years with some focus and budget prioritization from the General Assembly and the Governor.

If the current formula is not re-examined and improved, it seems likely that districts large and small will continue to complain of mandates coming from the state without adequate funding for their implementation.

Pre-K Tax Fails, TEA Appoints New Leader

Pre-K, TEA, and other education news this week

Yesterday, voters in Memphis rejected a sales tax increase that would have directed funds to expand Pre-K in that city. The city took the vote as a means to find local funding for a program that state has so far been unwilling to expand.

Also yesterday, the Tennessee Education Association announced the hiring of its new Executive Director, Carolyn Crowder. Crowder comes to Tennessee from Denver.  She has worked in education association’s in both Colorado and Oklahoma and was also a classroom teacher in Oklahoma.

Earlier in the week, teachers in Rutherford County teachers joined a growing list of local education associations expressing “no confidence” in Education Commissioner Kevin Huffman.

And, the Tennessee Charter School Center released a report on “seat quality” in Metro Nashville Public Schools.  The report prompted this response from Board Member Amy Frogge.

Amy Frogge on “High Quality” Seats

Yesterday, we linked to Andrea Zelinski’s story on the Tennessee Charter School Center’s analysis of “seat quality” in Metro Nashville Public schools. In the story, I noted 5 key takeaways, among them that the Center is calling for closing low-performing charter schools and that there does seem to be common ground possible in terms of moving toward expanding charter schools as growth dictates.  Both closing low performing charters and allowing expansion in a smart way offer a path forward from what has been a rather messy debate in recent years.

School Board member Amy Frogge has weighed-in on the “quality seat” discussion and offers this analysis on her campaign Facebook page:

The Great Hoax of the “High Quality Seat”:
We’ve been hearing this phrase a lot lately, but what does it actually mean? Those who use it are referring to standardized test scores. The higher the score, the higher the “quality” of the seat and therefore the school, according to these folks.
Here’s the problem. Looking at standardized test scores tells us only a little about a school. If anything,… test scores primarily reflect the types of students a school serves. Children in poverty, children who don’t speak English, and children with special needs struggle with standardized tests- for reasons entirely beyond their control. It’s not that these children are incapable of learning. It’s that they need extra support to succeed. All children hold immense promise, and standardized test scores often don’t reflect a child’s true capability. Tests are just a snapshot of what children can do in certain subject areas in a very specific format on one particular day (or a few days) of the school year.
Are we to assume that magnet schools have better “seats” because they serve children selected for their academic abilities? Are we to assume choice schools have better “seats,” even though the selection of these schools is made by parents engaged enough to know how to enter the lottery? (Research shows that children of engaged parents perform better in school.) Are we to assume that zoned schools that take any child who walks into the doors at any time during the year (no matter how great the child’s academic needs) have lesser quality “seats” because of the scores these children make?
In summary, then, the “quality” of a seat, according to the definition of those who prefer this phrase, has more to do with the child sitting in that seat (and the challenges that he or she faces) than the quality of instruction at a school. To presume otherwise assumes a level playing field, and in comparing schools, we are comparing children, not quality-checking mass-produced, assembly line items. Certainly, scores can help us judge how well a school performs, but it’s not the entire story. Anyone who fails to consider student population in determining the “quality” of a school just isn’t digging deep enough.
If the Charter School Center hoped to continue a conversation, they’ve certainly raised some points to ponder.  Frogge has engaged, addressing directly the “quality seat” issue without dismissing the call to close low performing schools or arguing that current limits on charter geography need to stay in place forever.
