Another day of TNReady testing, another set of issues.

Reports are coming in from systems across the state that students are having login and submission problems.

Reports are in from Hardin, Chester, Knox, Shelby, Sumner, Wilson, Washington, Montgomery, Roane, Rutherford so far.

Some reports suggest that a cut fiber line between Georgia and Tennessee is to blame.

UPDATE: 5:20 PM

The Tennessee Department of Education is blaming a dump truck for cutting a fiber optic line that provided internet connectivity.

Here’s what Joey Hassell, Director of Schools in Haywood County had to say about that on Twitter:

I don’t understand. NEVER lost internet connectivity. Our schools could access the internet & phone service w/ worked fine. It was business as usual except for in our schools! So…the dump truck just messed up testing?!?

Not So Harmless

After a fourth day of TNReady trouble, the Tennessee General Assembly took action today to make changes to how the test impacts schools, students, and teachers.

While some are billing the report of a joint committee of the House and Senate as a “hold harmless” for schools, students, and teachers, that’s not entirely accurate.

Also, the legislature stopped short of putting a stop to TNReady entirely, claiming federal law “requires” them to test students.

Here’s the deal: Federal law does say that districts should administer tests to at least 95% of students and that states should test all students in reading and math from grades 3-8 and at least once in high school, with a suggestion for additional high school testing as appropriate.

BUT: Is there really a penalty for districts (or states) where the testing threshold falls below 95%?

As I reported in 2016, the last time we had a major failure of online testing in Tennessee:

There’s just one problem: The federal government has not (yet) penalized a single district for failing to hit the 95% benchmark. In fact, in the face of significant opt-outs in New York last year (including one district where 89% of students opted-out), the U.S. Department of Education communicated a clear message to New York state education leaders:  Districts and states will not suffer a loss of federal dollars due to high test refusal rates. The USDOE left it up to New York to decide whether or not to penalize districts financially.

In other words, the likelihood of a single Tennessee district losing funds due to stopping a test that isn’t working is very close to zero. Tennessee is not having problems due to opt-outs or a low number of students being tested. Kids in districts across the state are showing up for a test that is not happening. Districts are doing everything right and a vendor and the Tennessee Department of Education are failing to serve students. Unless TNDOE is going to fine districts, there is truly no risk of funds being lost.

Now, about the “hold harmless” law (pictured below):

  1. The law does say that districts and schools will not receive an “A-F” score based on the results of this year’s test. It also says schools can’t be placed on the state’s priority list based on the scores. That’s good news.
  2. The law gives districts the option of not counting this year’s scores in student grades. Some districts had already said they wouldn’t count the test due to the likelihood the scores would arrive late. Now, all districts can take this action if they choose.
  3. The law says any score generated for teachers based on this year’s test cannot be used in employment/compensation decisions.

Here’s what the law didn’t say: There will be NO TVAAS scores for teachers this year based on this data.

Commissioner McQueen said yesterday that the data from these tests will be used to generate a TVAAS score and it will count for 20% of a teacher’s evaluation. This law does NOT change that. It just says if you get a low score based on this number, you can’t be fired or denied compensation.

Below is an excerpt from current law (taken from TCA 49-1-302, the section governing teacher evaluation):

(E)  For teachers with access to individual data representative of student growth as specified in subdivision (d)(2)(B)(ii), the following provisions shall apply:

  • (i)  In the 2016-2017 school year, the evaluation criteria identified in subdivision (d)(2)(B)(ii) shall be adjusted so that student growth data generated by assessments administered in the 2016-2017 school year shall account for ten percent (10%) of the overall evaluation criteria identified in subdivision (d)(2)(B);
  • (ii)  In the 2017-2018 school year, the evaluation criteria identified in subdivision (d)(2)(B)(ii) shall be adjusted so that student growth data generated by assessments administered in the 2016-2017 and 2017-2018 school years shall account for twenty percent (20%) of the overall evaluation criteria identified in subdivision (d)(2)(B);
  • (iii)  In the 2018-2019 school year and thereafter, the student growth component of the evaluation criteria shall be determined under subdivision (d)(2)(B)(ii);
  • (iv)  The most recent year’s student growth evaluation composite shall account for the full thirty-five percent (35%) of growth data required in a teacher’s evaluation if such use results in a higher evaluation score;
  • (v)  For the 2015-2016 through 2017-2018 school years, student growth evaluation composites generated by assessments administered in the 2015-2016 school year shall be excluded from the student growth measure as specified in subdivision (d)(2)(B)(ii) if such exclusion results in a higher evaluation score for the teacher or principal. The qualitative portion of the evaluation shall be increased to account for any necessary reduction to the student growth measure.

Here’s what this means: If the current tests give you a “good” evaluation score, it will count for 35% of your total evaluation. If the score is not “good,” it only counts for 20% this year. The legislation adopted today by way of the Conference Committee does NOT change that.

In other words, the test data from the 2017-18 administration of TNReady WILL count in a teacher’s evaluation.

Here’s why that matters: An educator’s evaluation score factors into the number of observations they have each year as well as Professional Development Points (PDPs). PDPs are needed for license advancement or renewal.

The Department of Education addresses PDPs and notes:

Overall level of effectiveness rating (approved TN model) Overall Score of 5 = 20 PDPs
Overall Score of 4 = 15 PDPs

Overall Score of 3 = 10 PDPs

Information is maintained by the department. No additional documentation is required; points may be accrued annually.

Even if this year’s scores only end up counting 20%, that’s enough to change a teacher’s overall TEAM rating by a level. A TEAM score below a three means no PDPs, for example. The overall TEAM score also impacts the number of observations a teacher has in a year — which also places an additional burden on administrators.

Also, districts now have to meet to decide how to handle the tests and student grades. For some, that decision has already been made. For others, this will require a meeting in pretty short order to let students, parents, and teachers know what’s happening.

Understatement

Today was to be the first day of the second attempt at large scale statewide online testing (TNReady) after the first attempt failed miserably two years ago.

Despite assurances from the Department of Education and new testing vendor (with a $100 million+ contract) Questar, the morning did NOT go smoothly.

Now, however, the TNDOE suggests everything is fine and tomorrow will be better.

Chalkbeat reports:

By the end of the school day, Tennessee Education Commissioner Candice McQueen was looking ahead to the next day.

“We understand many of you suspended testing today, and we apologize for the unanticipated scheduling changes this issue may have caused,” she said in an email dispatched to district administrators. “…We feel good going into testing tomorrow.”

But the opening-day episode renewed mass frustration in a state that is no stranger to online testing glitches. Two years ago, technical snafus derailed a wholesale switch to testing on digital devices, prompting McQueen to fire the state’s testing company and cancel TNReady for grades 3-8.

Frustration is an understatement. We’ve had four consecutive years with some TNReady problem. This marks year five. I wrote in October:

Let’s start from the beginning. Which was supposed to be 2016. Except it didn’t happen. And then it kept not happening. For full disclosure, I have a child who was in 4th grade at the time of what was to be the inaugural year of TNReady. The frustration of watching her prepare for a week of testing only to be told it would happen later and then later and then maybe never was infuriating. That adults at decision-making levels think it is just fine to treat students that way is telling. It also says something that when some adults try to stand up for their students, they are smacked down by our Commissioner of Education.

My daughter is now in 6th grade. Here we go again. She expressed some mild test anxiety over the weekend and was not exactly excited about TNReady today. Nothing to be worried about, though, unless there’s some problem with the test again.

BAM! Today starts and there’s a testing problem and the school day and overall testing schedule gets rearranged.

Here’s the good news: In math, my daughter did a hands-on project to better understand and demonstrate geometry concepts. When she went to science, the class worked in groups to create a board game.

She was excited to tell me about the work she’d done when I picked her up today. Excited! Parents of a child who is almost 12 can relate: When you pick up your kid and they are fired up (in a good way) about what happened at school, that’s huge.

My question: Why can’t she spend the rest of this week doing hands-on projects to demonstrate what she’s learned this year? Some form of project-based assessment would be far superior to the annual headache that TNReady has become.

Instead, the state says it’s all fine and things will resume as normal later in the week.

I’m sorry, but normal the last five years has been nothing short of a disaster.

It’s time for something new. The apologies and reassurances only work for so long. Will my child complete her Tennessee public school education experience with a successfully administered TNReady test that includes returning results in a timely fashion? The track record suggests the answer is NO.

So, kids out there, get ready to go back to the testing this week. Adults in our state think this is what’s best for you. Or, for them. Or, they just can’t admit they were wrong.

BREAKING: TNReady NOT Ready…AGAIN (UPDATE)

Reports from school districts across Tennessee indicate that the state’s online TNReady platform is failing. This despite promises from the Tennessee Department of Education that all would go smoothly this week.

Update: 11:18 — Message from the TN Department of Education:

We share the frustration that earlier today some students had issues logging into Nextera to take TNReady. This issue has been resolved, and more than 25,000 students have now successfully completed TNReady exams. Testing has resumed across the state and thousands of students are on the platform now without any challenges. No server has crashed, and this issue was not due to volume. Our partners at Questar have worked quickly to resolve the issue.

UPDATE: 11:57 AM — Message from a middle Tennessee school principal:

Teachers and staff I know it is difficult to accept another apparent fiasco with school wide testing. I appreciate your patience but I do understand the frustration with the testing platform. We will discontinue standardized testing until we can get confirmation that the testing platform is operational without mishaps for students trying to take the EOC assessments. My understanding is the problem lies with the vendor, Quesstar  and not with MNPS IT connectivity or bandwidth. The school will turn in submit an irregularity form for the entire English I subpart I. I do not have an answer on the remaining subparts of English I EOC. I will keep you informed as new information is relayed for the office of research and accountability. Please keep the EOC packet that you received last week, modifications to the testing schedule will be made as soon as guidance from the central office is made available.

And a note from a high school teacher:

I teach 10th grade English, and even though I’ve told my students we’ve been assured by the state of TN that this year’s tests will work they log on, they are skeptical. And now on our first day of testing – our 9th graders attempted to take the writing portion of the English test today – many of our students weren’t successful. So my 10th graders, who are supposed to test tomorrow, are wondering what the point is. They don’t have any faith in the system.

UPDATE 12:34 PM: Wilson County Schools suspended testing in grades 6-12 today and there’s this statement from Williamson County:

Williamson County Schools 12:25 email:

“The Tennessee Department of Education experienced some difficulties across the State with online TNReady grades 5-11 testing that began today. WCS students who were able to access the system completed the test, but most could not access their tests. At this point, we have not yet received an explanation as to why some students could access the system while others could not. WCS will attempt to test again tomorrow. Third and fourth graders took TNReady on paper and were not affected.

UPDATE: 4:02 PM — Coffee County resumed testing after lunch with no problems.

UPDATE: 4:15 PM — Cheatham County Schools: TNReady testing kicked off today. There were some glitches this morning with the state testing platform. The state corrected the issues & we were able to test successfully this afternoon. The district anticipates that all will go well on Tuesday.

WTF, TNReady?

In what is sure to be surprising news to parents, students, and school district leaders, TNReady quick score results are delayed yet again. Hard to predict this type of disaster since it only happens every year for the past four years now.

This delay is due to a problem the vendor is having with new test scanning equipment.

Here’s a statement from Hamilton County Schools explaining the news they received from the Tennessee Department of Education:

Tennessee Education Commissioner Dr. Candice McQueen informed school directors state-wide today that TNReady assessment vendor Questar has experienced challenges with the scanning software and capacity to scan testing materials; therefore, the company will not be able to meet the raw score deadlines set.

Dr. McQueen has asked Questar for updates on district-specific timing, and says the company currently estimates the scores will be delivered for the state’s upload process no later than the week of June 12.

Questar released a statement, which I have attached to this email.

The message from Dr. McQueen says she plans to meet with several groups this summer, including the TOSS Board, to come up with solutions that may prevent Tennessee testing vendors from missing the deadline set for report cards for a third year in a row. Her office promises to keep districts posted as the state receives more information.

To their credit, Questar is taking responsibility. That’s a change in tone from previous testing vendor Measurement, Inc.

A Statement from Questar Regarding Raw Score Delivery

Questar committed to spring TNReady raw score delivery on a timeline and terms we set and which were communicated extensively by the Tennessee Department of Education (TDOE), however, our company has experienced scan set-up difficulties that will affect that timeline. Questar recently completed an upgrade to our scanning programs for paper tests, and we underestimated the time needed to fully integrate these upgrades. Therefore, any delays to the timeline are not the fault of the Tennessee Department of Education or the districts across the state. We take complete responsibility for this project, and we are actively working to meet our commitments to the state, districts, and educators. The purpose of this communication is to provide an update on the progress we are making to publish raw scores for grades 3-8 and End-of-Course assessments.

End-of-Course Status Update: Nearly all paper and online EOC raw scores are uploaded to EdTools. We appreciate the communication from the TDOE to reprioritize EOC delivery to ensure districts had these results as soon as possible.

3-8 Status Update: Questar is currently working through delays in scan processing for the 3-8 raw scores, which impact the timeline we previously provided to the TDOE for raw score delivery. We have experienced several software delays with our scan programming that we are actively resolving, and we are working to increase capacity within our scanning operations. We are committed to working with TDOE to mitigate these challenges in order to scan and score TNReady 3-8 assessments as quickly as possible. We will provide additional details and timelines, including district-specific estimations, as we make progress over the week.

The raw score delays will not impact the timeline for delivery of final score reports. Our scoring operations are unaffected by the scanning software issues, and we anticipate providing EOC final score reports this summer and 3-8 score reports this fall after the cut score process is complete, as previously announced.

We understand the importance of having the raw scores to communicate information to educators, students, and families, and we apologize for the inconvenience our delays have caused TDOE and our district partners in getting this information on the timeline we committed to months ago.

Questar sincerely appreciates our partnership with TDOE and the Tennessee educators and students we serve.

Tennessee has unique timing requirements for raw score delivery as compared to other states so we will continue to work with the department and districts to ensure that the future score return process is successful.

At least we’re now paying millions of taxpayer dollars to a vendor who will take some heat, right?
This part of the Hamilton County statement is interesting:

Here’s a solution: Don’t count TNReady scores in student final grades. In fact, since McQueen readily admits that raw score data is of little actual value and since different methods of factoring quick scores lead to vastly different scores assigned to students, why even bother?
It’s clearly been a problem to get reliable quick score data back to districts. The data is of dubious value. Legislation should advance that eliminates the use of TNReady data in student grades.
As I’ve said before, TNReady may well be a solid test properly aligned to standards. Such a test can yield useful information. A more student-centered approach to testing would focus on project-based assessment and use tools like TNReady to provide diagnostic information for students, teachers, and schools.

The Buck Stops Nowhere

By now it is clear that TNReady simply didn’t go as planned this year. Sure, the tests were administered and students completed them — largely on pencil and paper. But, the raw data from the tests used to generate the “quick scores” for student grades isn’t getting back to districts on time. At least not in time to include it in report cards.

The Department of Education says that’s the fault of districts. Here’s how a TN DOE spokesperson explained it to the Clarksville Leaf-Chronicle:

But Sara Gast, spokeswoman for the state Department of Education, said school districts would receive their scores based on how quickly they returned their materials.

This was the first week school districts could receive data back, and districts across the state will get their scores on a rolling basis over the next couple of week through the week of June 5, she said.

She said some districts will not get their scores in time to be counted in final grades “because they did not meet the deadlines.”

The district says that’s simply not the case and that they met the established timeline:

Shelton said tests from all Clarksville-Montgomery County schools were definitely turned in according to the state’s timeline to have them back before schools let out Wednesday, and the school district was not at fault.

All of this may sound a bit familiar to those who watched the blame game play out last year during the total meltdown of TNReady.

Then, neither testing vendor Measurement, Inc. nor the Department of Education took responsibility for a test that clearly failed.

Here’s what’s interesting this year. The state admits that more than 75% of districts will not get scores back on time. This, they claim, is because of missed deadlines. Districts dispute that claim.

Educators will tell you that if more than 75% of students miss a test question or fail a test, there’s a problem – and the problem is with the question or the test, not the students. More than 75% of districts supposedly missed established deadlines. It seems clear the Department of Education has a problem. It’s also clear that adults are failing kids.

Students are told the tests matter. They are told the tests factor into grades. Schools are held accountable based on results. Despite statistical validity issues, the test is used to evaluate teachers — so, those teachers reinforce the importance of the test to their students.

Then, after the answer sheets have been bubbled in and the test booklets sent to the vendor for grading, students are told the tests won’t count. Or, they may count, but report cards will be late. But it’s okay. The adults got it wrong. Just keep showing up and taking the test seriously. No big deal.

If you want the students to take testing seriously, you should take your job seriously. This is the fourth year in a row that there have been challenges with testing and/or returning results. When district leaders have stood up and spoken out, Commissioner McQueen has threatened to withhold funding.

Here’s a crazy idea: Stop using this single test as the primary indicator of student performance, teacher effectiveness, and school accountability.

The NeverEnding Story

Another day, more stories of districts reporting to families that TNReady scores won’t be back in time to be factored into student grades. I first reported that Williamson County sent word that scores would not be back according to the original timeline. Next, it was MNPS telling parents that TNReady scores won’t be back until June, meaning they won’t be factored into report cards.

Now, two more middle Tennessee districts have sent notices about TNReady results not being ready in time.

Here’s the notice from Clarksville-Montgomery County:

The TNReady materials from CMCSS have been returned to Questar. Tennessee has noted that they will be unable to provide the district with the test results until after the end of May. Based on CMCSS Administrative Policy INS-A023, effective April 17, 2015 in alignment with HB 36 SB 285 Amendment (005744), Clarksville Montgomery County School System will not include students’ state assessment scores in their final spring semester grades if the state assessment scores are not received by the district at least five instructional days before the end of the academic year. As we will not be receiving the scores until the end of May the scores will not be included in students’ grades for this year. The second semester average for elementary and middle will be 50% 3rd 9 weeks and 50% 4th 9 weeks. The second semester grades for high school will be 40% 3rd 9 weeks, 40% 4th 9 weeks, and 20% final exam.

Good Afternoon!

The end of a school year always brings about a flurry of activity and excitement, but I wanted to take a moment to update you on report cards for the spring semester.

A couple of weeks ago, we announced that report cards would be available, VIA Skyward, on Tuesday May 30th. Unfortunately, it’s unclear whether the district will be able to meet that date, due to a shipping delay that was beyond our control. While our district met all of the required deadlines to ensure that our raw scores would be returned by May 22nd, the state vendor responsible for picking up the completed materials arrived several days later than scheduled. This has affected a number of large districts across the state, including Wilson County.

The TN Department of Education is aware of these delays. They’ve assured us that they’re working with the vendor to “find a remedy” for the school districts impacted. Our hope is that a solution WILL be found, and our raw scores will be returned on time. Having said that, we thought it was important to make you aware of what’s happened, in the event that report cards have to be delayed for a week.

You may remember, TNReady scores came back later than expected for the fall semester, causing report cards to be delayed. While school districts have the authority to exclude TNReady scores that are returned more than 5 days late, it is the position of Wilson County Schools that the scores be included for this semester, as they were in the fall. This is not a decision that was taken lightly. Many conversations have taken place with teachers and principals about this issue, and the overwhelming consensus is that we include the scores on report cards. Students have worked incredibly hard all year to show of their skills, and we’re eager to see just how well they did!

Here’s what the Department of Education has to say about the importance of state assessments:

Our state tests serve multiple objectives:

  • They provide feedback about students’ academic progress and how it aligns with grade-level expectations, providing parents and teachers a big-picture perspective about how a student is progressing compared to peers across the district and state, including a student’s strengths and growth opportunities.
  • This builds confidence and transparency about students’ readiness for college and the workforce among Tennessee universities and employers and holds us accountable to serving all students fairly.
  • Assessments help educators strengthen instruction and reflect on their practice, and allow us to highlight schools where students are excelling, so we can learn from those who are doing well.
  • State assessments also help inform decisions at the state level and help state and district leaders determine how to allocate resources, better invest in schools, and identify where we may need to offer additional support.

All of this sounds pretty important. But, not important enough to get it right. Last year, TNReady was a complete disaster. For the past four years, there have been problems with scores being either not available or not clearly communicated.

This year, the state is not providing quick scores to districts — those are the scores used to factor into a student’s final grade. Instead, the districts were to receive the raw data and choose a method of tabulating quick scores. An analysis of the various methods indicates a significant difference in scores depending on the calculation used:

The cube root method yielded on average a quick score, the score that goes for a grade, of 4.46 points higher. In other words, a student scoring basic with a raw score of 30 or higher would, on average, receive an extra 4.46% on their final quick score grade, which goes on their report card. A student who scored a 70 last year could expect to receive a 74 under the new quick score calculation.

The additional points do drop as one goes up the raw score scale, however. For the average basic student grades 3-8 with a raw score between 30 and 47, they would receive an extra 5.41 extra points under the new method.

The average proficient student grades 3-8 with a raw score between 48 and 60 would get 4.32 extra points under the new method.

The average advanced student grades 3-8 with a raw score of between 61 and 67 would receive an extra 1.97 extra points under the new method.

The difference varies much more widely for below basic students, but the difference can be as much as 25 points in some cases.

So, for those districts using quick scores in report cards, there could be a wide variance across districts depending on the method chosen. It seems to me, districts should have already communicated to families how they will calculate quick scores with some justification for that choice. Alternatively, the state could have (should have?) mandated a method so that there is score consistency across the state.

Of course, since a number of districts now won’t have data back in a timely fashion, there may not be many districts using quick scores at all this year.

Here’s the key point: Last year’s TNReady was a debacle. That means this year is really the first year we’ve done TNReady. Instead of jerking districts (and their students) around, the state should have waived use of TNReady scores to evaluate teachers and grade students this year. Doing so would have provided insight into the time it takes to get scores back to districts and allowed for possible changes in administration for next year. Instead, the plan was rushed with a new vendor. Now, we’re where we’ve been year after year: The school year is ending, and there’s a problem with test data.

One more thing: Despite this being the first year of a successful administration of a new test and despite the gap in test results — TCAP in 2015, no results in 2016, TNReady in 2017 — the scores from TNReady will still factor into teacher evaluation.

A word of caution to districts during the 2017-18 testing cycle: The state’s track record with deadlines and score results is not so great. Maybe when they promise you scores will be ready according to a certain timeline, you should be making plans for that timeline not being met.

Maybe Someday

I reported recently on Williamson County Schools posting information that indicated a delay in the return of TNReady scores for this year. That report indicated scores would not be returned on the agreed timeline and a delay in report cards would result.

Now, word comes from MNPS that scores will not be returned to them until June. This means TNReady and EOC scores will not be factored into student grades.

Here’s the text of an email sent home to parents at JT Moore Middle School in Nashville:

Dear JT Moore Families:
TCAP grades and EOC scores will not be back in time to be included on report cards.
TCAP quick scores arriving in June
The Tennessee Department of Education has confirmed that we will not receive quick scores from state assessments before the end of the school year. Thus they will not be factored into student grades.
Infinite Campus is set up to properly adjust the weighting of nine weeks grades in the event that no exam grade is entered. Each nine-week grade will count as 25 percent of the yearly average for grades 3-8 or 50 percent of the semester average for high school courses.
As a result of this the following will apply:
No grade will go in the TCAP column in ES (3-4) and MS (5-8)
For the following HS or HS for Credit that take an EOC course there will be NO EXAM grade at all.

The grade for these semester classes will calculate 50/50:
English I, II, and III
Algebra I, Algebra II, and Geometry
Integrated Math IB and Integrated Math IIB
US History
Biology

Once again, the state’s testing regime is creating chaos. In some districts, the scores may end up counting in student grades — resulting in delayed report cards. Other districts (like MNPS) will simply not factor the test scores into student grades.

Imagine studying for an exam, being prepared, and doing well — knowing your performance is a significant factor in your final grade. Then, being told that the people who mandate the test simply won’t get it back in time. That’s the level of consideration being shown to our students.

This marks the second year of problems with TNReady and the fourth consecutive year of testing trouble wreaking havoc on students and teachers.

Oh, and then there’s the matter of what these tests really tell us:

An analysis of TCAP performance over time indicates that those school systems with consistently high levels of poverty tend to have consistently low scores on TCAP. Likewise, those systems with the least amount of poverty tend to have consistently higher scores on TCAP.

Of course, while the scores may or may not count in student grades (depending on district), they WILL be factored into teacher evaluations this year. This despite the fact they won’t provide any valid information.

TNReady will be ready. Maybe. Someday.

Will Tennessee ever have a TNReady test?

The answer to that question got even fuzzier today as a Department of Education “deadline” to name a new test maker came and went with no announcement.

Tennessee has missed its own deadline to hire the testing company that will pick up where Measurement Inc. left off this spring.

The state canceled the North Carolina test maker’s contract in April, weeks after the launch of the company’s online testing platform went so badly that the tests were halted entirely. In May, officials awarded an emergency contract to testing conglomerate Pearson to grade some tests that did work — and said they would choose another company to handle the state’s testing program by the end of June.

The missed deadline comes just days after another scathing report revealing the details of emails leading up to the TNReady first day failure.

Apparently, when TNDOE sets a “deadline” it’s totally optional.

What does this mean?

The tight timeline also means that students and teachers likely will enter the school year without a sense of what their end-of-year tests will look like. Last year, some students began taking practice tests in October; it’s hard to imagine that happening this year.

Perhaps TNReady is really just about developing the life skill of adapting to chaos.

Not Ready at All

It turns out TNReady wasn’t ready at all. From a technological failure on day one to a shipping delay in March to all out chaos in April, the transition to the new test has been, in the words of one Director of Schools, an “unmitigated disaster.”

As of today, in the face of yet another delay, the Tennessee Department of Education has terminated the contract with Measurement, Inc. and suspended further testing in grades 3-8 for this year.

Education Commissioner Candice McQueen announced today the department will terminate its statewide testing contract with Measurement Inc., effective immediately. While high school testing will continue as planned, the state will suspend grade 3-8 testing during the 2015-16 school year due to Measurement Inc.’s inability to
deliver all testing materials.
After revising their shipping schedule for a third time this month, the state’s testing vendor, Measurement Inc., failed to meet its most recent deadline. As of this morning, all districts were still waiting on some grade 3-8 materials to arrive with a total of two million documents yet to be shipped. In February, the department was forced to move from the originally planned online assessment delivery to a paper-based format due to the failure of the vendor’s online platform.
“Measurement Inc.’s performance is deeply disappointing. We’ve exhausted every option in problem solving with this vendor to assist them in getting these tests delivered,” Commissioner Candice McQueen said. “Districts have exceeded their responsibility and obligation to wait for grade 3-8 materials, and we will not ask districts to continue waiting on a vendor that has repeatedly failed us.”
If districts have received materials for a complete grade or subject in grades 3-8 (i.e. fifth-grade math), they will have the option to administer that specific grade or subject level; however, the department will only be able to deliver limited student performance information for these particular grades and subjects. High school tests will be fully scored, and these results will be delivered later this fall.
“Challenges with this test vendor have not diverted us from our goals as a state. Tennessee has made historic and tremendous growth over the past several years. Higher standards and increased accountability have been a key part of this progress,” Commissioner McQueen said. “Our work toward an aligned assessment plays a critical role in ensuring that all students are continuing to meet our high expectations and are making progress on their path to postsecondary
and the workforce.”
Flexibility that has already been provided for teacher evaluation through recent legislation will remain. If a teacher has TNReady data, in this case high school teachers, TNReady data will only be used if it helps the teacher. If a teacher does not have TNReady data, their evaluation will rely on data from prior years.
The department is currently working with the state’s Central Procurement Office to expedite the selection of a vendor
for both the scoring of this year’s high school assessment and the development of next year’s test.  The department has also been in close contact with the United States Department of Education to ensure that Tennessee is in compliance with federal requirements and will continue to work with them on this issue.
TNReady, the state’s new assessment in math and English language arts in grades 3-11, was designed to be administered in two parts. Part I was given in late February and early March, and Part II was scheduled to begin on April 25.
